Igor Vladislavovich, you say that “each of us deserves a better life,” what do you think “better life” means?

This is quality of life. Only it is the most important social category, which characterizes the structure of human needs and the possibility of satisfying them, that is, the quality of life of the population is the degree of satisfaction of a person’s material, spiritual and social needs. And this state is constantly necessary for a person. A person himself strives to improve the quality of his life - he gets an education, works at work, starts a family, he is not indifferent to the fate of society.

Then do you think that in the Bulunsky ulus there are problems with the quality of life of the population, since you are calling for a “better life”?

I said I was “worthy.” That is why I decided to participate in the primaries of “United Russia” for further selection as a candidate for the post of head of the ulus. We must provide a better life for every Bulun resident!

The main indicators of the quality of life of the population are considered to be population income, quality of food, comfort of housing, quality of healthcare, social services, education, culture, service sector, ecology, demographic trends and safety. Which of these indicators are close to you? Today there are some achievements, because you worked as a representative of the Head of the Republic of Sakha (Yakutia) in the region.

From the moment I was a base commander, I have always lived and live with people’s problems. I have experience as a federal manager. As a representative of the Head of the Republic of Sakha (Yakutia), I direct my efforts, first of all, to the social security of the population, and, accordingly, to the development of the Bulunsky district.

- Then you probably have enormous organizational abilities, the ability to persuade, prove, promote?

My main credo is a step-by-step guide to action. Thus, he was the first in the region to create an agricultural enterprise producing dairy products, opened a workshop for the production of “Clean Water”, and created the first motor transport enterprise for servicing highways.

In the Far North, roads play a major role in the livelihoods of the population. Voskhod LLC, created on my initiative, is today the only enterprise in the area that services the roads of the area. Special snow removal equipment was purchased and additional jobs were created.

During the emergency situation in the village of Tiksi, Tiksi-3, together with members of the Public Council, supervised and personally helped restore the water supply in the village of Tiksi.

In 2012, an agreement was terminated between the Federal State Unitary Enterprise Tiksi Airport and the structures of the Ministry of Defense of the Russian Federation, which clearly separated the rights and responsibilities of the parties regarding the maintenance of the airfield and aircraft maintenance. I addressed the President of the Republic of Sakha (Yakutia) E.A. Borisov and personally participated in the restoration of air traffic with the city of Yakutsk. Under my supervision, the construction of access roads to the cargo-passenger berth in Neelova Bay was carried out.

Thanks to the efforts of the village residents, a gym was put into operation. The heads of enterprises in the village of Tiksi elected him to head the “Road to God” foundation, since I have experience in the construction of a temple in the village of Tiksi-3 and was the organizer of the construction of a temple in Tiksi-1.

I think that all this contributes to close interaction with the Government of the Republic of Sakha (Yakutia).

Now you are the head of the Far-Nevostochny APSU branch - Tik-sinskaya RPSB. What kind of company is it, what does it do?

The rescue service carries out its assigned tasks at any time and in any weather. Our enterprise is subordinate to the Rosavitsia Ministry of Transport of the Russian Federation. Formed in 2010. This brought to the ulus, firstly, security and 17 jobs.

Yes, life in the Arctic is truly extreme. But, nevertheless, people live here - people who love their native land. How do you see the accelerated development of the Arctic territories?

First of all, traditional economic sectors should be developed: reindeer husbandry, fishing, fish processing, and production of meat products. In this regard, municipal unitary enterprises and personal subsidiary plots will be supported. Thus, we will create new jobs and preserve the traditional way of life. Transport infrastructure, energy, housing and communal services, and the social sphere also require a lot of attention. We will resolve with the Government of the Republic of Sakha (Yakutia) and deputies of the State Assembly (Il Tumen) of the Republic of Sakha (Yakutia) the issues of reducing the cost of air transportation. Let's increase the amount of construction of residential buildings in naslegs. Also, we should not forget about the environment; we must take care of the environment. We have to invest a lot of effort in order to live with dignity; for this we need to attract investment into the economy of the region.

I will begin work with the implementation of new energy-resource-saving projects, with planned decisions for the development of the Northern Sea Route with the use of the Tiksi seaport.

Residents threaten the head of the Bulunsky district of Yakutia with a referendum. The open letter to the general public has already been signed by 163 people. The signatories admitted to TaigaPost that they were afraid to leave a flourish under the appeal, since this could be followed by reprisals. But it’s even worse to live in an area that, in their opinion, is left without governance. The head, Igor Kudryashov, has been ill for a long time and practically does not show up for work. In his absence, certain “volunteers”, in particular, the wife of the head, run the affairs.

