The scholarship is a form of incentive for students.

The purpose of its provision is to support students in their mastery of the educational program.

However, this form of incentive is not available to everyone!

What it is?

This type of scholarship is one of the payment options available to full-time students only. In addition, social scholarships are issued only to those students who study with funds provided from the federal and/or regional and/or local budgets.

The procedure for issuing it regulated, first of all, by Federal Law No. 273-FZ “On Education in the Russian Federation” dated December 29, 2012. (hereinafter referred to as Law No. 273-FZ) paragraph 5 of Art. 36. The procedure for providing these payments in more detail was approved by the Ministry of Education and Science of the Russian Federation in Order No. 1000 dated August 28, 2013.

In this regulatory document, in particular, it is said that:

  • the amount of the scholarship is assigned by the educational institution, but taking into account the opinion of the trade union of this institution (if there is one) and the opinion expressed by the student council of the same institution;
  • in this case, the amount of the scholarship cannot be less than those established by the Government of the Russian Federation. These standards are set taking into account the current inflation level for each category of students and their level of professional education.

Payment amounts

State regulations in 2019 plan gradation of social scholarship accruals, based on the success rate of completing the training process with reference to the grounds for its accrual:

  1. Social academic scholarship– is due to all first-year students who entered the budget and continue to study successfully. For the 2018-2019 academic years, the amount will be 1,482 rubles. This value is fixed and does not require the provision of additional documents and certificates.
  2. Basic social– is due to all students, starting from the second semester of the 1st year until graduation from a higher educational institution, provided that all session exams are passed no lower than “4”. This year, such a payment is equivalent to 2,227 rubles. Unlike academic, it will need to be regularly confirmed after each semester of credit.
  3. Social– for students whose grades in all subjects are only “4” and “5”. Its value is determined by the educational institution independently, based on internal documentation and the powers of the university within the framework of regional legislative acts in this area. However, it cannot be less than the basic scholarship.
  4. Increased social- This is the privilege of excellent students. As a rule, its size is equal to the minimum subsistence level in the region where the student is studying.

Thus, academic social benefits are guaranteed to the student in any case, even if the grades are not very good. But the possibility of increasing this amount will need to be confirmed namely, worthy academic results.

Those categories of citizens who are brought up in a single-parent family, or one of the parents is a disabled person of group 1, are entitled to an increased scholarship.

At the end of each semester, academic performance is assessed, and if its result allows the scholarship to be increased without supporting certificates, this is done in automatic mode. All documents - about income, benefits - are relevant throughout the year. If a student takes an academic leave, accruals are suspended and will resume when he returns to study.

As for secondary specialized educational institutions, there have been no significant changes in the procedure for calculating scholarship payments and their amount. As before, in 2019 this amount will be 730 rubles monthly. This applies to those who are undergoing training as part of the training of mid-level specialists, qualified workers and office personnel. 2010 rubles for students in higher education institutions.

Who is eligible to receive

Clause 5 of Article 36 of Law No. 273-FZ provides a large list of those persons who are entitled to this scholarship. These persons include, in particular:

This list is closed. But in addition to this list there are also two conditions, which determine the right to receive a social scholarship and must be observed at the same time:

  • full-time training;
  • and at the budget department.

If the above-mentioned persons study in a paid department and (or) have an evening or correspondence course of study, then they do not have the right to count on a social scholarship. However, when assigning a social scholarship to students, there are some nuances.

Nuances of assigning a social scholarship

Law No. 273-FZ provides for a case when a social scholarship can be paid in excess of the established standards. This case includes needy 1st and 2nd year students who study full-time, on a budget basis and receive higher education in bachelor's and specialty programs. In this case, these persons must have grades in their academic performance of at least “good and excellent.” The social scholarship for such students is increased to 10,329 rubles (excluding the regional coefficient). And it is appointed based on the results of the interim certification.

But to receive this scholarship, you need documented prove financial position student's family.

If a student falls into pregnancy (before the child reaches the age of three), or takes an academic leave, then the payment of the social scholarship does not stop for this period. This is established in clause 16 of the Order of the Ministry of Education and Science of the Russian Federation No. 1000 dated 08.28.13.

Regarding receiving a scholarship nonresident students, then Law No. 273-FZ and other regulatory documents adopted in accordance with it do not establish a restriction on receiving a social scholarship based on the registration criterion. Therefore, the specified student receives a social scholarship on a general basis.

Design rules

First of all, a scholarship is awarded from the date when the student submitted a document to the educational institution that confirms his compliance with one of those categories of persons specified in Law No. 273-FZ in Article 36. This document is Certificate issued by local social security authorities.

To get this help required:

  • passport (or other identification document);
  • a certificate indicating the form of study, course and other similar data. This document is issued by the educational institution where the student is studying;
  • a certificate of the amount of the scholarship for the last three months. It is issued by the accounting department of the educational organization.

For nonresident students Additionally you will need:

  • a copy of the registration certificate in the hostel, or a certificate in form No. 9. This form is a document confirming the local registration of a nonresident person. They receive it at the place of registration;
  • receipts confirming payment for accommodation in the hostel. Or you need to submit a certificate issued by the passport officer at the student’s place of residence, stating that he does not live in the dormitory.

For low-income citizens Additionally you should submit:

As soon as everything is collected, the social security authority issues a certificate for receiving a social scholarship, which is transferred by the student to his educational institution. It is worth noting that very often it is necessary to submit this certificate during September so that the student can quickly receive the necessary assistance. These deadlines should be clarified with the educational institution itself.

