State program for the development of education. State program of the Russian Federation "health development"

By Order of the Government of the Russian Federation No. 792-r dated May 15, 2013, the state program "Development of Education" for 2013 - 2020 was approved (as amended). This large-scale document (both in volume - 700 pages and in content) analyzes the state of Russian education at the moment; the goals, objectives, stages, expected results, and main activities of the Program are disclosed.

Goals The programs are:

  • ensuring that the quality of Russian education meets the changing demands of the population and the long-term goals of the development of Russian society and the economy;
  • increasing the effectiveness of the implementation of youth policy in the interests of innovative socially oriented development of the country.

Tasks Programs:

  1. formation of a flexible system of lifelong education, accountable to society, developing human potential, meeting the current and future needs of the socio-economic development of the Russian Federation
  2. development of infrastructure and organizational and economic mechanisms that ensure the most equal availability of services for preschool, general, and additional education for children
  3. modernization of educational programs in the systems of preschool, general and additional education of children, aimed at the comprehensive development of children and achieving modern quality of educational results and socialization results. It provides for the stimulation of high-quality work of teaching staff, the introduction of modern standards of general education, updating the content, technologies and material environment of education, including the development of information technologies;
  4. creation of a modern system for assessing the quality of education based on the principles of openness, objectivity, transparency, and public and professional participation. Implementation of the task involves the development and implementation of a national system for assessing the quality of education, monitoring studies in education, developing participation in international comparative studies of the quality of education and creating an infrastructure for developing decisions to improve the quality of education based on the results of participation, expanding the participation of employers and the public in assessing the quality of education.
  5. providing an effective system for the socialization and self-realization of youth, developing the potential of youth. The implementation of the task involves supporting the social activity of young people.
  • increasing the role of the non-state sector in the provision of preschool and additional education services for children;
  • qualitative changes in the content and methods of teaching with an emphasis on developing the interest and activity of students, the formation of a full-fledged system of specialized education based on individual curricula, advanced updating of teaching programs in mathematics, technology, foreign languages, and social sciences;
  • modernization of territorial socialization networks based on integration and cooperation of organizations of various types and departmental affiliations;
  • introduction of mechanisms to equalize the opportunities for children who find themselves in difficult life situations to receive a quality education;
  • creating an effective system for identifying and supporting young talents;
  • rejuvenation and growth of the professional level of teaching staff;
  • the formation of a demonopolized and personalized system for advanced training and retraining of teachers;
  • support for innovations and initiatives of teachers, professional communities, educational organizations and their networks;
  • introduction of a new model for organizing and financing the sector of additional education and socialization of children;
  • development of the sector of services to support early childhood development;
  • a significant increase in the scale and efficiency of using resources of non-formal (outside of organizations of additional education for children) and informal education (media sphere, Internet).

The Program will be implemented in 3 stages. At stage 1 - 2013 - 2015- the main activities of the Program will be aimed at creating conditions at all levels of education for equal access of citizens to quality educational services. This will stabilize the situation in the education system and create conditions for its sustainable development in accordance with the changing social, cultural and technological environment. Second stage of the Program - 2016 - 2018- focused on the full use of the created conditions to ensure a new quality and competitiveness of Russian education, strengthening the contribution of education to the socio-economic development of the country, as well as disseminating best practices from the leading regions to all regions of the country. The transition to an effective contract with teaching staff, the modernization of the system of teacher education and advanced training will ensure at this stage a qualitative renewal of the teaching corps. At the third stage of the Program implementation - 2019 - 2020- emphasis will be placed on the development of the sphere of lifelong education, the development of the educational environment, and the further individualization of educational programs.

The focus will be on a system of additional education services that will ensure the coverage of children and youth with positive socialization programs and support their self-realization. As a result, a network of educational organizations, federal state educational standards, a system of information openness and assessment of educational achievements will provide maximum opportunities for the selection and implementation of individual educational trajectories.

As the developers note, in terms of key indicators of the quality of educational results, Russian education will reach the level of leading developed countries, and in certain areas it will take leading positions.

Within the framework of the Program there are allocated subroutines:

  • subprogram 1 “Development of vocational education”;
  • subprogram 2 “Development of preschool, general education and
  • additional education for children";
  • subprogram 3 “Development of a system for assessing the quality of education and
  • information transparency of the education system";
  • subprogram 4 “Involving youth in social practice”;
  • subprogram 5 “Ensuring the implementation of the state program “Development of Education” for 2013 - 2020 and other activities in the field of education.”

For implementation subprogram 2 “General, preschool and additional education” More than 80% of the funding for the Education Development Program is allocated.

Target subprograms: creation in the system of preschool, general and additional education of equal opportunities for modern quality education and positive socialization of children.