Kudryashov should resign - this is the opinion of the authors of the appeal. The text has already been sent to the government of Yakutia. How the republic’s authorities will react to such a will of the Arctic residents is still unclear.

We, residents of the Bulunsky district, appeal to the general public about dissatisfaction with the activities of the administration of the municipality "Bulunsky ulus (district)" in the person of the elected head Igor Vladislavovich Kudryashov.

As a rule, northerners are strong-willed people, open-hearted, sincerely responsive to kindness, patient, confident in the future and in their strengths, who cannot be broken by any difficulties, always ready to help anyone who needs it, hospitable, free , proud people who endlessly love their land and their loved ones. But all patience, even of a northerner, comes to an end when the top officials of the region commit atrocities, which, as it seems, have no boundaries.

Let us give just a few examples for which we cannot find any justification or explanation. Those actions that cannot occur to an adequate person to perform. A reasonable person cannot even find the right words to evaluate all this.

There is no point in going to the district administration building to see officials even in the most urgent need, because it is known that nothing good will come of it. The posts of deputy heads were taken by people who have no idea about the life and everyday life of the residents of the district, not to mention the prospects for the development of the region. At every step there are some “volunteers”, in the person of the wife of the head of the district and others, who solve some important issues, however, it is not clear whether they receive any payment for this or not. There is also a representative in Yakutsk, who supposedly represents the region at important meetings and conferences with high-ranking officials of the republic. It is known that this representative receives a salary comparable to the salary of the first deputy of the district administration. It is not clear how this is allowed.

Meanwhile, it has become a tradition to fire heads of municipal institutions and specialists of the district administration, natives of the region, whose ancestors developed the region from time immemorial, were noble reindeer herders, hunters, fishermen, were and are real workers who raised their children with dignity and gave their children a high level of education. At the same time, the experience, professionalism, and authority of those being dismissed are not taken into account in any way, and no other work is offered in return. I think they decided that the descendants of the ignorant should return to their chums. People are simply thrown out to fend for themselves, without a means of subsistence. And all this to please the whims of those who actively worked in the election headquarters during the election campaign for the election of the head of the district in 2016 of the current head Kudryashov I.V., so that they satisfy their ambitions by becoming leaders or specialists of the district administration. And this despite the fact that they do not have any experience of working with people, let alone managing them. And all this happens without any competitive selection, as was always the case before 2016.

The Bulun district, as you know, is heavily subsidized. Therefore, the funds allocated for the socio-economic development of the region are very interesting to each of us. If earlier we knew how it was planned to spend the funds received from Nizhnelenskoye OJSC at the beginning of the year from publications in the regional newspaper, and what to expect, now none of us knows how Mr. Kudryashov plans to distribute the 21 million received or being received in this year. Previously, we knew that for this money children went to various competitions, competitions, and large-scale regional events were held, mainly for children. There were significant achievements at the republic and national levels. And now, even if all this exists, it is hidden in a terrible secret. No openness and transparency, no reporting.

The loss of voter confidence in the ruling party is also important. Thus, according to the results of the elections of deputies to the district council, United Russia members retained 11 of the 21 mandates, while losing 3 of the previously held mandates. In the previous composition, the United Russia faction had 14 mandates. But the A Just Russia party strengthened its position, the Communist Party of the Russian Federation retained it, and the district council was renewed in its composition by members of the LDPR. According to the results of the elections of people's deputies Il Tumen and Il Darkhan in 2018, our Bulunsky district was among those districts that least supported United Russia. It is unlikely that this is expressed as an attitude towards the ruling party itself; most likely, this is a protest to the current head of the district. After all, everyone understood that United Russia would in any case take the forefront, but somehow it was necessary to express their dissatisfaction with the existing outrages in the area.

Given the acute shortage of qualified personnel in the region, young specialists and graduates of educational institutions who are residents of the Bulunsky district are not very willing to return to their native land. And all because there is no support for young personnel from the municipality. Even those who come and work conscientiously in the area have no guarantees. Everyone knows about the difficulties with transport accessibility, even those who do not live in the Arctic. So, in addition to all this, there was the fact that this year the aircraft crews were replaced by pilots who have no experience working in northern conditions. People who came back from vacation could not get to their homes in Borogon and Taymylyr for two months (September and October). There are even those who, without getting to Taimylyr, returned to Yakutsk, because they had to go to the session to take tests and exams. People somehow managed to get to other villages (Bykovsky, Kyusyur, Siktyakh, Khara Ulakh), some by motor boat, some by motor ship. And this all depended not only on weather conditions, the inexperience of the crews also took place. For the same reason, the reindeer herders of the municipal unitary enterprises “Borogonskoye” (all 4 herds) and “Bulunskoye” (1 herd) did not vote in the 2018 elections and did not take advantage of their legitimate constitutional right. But the gentlemen from the district administration don’t care about this.

