Postgraduate and doctoral students must undergo annual certification:

Every year, academic councils of higher educational institutions or councils of faculties of higher educational institutions and scientific and technical councils of scientific institutions and organizations conduct certification of doctoral students, based on the results of which a decision is made on their further stay in doctoral studies.
A doctoral student who does not fulfill the work plan for his dissertation is expelled from doctoral studies by order of the rector of a higher educational institution or the head of a scientific institution or organization.<...>
The graduate student is annually certified by the department (department, sector, laboratory). A graduate student who does not complete the individual plan within the established time frame is expelled from graduate school by order of the rector of a higher educational institution or the head of a scientific institution or organization.

In practice, certification is often carried out twice a year: a graduate student, based on an agreed upon individual work plan, fills out a certification form and, based on the results of the report, the graduate student is certified twice a year by a supervisor. Also, the young scientist reports twice a year on the implementation of the individual plan at a meeting of the university department or research institute laboratory. At the end of each year of study, changes are made to the individual work plan. Based on the results of certification, by the appropriate order of the head of the higher educational institution, the graduate student is transferred to the next year of study or expelled from graduate school.

Every year, doctoral students submit to the academic council of a higher educational institution, after a preliminary discussion at a meeting of the department or laboratory, a report on the implementation of an individual work plan, based on the results of which they are certified and a decision is made on further participation in doctoral studies. The certification results are approved by the head of the higher education institution.

Applicants work on their dissertation according to individual work plans. They report annually at a meeting of the department or laboratory and are certified by their supervisors.

Practical certification or how does it all work?

How is certification of graduate students carried out? As an example, we can cite the entry from ZheZhechka by Grigory Pruttskov (pruttskov):

Today, the academic council held certification of postgraduate students of the journalism department - all courses. Most of the young scientists were certified, and some were expelled from graduate school right during the council meeting, one might say, online. Nevertheless, despite the severity of the situation, the atmosphere at the council was very friendly. As proof of this, there are several remarks that I wrote down during the meeting.

Certification of graduate students and applicants is carried out in accordance with federal

subsequent amendments and additions), "On higher and postgraduate professional education" dated August 22, 1996 No. 125-FZ (with subsequent amendments and additions), with the Regulations on the training of scientific, pedagogical and scientific personnel in the system of postgraduate professional education in the Russian Federation (approved by order of the Ministry of Education of the Russian Federation dated March 27, 1998 No. 814) (with subsequent clarifications and additions), with the Charter of the North Caucasian State Institute of Arts (approved by the Ministry of Education and Science of the Russian Federation on May 26, 2011 No. 504).

Certification in the system of postgraduate education is one of the main forms of educational and scientific activity of the structural unit of the North Caucasian State Institute of State Studies, which carries out the training of scientific and scientific-pedagogical personnel.



Full-time and part-time graduate students and applicants for PhD degrees are subject to certification. The purpose of certification is to monitor the implementation by graduate students and applicants of the individual dissertation research plan and the processes of educational and scientific activities.

Certification is carried out in accordance with the certification schedule at the department and is approved by the Academic Council. The certification schedule is drawn up by the department, approved by the head of the unit, brought to the attention of graduate students and applicants, and submitted to the graduate department.

Interested specialists and officials sent by the first vice-rector and vice-rector for scientific work with supervisory functions may attend the certification.

The proposed Certification Regulations determine the timing and sequence of actions in the process of certification of graduate students and applicants, scientific supervisors and consultants, departments and the Academic Council of the North Caucasus State Institute of Fine Arts.

1. There are different types of certifications in the system of postgraduate education of the North Caucasus State Institute: final and semester (current).

1.1. Semester (current) certification of full-time and part-time graduate students takes place 2 times a year at the specialized department at the end of September and beginning of April. Postgraduate students submit to the supervisor a brief report on the educational and scientific work done in accordance with the individual plan.

In accordance with the schedule, certification of graduate students and candidates for the scientific degree of Candidate of Sciences takes place at a meeting of the relevant department. A graduate student or applicant prepares a report for the department report and attaches the materials listed in paragraph 2.2. The report is reviewed by the supervisor. He reports his conclusions on the implementation of the individual plan by a graduate student or applicant and his recommendations at a department meeting.

The head of the department submits the certification sheet and an extract from the department’s decision to the AC. The certification commission reviews the submitted materials in the presence of the graduate student or applicant and their supervisor, receives clarification on the issues that have arisen, and in its decision clarifies or supplements the department’s decision with recommendations to the graduate student and supervisor, or makes a decision to refuse certification, indicating the reasons. The head of the relevant department sends an extract from the commission’s decision to the Academic Council, which in turn approves the AC’s decision or submits the graduate student’s report to a council meeting.

Postgraduate students of correspondence studies and applicants for the scientific degree of Candidate of Sciences can submit a report on the work done and materials for the report to the supervisor for correspondence consideration at a department meeting within the established time frame. In this case, the certification sheet and an extract from the department’s decision are submitted to the head of the department for consideration by the AC and approval by the Academic Council.

