About the university

The Federal State Educational Institution of Higher Professional Education "East Siberian Institute of the Ministry of Internal Affairs of the Russian Federation" (FSOU VPO VSI MIA of Russia) provides training, retraining and advanced training of specialists for law enforcement agencies and the state fire service of the Ministry of Emergency Situations of Russia.

The history of the institute begins with the creation, on the basis of Resolution of the Council of Ministers - Government of the Russian Federation No. 791-r dated May 8, 1993 and Order of the Minister of Internal Affairs of the Russian Federation No. 309 dated June 30, 1993, of the Irkutsk Higher School of the Ministry of Internal Affairs of Russia on the basis of four educational institutions:

Irkutsk Faculty of the Higher Engineering Fire-Technical School of the Ministry of Internal Affairs of the USSR, which opened in 1978;

Irkutsk Fire-Technical School of the Ministry of Internal Affairs of the USSR, opened in 1968;

Department of correspondence education of the Khabarovsk Higher Police School of the Ministry of Internal Affairs of the USSR, created in 1983;

Irkutsk branch of the Krasnoyarsk secondary special police school of the USSR Ministry of Internal Affairs, opened in 1989.

In 1997, the Irkutsk Higher School of the Ministry of Internal Affairs of Russia, according to Decree of the Government of the Russian Federation No. 80-r of January 24, 1998 and Order of the Ministry of Internal Affairs of Russia No. 389 of February 5, 1998, was transformed into the East Siberian Institute of the Ministry of Internal Affairs of Russia.

The Institute trains specialists in the following specialties:

Forensic examination (training period 5 years, qualification – forensic expert);

Fire safety (training period 5 years, qualification – engineer);

Law enforcement (training period 5 years, qualification – lawyer);

Jurisprudence (training period 5 years, qualification – lawyer).

The training of specialists is carried out by 7 faculties: law enforcement, fire safety, training of investigators and forensic experts, training of scientific and pedagogical personnel, additional professional education, distance learning, special (non-budgetary); 20 departments; training fire department.

There are courses for training licensed security guards and private detectives, drivers of various categories, labor protection, INTERNET education and others.

During the existence of the institute, great changes occurred in its structure, which became milestones in its history:

In 1994, advanced training courses for managers and specialists of internal affairs bodies were opened;

In 1995, on the basis of a training and consulting center in Ulan-Ude, a correspondence education department was created in the specialty “Jurisprudence”;

In 1996, a postgraduate course was opened in the specialty “Fire Safety”;

In 1997, the departments of the institute were reorganized, as a result of which their number increased to 17, and the department of technical teaching aids was separated into a separate division;

In 1998, a psychological support department was created as a structural unit; materials were prepared on the reorganization of the Ulan-Ude OZO into a branch of the institute;

In 1999, the Sunday Cadet Corps was opened;

In 2007, the departments of the institute were reorganized again, as a result, their number increased to 20, and the department of educational work was allocated as a separate unit.

Today the institute has 7 educational and laboratory buildings, 2 dormitories, a training fire department, a heat and smoke chamber, a training and sports camp (out-of-town base), a medical unit with an infirmary, canteens, etc. The educational process is provided by 40 specialized classrooms, 20 laboratories, 15 computer classes, 2 gyms, 4 shooting ranges, a library and a special library with branches.

The Institute has all the necessary conditions for the introduction and constant use of the latest technical teaching aids and technologies in the educational process. The institute has sufficient statistical and dynamic projection equipment, sound recording and reproducing equipment.

The complex of technical teaching aids includes computing and computer equipment, as well as special equipment and office equipment. A fiber-optic cable of an inter-university communication channel with Internet access is connected to the electronic switching unit, allowing you to connect any number of working PCs of departments and services of the institute.

The Institute has significant creative potential, allowing it to form and develop scientific schools and directions. Scientists of the institute participate in the creation of new fire equipment, fire extinguishing compounds and fire-retardant coatings, in the study of problems in the activities of internal affairs bodies, in the preparation of regulatory legal acts of the Irkutsk region.

The teaching staff of the institute includes 20 doctors of science, 19 professors, 95 candidates of science, 51 associate professors and 2 senior researchers.