Tasks Subroutines:

  • the formation of an educational network and financial and economic mechanisms that ensure equal access of the population to the services of preschool, general education and additional education for children;
  • modernization of the content of education and the educational environment to ensure the readiness of graduates of general education organizations for further training and activities in the high-tech economy;
  • updating the composition and competencies of teaching staff, creating mechanisms for motivating teachers to improve the quality of work and continuous professional development;
  • creation of a modern infrastructure of non-formal education to develop students’ social competencies, civic attitudes, and a healthy lifestyle culture.

The authors highlight the following as the expected results of the implementation of the subprogram:

  • implementation of state guarantees of universal access and free preschool and general education has been ensured;
  • counseling services will be provided to families in need of support in raising young children;
  • queues for preschool educational organizations will be eliminated;
  • all disabled children will be given the opportunity to master educational programs of general education in the form of distance, special (correctional) or inclusive education;
  • all students, regardless of place of residence, will be provided with access to modern learning conditions;
  • all high school students will have the opportunity to study in educational programs of specialized training;
  • the coverage of children in additional education programs for children will increase;
  • the gap in the quality of education between the most and least successful schools will be reduced;
  • the average salary of teaching staff in general education organizations from all sources will be at least 100 percent of the average salary in the regional economy;
  • the average salary of teaching staff of preschool educational organizations from all sources will be at least 100 percent of the average salary in the field of general education in the corresponding region;
  • all teachers will be provided with opportunities for continuous professional development;
  • in general education organizations, the proportion of young teachers who have high educational results based on the results of their studies at the university will increase;
  • the results of students in national monitoring will improve (readiness of 144 students to master programs of primary, basic, secondary general and vocational education; level of socialization of graduates of basic educational organizations);
  • the unity of the educational space of the Russian Federation will be ensured.

The development of preschool, general and additional education of children will be decisively influenced by four external trends.

  • Firstly, with the relative stability of the number of preschool children, the number of school-age children will increase.
  • Secondly, the settlement structure will continue to change: sparsely populated areas will decrease and the population of cities will increase. At the same time, the proportion of children of labor migrants will increase.
  • Thirdly, the lack of supply in the labor market will lead to greater competition for human resources, including diverting teaching staff to other areas of activity.
  • Fourthly, the socialization environment will change radically, creating both new social, cultural, technological opportunities and risks for children, families, and educational organizations.

Results for teachers

The average salary of teaching staff in general education organizations will be at least 100 percent of the average salary in the regional economy, and teaching staff in preschool educational organizations will be at least 100 percent of the average salary in general education in the region.

The attractiveness of the teaching profession and the level of qualifications of teaching staff will increase.

The teaching corps of general education will be significantly updated, and the level of teacher training will increase. During the first year of work, young specialists will receive support from more experienced teachers in the pedagogical internship mode. Their wages will be competitive in the regional labor market.

University teachers who are actively engaged in research and development, providing high quality education, will receive a salary that allows them to concentrate on one place of work and work with full dedication. The effectiveness of competitive mechanisms for filling positions of associate professors and professors will increase, which, on the one hand, will increase the requirements for applicants for these positions, and on the other hand, will force universities to compete for the best teachers, offering them attractive working conditions.

Effective self-government institutions will operate in the professional community, and opportunities for employee participation in the management of educational organizations will expand.

National research and federal universities, along with leading universities in regional professional education systems, will become a real basis for the development of a system of continuous education and advanced training of teaching staff.

Approved by order of the Government of the Russian Federation of May 15, 2013 No. 792-r. The program was developed in order to ensure the high quality of Russian education in accordance with the changing demands of the population and the long-term goals of the development of Russian society and the economy, and to increase the effectiveness of the implementation of youth policy in the interests of innovative socially oriented development of the country.


I. General characteristics of the area of ​​implementation of the Program, including the formulation of the main problems in this area and the forecast for its development

I.1. General characteristics of the scope of the Program implementation

To solve the problem of accessibility of educational services for children with disabilities, a project is being implemented to develop a home education system using distance technologies. During 2009-2011, the system covered more than 70 percent of the total number of children for whom it was indicated.

The share of educational institutions implementing inclusive education programs has increased. However, not all institutions provide children with disabilities with the necessary level of psychological, medical and social support.

II.3. Indicators (indicators) of achieving goals and solving problems, description of the main expected final results of the Program

[…]The share of educational institutions of secondary vocational education and higher education, the buildings of which are adapted for the education of persons with disabilities, will increase from 3 to 25 percent. The needs of the Russian economy for highly qualified personnel in priority areas of modernization and technological development will be fully met. […]

III. Generalized characteristics of the main activities of the Program

The Program also defines strategic directions for the development of education, for which separate main activities are highlighted:

creating conditions for training citizens with disabilities and people with disabilities (main activity 1.7 of subprogram 1, main activity 2.5 of subprogram 2) and a number of other main activities and measures.