Until this year, children of reindeer herders annually went to reindeer herds, to their parents’ places of work. So, the children of reindeer herders from. Kyusyur were unable to travel this year. For unknown reasons, the helicopter did not fly to the herd. Everyone knows that the head of Kudryashov is seriously ill, since he was not in place for six months, he only visited for raids just before the elections, then disappeared again for a long time. During this period, no issues were resolved. Mr. Bydygiev, who held the post of first deputy, turned out to be hopelessly untenable. I couldn’t even resolve the issue of holding a referendum on assigning national status to the Bulun district, because every indigenous resident is interested in this. And this is with the presence of several lawyers.

In this situation, I would like to ask Kudryashov a question.

Dear Igor Vladislavovich, shouldn’t you voluntarily resign as head of the district? You yourself understand that holding a referendum on your resignation requires a lot of funds, which are simply not available in the region. Or will you personally finance it yourself, hoping that voters will support you? Everyone knows the results of the 2016 elections. You didn’t have any confident victory then, and each of us still has questions about summing up the voting results in a single polling station, Tiksi-3. Are you really sure that you can make us all go numb, blind and deaf? It’s unlikely, Igor Vladislavovich. If you have any sense, think about it. It’s really not clear whether this is worth counting on...

It is called the sea gate of Yakutia. Bulunsky is one of the largest districts of the republic. How the distances between naslegs affect the development of the ulus, why the number of its inhabitants is declining and how the law on the “Far Eastern hectare” is implemented here - the head of the district, Igor Kudryashov, told Yakutia about this and much more.