Certification sheets, extracts from the decision of the Academic Council, copies of postgraduate students' reports are submitted to the postgraduate department before October 20 (autumn certification) - April 20 (spring certification). Postgraduate students whose study period has been extended and applicants undergo certification and submit documents no later than a week before the end of the study period.

After analyzing the certification materials, the postgraduate department prepares an order on the transfer of certified postgraduate students and applicants to the next year of study, the enrollment of full-time postgraduate students in a budgetary form of education on a scholarship, and the expulsion of students with a negative certification.

1.2. Final certification is carried out at the end of a graduate student’s or academic degree applicant’s studies based on the results of work in graduate school.

Full-time graduate students personally report at a meeting of the Academic Council on the work done for the entire period of study. The final report must contain a conclusion on the degree of readiness of the dissertation and answers to all items in paragraphs 2.3, as well as materials attached to the report. Previously, the work of a graduate student or applicant is assessed by a supervisor or consultant, who express their opinion on the degree of readiness of the dissertation and the reasons that did not allow it to be completed on time at a department meeting.

The certification sheet, an extract from the department's decision and a report with attached materials are submitted to the certification commission. After analyzing the documents, the AC makes recommendations to the Academic Council on the degree of readiness of the dissertation, on the compliance or non-compliance of the work done with the certification requirements and notes the high or low quality of the leadership of the supervisor or consultant and the department by the graduate student.

Final certification materials are submitted to the graduate school department by October 10, certification materials for graduate students whose studies have been extended and applicants are submitted no later than a week before the end of the study period.

Based on the certification sheets and decisions of the Academic Council, the postgraduate department prepares an order for the graduation of postgraduate students and applicants. The order indicates the name of the graduate, specialty, name of the supervisor/consultant, department, and the result of the graduate’s work. The last column indicates “with early defense”, “with defense”, “with presentation of the dissertation to the dissertation council”, “with discussion of the dissertation at the department”, “with the end of the study period”.

1.3. An extract from the decision of the department and the Academic Council is signed by the head of the department and the secretary of the meeting and, accordingly, the chairman of the Academic Council and the academic secretary.

Attestation sheets are signed by the head of the department, supervisor/consultant and graduate student (applicant). Postgraduate students of distance learning and applicants are informed of the certification results within five days.

2. Graduate students and applicants prepare reports for certification. The report can be in the form of a text, set out point by point, or bound documents in accordance with the list, accompanied by an annotation. The text typed on the computer is stapled and stored in a personal file.

The report must be prepared in accordance with the requirements below.

2.1. The report for the semester certification of a graduate student and a first-year applicant contains:

The topic of the dissertation research, approved by the Academic Council of the North Caucasus State Institute of Fine Arts (date, protocol number);

Abstract of the review of scientific domestic and foreign publications;

Certificate from the supervisor based on materials from teachers providing training in a foreign language, history and philosophy of science, and special disciplines. (The results of the current educational work of graduate students are recorded in the group journal and presented by teachers by December 20, February 20, April 20 to the graduate school department, from where, after analysis, the data is sent to the appropriate department to the supervisor for operational work);

Certificate from the head of the department about the completed teaching work;

Information about the scientific work performed during the reporting period.

2.2. The annual and final report of a graduate student of the first and second years of full-time study and a graduate student and applicant of the first, second and third years of study must contain the following information:

The topic and individual plan of the dissertation research, approved by the academic Council of the unit;

The degree of readiness of the dissertation, assessment of the implementation of the individual plan-schedule of the dissertation work, reasons for non-fulfillment of the schedule;

Abstract of completed sections (completed chapters in handwritten form);

Review of domestic and foreign publications on the topic of the dissertation;

Proposed new technological, technical, environmental, humanitarian, economic and other research;

List of scientific publications on the topic of the dissertation, including in publications listed by the Higher Attestation Commission;

Grants, awards for scientific achievements, patents;

Scientific internships and their results;

Information about participation in scientific conferences of various ranks;

Information on the implementation of the training plan (passed candidate exams in the history and philosophy of science, in a foreign language, mastering a block of specialization disciplines in preparation for the candidate exam in the specialty, passed the candidate exam in the specialty, teaching practice);

Other information that the graduate student or applicant considers necessary to provide.

2.3. For certification at a meeting of the Academic Council, the graduate student submits the following information in the form of a presentation and handouts:

Specialty and qualifications in university education, year of study, form of study and specialty in graduate school, practical work experience;

The topic of the dissertation research, approved by the Academic Council of the North Caucasus State Institute of Fine Arts (date, protocol number);

Report on the work performed (in the form of clause 2.2);

Certification sheet and extract from the department’s decision;

Assessment by the department of the implementation of the individual schedule and the state of readiness of the dissertation (for the second and third years of study);

Planned research (for the first and second year of study);

Proposed new technological, technical, economic, environmental and other solutions;

Proposed places for implementation of research results (organizations, enterprises, etc.);