A feature of scientific research conducted by the institute’s teachers is its close connection with practical bodies. The institute's employees are part of the scientific and practical section of the Main Internal Affairs Directorate of the Irkutsk Region. In order to improve the organization of work to identify, generalize and implement advanced domestic and foreign experience, identify current problems of operational activities that require scientific study, generate applications for scientific research, introduce scientific products into practical activities, an expert team has been created on the basis of the Irkutsk Internal Affairs Directorate commission, which includes teachers of the institute.

The institute conducts fundamental scientific research and applied research aimed at improving the activities of internal affairs bodies and the state fire service. The results of scientific research carried out at the institute are used in the educational process and in the practical activities of the Department of Internal Affairs and the State Fire Service of the Ministry of Emergency Situations of Russia.

The teaching staff of the institute has prepared monographs, textbooks and teaching aids, which have received a departmental stamp, collections of scientific papers and scientific publications.

Every year, dozens of scientific and educational publications are published on the printing base of the institute; every quarter the next issue of the scientific and practical journal “Bulletin of the All-Russian Scientific Research Institute of the Ministry of Internal Affairs of Russia” is published.

The institute is actively working to establish international cooperation. In recent years alone, more than 40 scientific conferences and theoretical seminars at the international, republican and regional levels have been organized and held. The Institute conducts joint research with the International Center for the Study of Organized Crime of the ISU Legal Initiatives Foundation and the Police Academy of Mongolia.

The Institute is a collective member of the international non-governmental police organization “Strength in Friendship” and participates in the international program “Project Harmony”. Work is underway to exchange specialists from law enforcement agencies of Russia and the United States. Thus, two delegations from the United States have already visited the institute and conducted two seminars on the problems of domestic violence. A delegation from the institute traveled to the United States to get acquainted with the experience of the American police.

The departments of the institute have created the necessary conditions for the research work of cadets and students. There are about 40 scientific circles and problem groups, the results of which are used in the educational process. Intra-university Olympiads and student conferences are held annually. The institute is the base for holding regional Olympiads in legal disciplines. Students of the institute have repeatedly become prize-winners of the All-Russian Student Legal Olympiads. According to the results of the All-Russian competition of student works in the natural, technical and human sciences, the institute took second place among the universities of the Ministry of Internal Affairs (medal and 7 diplomas).

Much attention is paid to combat, physical and special training of cadets. For sports, the institute has created a sports base, which includes two gyms, a wrestling hall, two athletic halls, a stadium, two towers for fire-applied sports, a special obstacle course for police officers, and four shooting ranges.

The institute's teams participate in competitions at various levels. The most popular are the Russian Championships among educational institutions of the Ministry of Internal Affairs of Russia, the Spartakiad among universities of Irkutsk, the Spartakiad of Dynamo teams, and traditional competitions in various sports. Our athletes are invariably leaders and take prizes in team and individual championships.

Among the employees and students of the institute, 1 Honored Master of Sports, 4 Masters of Sports of International Class, 18 Masters of Sports, 26 candidates, 54 cadets and students have the first sports category. The institute has sports sections in fire-applied sports, wrestling, sambo, judo, hand-to-hand combat, boxing, kickboxing, athletics, volleyball, football and basketball.

The Institute's boxers have achieved impressive success. Master of Sports of International Class, Major of Internal Service A.A. Akhmatgatin became the champion of the World Police Games in Australia and the winner of the Belgian Cup. Master of Sports of International Class A.M. Mishin took second place at the European Championships and participated in the 2000 Olympic Games in Sydney. The institute’s athletes, Alexey Gordeev and Andrey Derevtsov, regularly take prizes in the Russian Ministry of Internal Affairs championship in boxing, kickboxing, and hand-to-hand combat. The days when rituals take place in the central square of the city become a festive event for residents and guests of the city of Irkutsk. The institute solemnly celebrates state and professional holidays, events dedicated to the Day of Knowledge, initiation of freshmen into the profession of “policeman” and “firefighter”, the institute’s birthday and Open Doors Day. To ensure that the live connection between generations is not interrupted, these days meetings are held between cadets and employees of practical bodies, the oldest employees of the University. There are about 40 scientific circles and problem groups, the results of which are used in the educational process. Intra-university Olympiads and student conferences are held annually. The institute is the base for holding regional Olympiads in legal disciplines. Students of the institute have repeatedly become prize-winners of the All-Russian Student Legal Olympiads. According to the results of the All-Russian competition of student works in the natural, technical and human sciences, the institute took second place among the universities of the Ministry of Internal Affairs (medal and 7 diplomas).