1. Characteristics of the scope of implementation of subprogram 1 “Development of vocational education”, description of the main problems in this area and forecast of its development

Main activity 1.7 subprograms

1 Main activity 1.7 “Modernization of the infrastructure of the vocational education system” is aimed at creating modern conditions for the work of teachers and researchers, for training and living of students. This will require an increase in spending on the construction or modernization of campuses and dormitories, including due to an increase in the share of nonresident students in universities in recent years who need places in dormitories.

In the 1990s and early 2000s, funding for the material and technical base, including capital and current repairs of buildings and structures of vocational education organizations, allowing them to be maintained in proper condition, was not provided in the required amount, which ultimately led to its significant physical wear and tear. At the same time, in some cases, buildings and structures of vocational education organizations have fallen into disrepair.

As part of this main activity 1.7, capital repairs will be financed in vocational education organizations, and in general - solving the problems of dilapidation of their material base, construction of educational and laboratory buildings and other objects of scientific and educational infrastructure, including the creation of a barrier-free environment for people with disabilities in organizations vocational education, renovation and construction of dormitories, sports facilities, campuses for vocational education organizations, including the construction of 500 swimming pools for universities.

Modernization of the infrastructure of the vocational education system, aimed at creating modern conditions for the work of teachers, for training and living of students, will, among other things, be solved using mechanisms of public-private partnership and attracting private investment.

Measures to improve the material and technical base of the vocational education sector are also provided within the framework of the Federal Target Program for the Development of Education for 2011-2015.

Taking this into account, strengthening and modernizing the material and technical base and infrastructure of vocational education institutions in 2016-2020 will allow:

  • include vocational education organizations in the global Internet and local information networks, equip them with modern equipment, devices, materials;
  • support the development of the infrastructure of leading universities and supporting organizations of professional education in the constituent entities of the Russian Federation;
  • create conditions for the development of interuniversity cooperation, exchange of resources, academic mobility of students and teachers both in the Russian Federation and abroad.

In the period 2016–2020, five sets of measures will be implemented as part of main activity 1.7:

1. “Modern educational premises” (construction, reconstruction, technical re-equipment of educational buildings or educational and laboratory buildings.

2. “Modern infrastructure of educational institutions” - construction, reconstruction, technical re-equipment of infrastructure facilities, such as libraries, sports facilities and others).

3. “Creation of campuses of leading universities” - construction of campuses with relocation from existing premises, creation of multidisciplinary cluster campuses, including the development of the campus of the federal state autonomous educational institution of higher professional education “Moscow Institute of Physics and Technology (State University)”.

4. “Replenishing the shortage of places in dormitories” - (construction, reconstruction, technical re-equipment of dormitories).

5. “Increasing the efficiency of property management.”

The main factors influencing the implementation of these sets of measures will be ensuring the effective functioning of the network of vocational education organizations and ensuring the effective use of the existing property complex.

Measures to ensure the effective functioning of the network are provided for in main activity 1.5. Measures to ensure the effective use of the existing property complex will be implemented within the framework of the concept of the exercise by federal executive authorities of the powers of the owner of subordinate organizations.

Measures to ensure efficient use of property include:

  • formation of requirements for the management of property complexes of state educational organizations;
  • development and implementation by educational organizations of programs for the development and use of property complexes;
  • involvement in the process of using property not used in the main activities of state educational organizations.

When implementing main activity 1.7, special attention will be paid to the issues of increasing the efficiency of the education economy, reducing the level of utility bills through the introduction and support of mechanisms and models of economic independence of educational organizations, including in the formation and implementation of long-term programs aimed at energy saving and increasing the efficiency of use of energy resources .

Starting from 2016, as part of this main event, work will continue to develop and modernize mechanisms for economic independence in educational organizations, aimed at introducing and supporting projects in the field of energy saving and increasing energy efficiency. This work will be a continuation of the effort to disseminate modern energy saving projects in educational organizations in all constituent entities of the Russian Federation, implemented in 2011-2015 within the framework of the Federal Target Program for the Development of Education.

The development and widespread implementation of energy-saving technologies and equipment in educational organizations, measures for technical re-equipment and modernization of energy consumption systems of educational organizations will be ensured in order to increase energy security and reduce utility bills while ensuring the necessary sanitary standards for the educational process. On a regular basis the following will be provided:

  • monitoring the efficiency of energy use and supporting the implementation of energy-saving measures in educational organizations of the Russian Federation;
  • training and consulting for education workers on energy saving and energy efficiency issues;
  • introduction of advanced technologies for energy saving and increasing energy efficiency;
  • disseminating knowledge in the field of energy efficiency to the professional target audience and among all students in the education system of the Russian Federation.

The result will be a reduction in specific energy consumption in educational organizations through activities related to the introduction of energy-saving technologies in the education system.

Detailed information about investment objects is presented in the appendix to the Program.