Priorities and plans
-Igor Vladislavovich, you were born in the city of Kalinin, Tver region, studied in Tambov, how did you end up in Yakutia?
-In 1979, my family and I moved to the Bulunsky district, then I was not yet 10 years old. Here I graduated from school, and then entered the Tambov Higher Military School, mastered the profession of a pilot and returned to serve in Tiksi. He rose to become the head of the garrison, commander of the air base. I flew AN-12 aircraft for 24 years. In 2009, he headed the Tiksi search and rescue base, and from 2012 to September 2016 he was the representative of the head of the republic, Yegor Borisov, in the Bulunsky district. Now I work as the head of the ulus.
-How did you begin your activities in your new position?
-Initially, I met people, employees of the administration, I have already had the opportunity to work with most of them, and I have yet to work with some of them. I studied the main republican and federal programs in the implementation of which we participate. I got acquainted with the plan for the socio-economic development of the ulus in order to determine important guidelines and tasks for the future.
-What areas of development are most promising for the region today?
-The three main issues for us are agriculture, transport accessibility and employment of the local population. It is difficult to find a family in the area in which both husband and wife work at the same time. This problem is especially relevant in naslegs. Today we are forced to say that transport infrastructure and lack of jobs are our pain points. To correct the situation, it is necessary to create a good investment policy and additional jobs at the municipal district level, while preserving existing ones. Develop agriculture, transport accessibility, information technology. By the way, the speed and quality of the Internet in the ulus is generally a subject for a separate discussion.
Year of improvement and youth
-The outgoing year 2016 in Yakutia was declared the Year of Improvement. What work has been done in the Bulun district?
-A large number of events and promotions, including environmental ones, have been planned and implemented. Residents of the area go to cleanup days, remove dry garbage, and liquidate unauthorized dumps. We are engaged in street repairs, paying special attention to the arrangement of courtyards and street lighting. For example, large-scale work on installing lamp posts was carried out in Tiksi.
-Igor Vladislavovich, it is already known that next year in the republic will be dedicated to youth. It is said that today's young generation aspires to be white collar workers. What do Bulun youth want to be?
-We have too few jobs to be white collar. Therefore, graduates of our schools definitely choose working professions, are actively involved in fishing, and also receive licenses to search for paleontological materials, in other words, mammoth tusks and other valuable finds. Reindeer husbandry is less attractive to them. According to statistics, the average age of representatives of this type of activity in the ulus is 55 years old, can you imagine?
Many guys go to get higher education in Yakutsk and the cities of Central Russia, naturally, they try to stay there. Although there are those who return to their small homeland with great pleasure. We would like their number to grow every year.
-Nevertheless, the number of residents in the area is decreasing. What is this connected with?
-If we talk about birth and death rates, then everything is stable here. Again, it all comes down to the lack of jobs. People go to places where they can earn money in order to simply feed their families and dress warmly, which is also not cheap.
-While the law on the “Far Eastern hectare” is being implemented in the region, is there any hope that it will allow the number of residents to increase?
-At the moment, the district office of the Multifunctional Center “My Documents” has received only one application for the provision of free land. It is difficult to call this the implementation of federal law. This is understandable, we live in the Far North, so we were never afraid that our land would be taken away, and we know that few people want to live here.
-At the same time, entrepreneurship is successfully developing in the ulus...
-Yes, because the main employment of the population is in private organizations. If you imagine that entrepreneurship is a tree, then its soil is the total money supply that we have. Water for the soil - our proactive youth who develop business and help the tree grow. But when there is little soil, the tree also shrinks significantly.
Now we hope for the implementation of projects for the development of the Arctic, powerful federal programs for the development of the Northern Sea Route, the port of Tiksi.
-Bulunsky is one of the largest districts of Yakutia. How does this factor affect its development?
- In matters of ecology and tourism, it is wonderful, but as for the cost of travel and transportation of goods, everything is quite complicated here. After all, we have almost the entire landscape: mountains, tundra, forest-tundra, and even ice crossings, which in Yakutsk measure three to four kilometers, while here we have 120, moreover, in sea areas. The area is notable for its climatic conditions. Moreover, each nasleg has completely different weather conditions. In general, Bulunsky is a very interesting ulus.
-And yet the issue of transport accessibility remains the main thing for you.
-This problem today significantly hinders the development of the region. If we solve the issue of transport accessibility, imagine for a moment that delivering goods and people to the ulus will cost minimal money, then next time we are unlikely to talk to you about the problems of the ulus, since the main one will receive the status of resolved.
Unfortunately, for now we can only dream about it. In the coming years, investment projects will not be implemented in our area, there are no plans to build roads, or install fiber optics. Tourists don't come to us.
Fishing in Tiksi
-Have you tried inviting anyone?
- Certainly. The Bulun district is a unique place and simply an uncultivated region for tourism. We made an announcement offering to go fishing from Moscow to Tiksi for 10 days. The cost of the tour was estimated at 150 thousand rubles. Despite this, in just three days, 10 groups of nine people each were recruited.
It is worth saying that most of all costs are consumed by transportation costs. For example, when we write programs to send children to a sanatorium, we know that 90% of this voucher is travel expenses, and only 10% is the cost of accommodation, food, and treatment. Or in a store: you bought a product for a thousand rubles, 500 of which are delivery costs.
-Igor Vladislavovich, how is construction progressing in the region?
-If you compare it with the central uluses, then, of course, it’s weak. This year, about 680 square meters of individual housing were put into operation. In addition, as part of the nationwide program of good deeds “My Yakutia in the 21st century,” we began work on home improvement. In Nasleg Sikty, new boilers were installed, a heating and sewage system was installed. Landscaping in rural homes is now no different from urban ones. This significantly improves the standard of living of the population.
-Is the program for relocating citizens from dilapidated and dilapidated housing in the ulus being implemented?
- Not yet. Although we have houses that require demolition. The administration’s immediate plans include protecting the project for implementing the state program. The documents are currently under development.
Home industry
-How are things going with agriculture?
-Agriculture is the basis of the ulus economy. Therefore, we always pay close attention to farmers and agricultural enterprises. Indicators in horse breeding and fishing have been stable for many years. Reindeer herding enterprises also have good results, but not all. Now we are trying to defend the Bulunskoye municipal unitary enterprise; for us this is a fundamental issue. On December 15, a decision will be made on bankruptcy management of the enterprise to emerge from bankruptcy. In this regard, we are seriously helped and supported by the leadership and government of Yakutia. For which I bow to them.
However, I believe that the task of preserving enterprises is not only a matter for the authorities, but also for the residents of the ulus. They should be interested in this.
-Igor Vladislavovich, the last question we ask all the chapters. What is your ulus proud of?
-Its residents, kind and hardworking people. We have very smart, talented youth, wise pensioners, who guarded the ulus. And what nature! The real beauty of the Far North can only be seen here. Bulunsky ulus has a very interesting culture and national relationships. Nations and traditions have moved here since the Cold War. You can even write books about this with such a plot that many screenwriters will envy.