Much attention is paid to combat, physical and special training of cadets. For sports, the institute has created a sports base, which includes two gyms, a wrestling hall, two athletic halls, a stadium, two towers for fire-applied sports, a special obstacle course for police officers, and four shooting ranges.

The institute's teams participate in competitions at various levels. The most popular are the Russian Championships among educational institutions of the Ministry of Internal Affairs of Russia, the Spartakiad among universities of Irkutsk, the Spartakiad of Dynamo teams, and traditional competitions in various sports.

The institute has sports sections in fire-applied sports, wrestling, sambo, judo, hand-to-hand combat, boxing, kickboxing, athletics, volleyball, football and basketball.

D The Institute's boxers achieved impressive successes. Master of Sports of International Class, Major of Internal Service A.A. Akhmatgatin became the champion of the World Police Games in Australia and the winner of the Belgian Cup. Master of Sports of International Class A.M. Mishin took second place at the European Championships, participated in the 2000 Olympic Games in Sydney. Institute athletes Alexey Gordeev and Andrey Derevtsov regularly take prizes in the championship of the Ministry of Internal Affairs of Russia in boxing, kickboxing, and hand-to-hand combat. For five years in a row, the institute’s boxing team has taken first place in competitions for the prize of the Minister of Internal Affairs.

Traditional sports events are held: the institute's Olympics, the track and field run Irkutsk - Baklashi, dedicated to Victory Day, the track and field run in Irkutsk, the night ski crossing Bolshoy Lug - Irkutsk, dedicated to significant dates.

The institute has developed its own traditions of taking the Oath by first-year cadets and graduating young specialists for law enforcement agencies and the state fire service. On this day, representatives of the regional and city Administration, the leadership of the regional Main Internal Affairs Directorate, the city, the Department of Internal Affairs for Transport, the Main Directorate of the Ministry of Emergency Situations of the region, veterans of internal affairs bodies and fire departments come to congratulate the cadets and graduates. A highly moral and touching element of the ritual is the farewell to the Banner of the Institute. At this moment, young specialists pay tribute and gratitude to the entire staff of the institute for the work they put into them and the knowledge they gained.

P A special event for residents and guests of the city of Irkutsk are the days when rituals take place in the central square of the city. Over the entire period, since the founding of the institute, specialists have been trained: for law enforcement agencies, more than 1.5 thousand people in full-time education and more than 2.5 thousand people in correspondence education; for the state fire service more than 5 thousand people in full-time and part-time forms of training, who joined more than 30 component bodies of the Far East and Siberia.

T The institute solemnly celebrates state and professional holidays, events dedicated to the Day of Knowledge, initiation of freshmen into the profession of “policeman” and “firefighter”, the institute’s birthday and Open Doors Day. To ensure that the live connection between generations is not interrupted, these days meetings are held between cadets and employees of practical bodies, the oldest employees of the University. All this provides invaluable assistance to the teaching staff in educating new generations of law enforcement officers and firefighters.

The university has a place to show your talents and creativity. During leisure and relaxation hours, cadets and students find interesting activities. Every year, amateur art competitions are held, and a brass band, vocal, instrumental and dance ensembles work. The KVN team is one of the strongest in Eastern Siberia. She was the champion of the Irkutsk region and vice-champion of the Baikal League, took part in the KiViN festival in Sochi. There are literary and other creative associations. The institute's cadets are indispensable participants in regional youth competitions "New Names", "Student Spring" as well as the traditional rock festival in Baikalsk.

On the initiative of the veteran organization of the institute and the Administration of Irkutsk, a Sunday cadet corps was created. Training is carried out in two areas of preparation for admission to law faculties and the fire safety faculty on weekends from September to May.