Main activity 1.7 is aimed at achieving the indicators of subprogram 1 “The share of the number of educational organizations of secondary vocational and higher education that ensure accessibility of education and accommodation for persons with disabilities, in their total number”, “the provision of students with dormitories (the share of the number of students living in dormitories, in the total number of students in need of dormitories): state (municipal) educational organizations of secondary vocational education; state (municipal) educational organizations of higher education).

The results of the main event will be:

  • providing leading universities with modern campuses;
  • providing the opportunity to live in modern dormitories for all students of state and municipal universities who need a dormitory;
  • an increase from 3 percent to 25 percent of secondary vocational education organizations and universities whose buildings are adapted for the training and residence of persons with disabilities.

Main activity 1.7 will be implemented throughout the entire period of the Program - from 2013 to 2020.

Subprogram 2 “Development of preschool, general education and additional education for children”

Main activity 2.5 of subprogram 2 Main activity 2.5 “Implementation of models for obtaining high-quality preschool, general and additional education for children with disabilities and persons with disabilities” is aimed at ensuring the availability of quality educational services for children with disabilities and persons with disabilities.

As part of main activity 2.5, the development of a system for educating disabled children at home using e-learning and distance learning technologies will continue. The development and implementation of federal requirements for the implementation of preschool education programs, federal state educational standards for primary general, basic general and secondary (complete) general education for children with disabilities will be ensured. As part of this main event, the constituent entities of the Russian Federation will implement programs to provide high-quality preschool, general education and additional education for children with disabilities and persons with limited health capabilities, including measures to create a barrier-free learning environment, develop infrastructure and technologies for distance learning for children with disabilities, models inclusive education, psychological, medical and social support for vocational guidance for disabled children and persons with limited health capabilities.

Stimulation of these measures will be ensured through the allocation of subsidies from the federal budget in the event of a positive decision on the allocation of a single subsidy from the federal budget to the constituent entities of the Russian Federation for the development of regional educational systems. Programs from 30 constituent entities of the Russian Federation will receive support on a competitive basis.

Within the framework of the Federal Target Program for the Development of Education, an event will be implemented to develop networking between educational organizations that provide joint education for children with disabilities, training and advanced training of teaching, medical workers and support staff to support the education of children with disabilities.

At the federal and regional levels, socially-oriented non-profit organizations that implement projects working with children with disabilities and children with disabilities will receive support.

The implementation of main activity 2.5 is aimed at achieving the target indicator of subprogram 2 of the Program “the share of the number of disabled children studying in general education programs at home using distance learning technologies in the total number of disabled children for whom education is not contraindicated.”

As a result of the implementation of this main event, disabled children will be given the opportunity to master educational programs of general education in the form of distance or inclusive education.

The implementation period for main activity 2.5 is 2013–2020.

The performers of the main event are:

in terms of organization and financial support of federal measures for the implementation of models for obtaining high-quality preschool, general and additional education for children with disabilities and persons with limited health capabilities - the Ministry of Education and Science of the Russian Federation, other interested federal executive authorities and organizations;

in terms of organization and financial support of regional events for the implementation of models for obtaining high-quality preschool, general and additional education for children with disabilities and persons with limited health capabilities - executive authorities of the constituent entities of the Russian Federation;

in terms of regulatory legal support for the implementation of models for obtaining high-quality preschool, general and additional education for children with disabilities and persons with limited health capabilities and stimulating the implementation by federal subjects of the Russian Federation of state policy in the field of education - the Ministry of Education and Science of the Russian Federation. In the new edition of the state program, in particular,provided mechanisms control over the fulfillment by the subjects of the Federation of obligations related to their powers to provide financial support for the activities provided for by the state program.

In the updated stateprogram secured full reflection of indicators and unconditional implementation of instructions contained in the decrees of the President of Russia of May 7, 2012.

One of the key directions of state social policy is to increase the salaries of teaching staff, taking into account indicators of efficiency and quality of services.

As part of the implementation of the Program activities, access on the Internet information and telecommunications network will be provided to open data contained in the information systems of government bodies of the Russian Federation and constituent entities of the Russian Federation exercising management in the field of education. By transferring the service for accepting applications, registering and enrolling children in educational organizations that implement the basic educational program of preschool education into electronic form (electronic queue), by 2018 the proportion of citizens using the mechanism for receiving state and municipal services in electronic form will increase.

The program includes support for universities in the Far Eastern Federal District and the Baikal region, the North Caucasus Federal Districtwithin the framework of financial supportprograms university development, as well as subjects of the Federation of the Far Eastern Federal District and the Baikal region, the North Caucasus Federal District in terms ofproject supportmodernization of regional education systems.

Changes included in the following sections of the state program:

    list and information about target indicators and indicators of the state program, as well as information about the relationship of activities and the results of their implementation with these indicators;
