Work programs of academic subjects and courses are a mandatory component of the content section of the main educational program of an educational organization (EOP OO).

Work programs of academic subjects, courses and courses of extracurricular activities are developed on the basis of the requirements for the results of mastering the PLO, taking into account the main areas of the programs included in the structure of the PLO, and must ensure the achievement of the planned results of mastering the PLO.

Work programs are compiled for: compulsory subjects of the curriculum; elective, optional courses; subject clubs, associations, sections of additional education; extracurricular activities.

Continuity in the study of this subject, course in primary and secondary schools is shown, emphasis is placed in the implementation of the connection between teaching in the subject and practice and with current problems of our time.

Work programs are the main document for teachers of any educational institution for the 2019-2020 academic year, when compiling it it is necessary to take into account the new requirements of the Federal State Educational Standard and methodological recommendations developed for each subject of the variable and invariant components of the educational process.

Relatively recently, the teacher had practically no right to make any changes to the strictly established plan for studying the subject, because almost every lesson was scheduled in the recommended programs. New work programs offered to teachers in the 2019-2020 school year provide greater teacher freedom in scheduling and lesson development.

The work program is the main regulatory document regulating the content of the training course, the number of hours allocated to study the subject, the order and volume of topics, as well as the number of test papers.

In the process of reforming the education system at all levels, new standards were developed in 2015. Instead of the cumbersome 8 points, the document now contains only 3 components:

  1. Contents of the training course.
  2. Expected learning outcomes.
  3. Approximate thematic planning.

In practice, all work programs for subjects for the 2019-2020 academic year are supplemented with an explanatory note, which describes in detail the features of the course, the regulatory documents according to which the program was drawn up, recommendations for teachers and other important aspects.

It is important to know that the teacher has the right not only to use recommended programs, but also to write his own, which will allow him to implement an individual strategy for achieving the desired result.

The essence of innovations for 2019-2020

Every teacher, whether a primary school teacher or a subject teacher, has the right to choose one of the options available today:

  1. Use the recommended program, making your own adjustments to it.
  2. Take one of the existing author's programs as a basis.
  3. Work according to the author's program, adapting it to the characteristics of the educational institution.
  4. Write your own program.

Unfortunately, teachers very rarely choose the fourth option, because when drawing up a program it is necessary not only to take into account all the new requirements for work programs in the 2019-2020 academic year, but also to go through the difficult path of getting it approved.

Innovations are designed to stimulate teachers to be creative. Which will be relevant in the coming academic year, namely:

  • reducing the amount of materials required to formally approve a new program;
  • the absence of bureaucratic boundaries, which will allow the teacher to fully realize his ideas and the needs of students;
  • integration of elements of extracurricular activities into the program.

In the process of developing lessons, teachers are recommended to use the capabilities of IT technologies as widely as possible, filling lessons with audio and video materials, and multimedia presentations. Along with lectures and practical exercises, use non-standard types of work in the classroom: conferences, round tables, discussions, excursions, meetings with interesting people, etc.

Program structure in 2019-2020

The development of new programs can be carried out by a teacher individually or as part of a creative group.

When writing work programs for individual subjects, the following is used as a support base:

  • Federal State Educational Standards standards;
  • the school's core educational program and curriculum;
  • an approximate program (author’s or recommended by the Ministry of Education and Science of the Russian Federation);
  • recommended educational literature.

The program submitted for consideration must include the following structural parts:

  • Title page indicating the main details: data of the author (authors), name of the subject, name of the educational institution, etc.
  • The tasks that the teacher sets for himself and the expected results.
  • Elements of adaptation of the program for gifted and retarded students.
  • Approximate scheduling with recommendations.
  • Methods for assessing knowledge.

Integration of new programs into the educational process

If the document compiled takes into account the standards of the Federal State Educational Standard and new requirements for work programs, it will be approved for use in 2019-2020. This means that the teacher will be able to implement his individual teaching strategy, developed taking into account the specifics of the educational institution and the level of preparation of students.

Whether to develop proprietary programs or use ready-made options is a matter of choice for a specific teacher and school. Many gymnasiums and lyceums are proud that their students have the opportunity to study according to proprietary programs, which gives them certain advantages over students of regular schools. As a rule, individual educational trajectories are developed for specialized disciplines.

New bill on voluntary study of national languages ​​in Russia may be considered in the first reading at a State Duma meeting on June 19, said the head of the State Duma Committee on Education and Science Vyacheslav Nikonov at an extended meeting of the working group on this issue.

“The Committee on Education and Science is ready to consider the draft on June 15 in order to submit it for discussion in the first reading at the State Duma meeting on June 19,” TASS quotes the deputy. Nikonov also said that in addition to the bill itself, the lower house will adopt a resolution that will spell out amendments to the second reading, among them - creation of the Native Language Support Fund. In addition, after consideration in the first reading, the bill is planned to be sent to the regions so that they have the opportunity to familiarize themselves with its revised version and make their proposals.

Let us recall that this bill was introduced into the lower house in April of this year by a group of deputies from all factions. One of the reasons for its appearance was appeals from parents of schoolchildren from Tatarstan, where Russian and Tatar are the state languages ​​and are taught equally to all students, regardless of nationality.

“The bill proposes to clarify that the teaching and learning of the state languages ​​of the republics of the Russian Federation is carried out on a voluntary basis without prejudice to the teaching and learning of the state language of the Russian Federation,” the explanatory note says. It also states that the right to study the native language of the peoples of Russia is implemented within the capabilities of the education system and taking into account the needs of students and their parents.

“The proposed changes will help maintain a balance in the implementation of the constitutional right of citizens to freely choose the language of education and training, the possibility of studying the state languages ​​of the republics provided for by the legislation of the Russian Federation, and avoid ambiguous interpretation of the provisions of the legislation in law enforcement practice,” the authors of the bill believe.

Let us recall that back in the summer of 2017, Vladimir Putin said that it is unacceptable to force people to learn a language that is not their native language.

The bill proposes to clarify that the teaching of native languages ​​of national republics is carried out on the basis of written statements from parents or legal representatives of students. If the student’s native language is Russian, then he should be able to focus on its in-depth study.

This bill has caused serious debate. During the regional week, State Duma deputies discussed it with the legislative authorities of the constituent entities of the Federation and collected their proposals. A number of parliaments of national republics made comments and objections. For example, some felt that learning their native languages ​​would be optional. Although the authors of the bill obviously did not have this in mind.

It is noted that the school curriculum consists of a mandatory part and a variable part, formed by participants in educational relations. 20% of the time is allocated to the variable part in grades 1-4, 30% in grades 5-9, and 40% in high school. From the moment the curriculum is approved, all subjects included in it become mandatory for both teaching and learning. Subjects of the variable part do not have the status of electives (extracurricular). For electives, separate plans for extracurricular work are approved. According to the draft law, the languages ​​of the national republics remain in the variable part of the educational program.

Nevertheless, to take into account the comments of regional parliaments, it was decided to form a working group, which included the authors of the bill, State Duma deputies representing national republics, the leadership of the State Duma Committee on Education and Science, the head of Rosobrnadzor, and representatives of the Ministry of Education.