As soon as the certificate is submitted, the scholarship is assigned. The basis for the actual payment of this income is a local administrative act issued by the head of the educational institution. The stipend is paid every month. But the validity period of the certificate confirming the right to a social scholarship is only for one year. Therefore, for the next academic year you will have to apply for it again.

It is worth noting that the scholarship can be terminated if the student is expelled or there is no basis for receiving it (i.e. a certificate from the social security authority is not presented).

All students know about the existence of a social scholarship, but do not understand that they have the right to receive it every month. Payments are received by both the student and the graduate student. Nothing depends on the student’s academic performance, unlike other scholarships. According to the law of the Russian Federation, the first to receive payments are orphans, children left without care, disabled people of 1st and 2nd degrees who fell ill due to the Chernobyl nuclear power plant accident.

Higher education institutions have the right to increase or decrease the number of candidates for social scholarships. Children from low-income families are added to the number of scholarship recipients.

If the average salary of one family member is less than the subsistence level, a student from such a family is entitled to a scholarship.

Payment amount

In higher educational institutions, the amount of the state social scholarship is 2,130 rubles, in college – 795. In 2016, the state decided on a scholarship in the amount of 2,010 rubles. make it minimal.

Decor

The list of documents is different in each city, so the student will need to contact the social security authorities at their place of residence and find out what papers are needed. You also need to ask what the cost of living is in your region.

If the total wages of family members are less than the subsistence level, feel free to collect documents and contact the institution where you are studying.

When contacting authorities, take with you:

  • passport;
  • certificate of family composition;
  • a certificate of income for each family member for 6 months;
  • a document confirming from the educational institution that you are studying there;
  • a document that states whether you are receiving other scholarships or not.

It will take a lot of time to collect the papers. Documents are collected once a year, and scholarships are paid monthly.

A certificate of family composition is issued free of charge by the housing and communal services. Each family member receives income certificates at work. Pensioners are in the pension fund, the unemployed are in the Employment Center.

Freshmen apply for the scholarship within the first month, starting from the first day of classes. The scholarship committee reviews each application received without fail.

Promotion in 2018-2019

The State Duma raised the issue of increasing the scholarship fund by 20%. Vyacheslav Nikonov believes that orphans, disabled people, and students who suffered from Chernobyl need an increase.

Types of scholarships and their sizes

State

Issued to students of budgetary institutions. It is received by students of primary, secondary and higher educational institutions. To receive, you must meet four mandatory conditions:

  1. Study on a budget basis.
  2. Study full-time.
  3. Pass the session with “excellent” and “good”.
  4. The educational institution has state accreditation.

Presidential and governmental

Issued for merit in any activity. They are received by students and graduate students, but also by people not studying at universities who have achieved high results in their profession. The amount of such scholarships is high compared to others.

Scientists and graduate students carrying out promising projects and research in science in priority areas of modernization of the Russian economy receive 20,000 rubles monthly. (Decree of the President of the Russian Federation dated February 14, 2012).

Adjutants, graduate students, students, cadets and students of educational institutions of higher professional education receive a scholarship if they have achieved outstanding success in their studies and scientific research. Cadets, students and listeners receive 2200, and adjutants and graduate students - 4500 rubles (Decree of the President of the Russian Federation of February 13, 2012).

To support talented youth and raise the prestige of some professions and specialties in secondary vocational education, the state also allocated funds for scholarships. The amount of payments for students in high-quality educational programs of secondary vocational education reaches 2000 rubles.

Undergraduate and graduate students studying on a budgetary basis, full-time in specialties that meet the priority areas of reconstruction and scientific and technical formation of the economy, receive payments from the government every month. The scholarship amount for university students will be 7,000 rubles, and for graduate students – 14,000 rubles.

Ask for social assistance

These are scholarships and payments related to the insufficient income of parents and the financial condition of the family. They are paid by the university, city, country and even charitable foundations.

State social scholarship

Some students are entitled to a social scholarship, even if they study with C grades. Social scholarships can be received by orphans, disabled people, veterans, contract workers and victims of radiation disasters. A social scholarship can also be awarded to those who receive state social assistance, for example, low-income students.

To formalize everything, you need to contact your social protection department or MFC. There they will calculate the income, assess the life circumstances of a particular student and, if required, within ten days they will issue a certificate for the university - on paper or electronically, if issued through the government services website.

If a student lives in a dormitory and receives only an academic scholarship of 1,484 rubles, he may be recognized as a “low-income person living alone.” Social workers will ask if you receive money from your parents and how much. But there is no need to confirm this with any documents.

Documents that social security authorities may request:

  1. Passport.
  2. Certificate of registration in form No. 9 or certificate of registration at the place of residence in form No. 3.
  3. Certificate from the university indicating the course, form and period of study.
  4. Certificate of ownership of property.
  5. A document confirming the right to benefits: a certificate of serving a sentence by parents, a death certificate of parents, a certificate of disability, etc.
  6. Documents confirming income.

The social scholarship is assigned for a year from the date of issue of the certificate. If the certificate was issued in May 2017, but the student brought it to the university only in September, then the social scholarship will be paid from September 2017 to May 2018 while the certificate is valid. Then the documents will have to be completed again.

The university will help you understand the rules for awarding social scholarships: they follow the laws and know who is entitled to what. But they may not specifically talk about the new rules. It’s better to go to the dean’s office and personally find out what a particular student in a difficult life situation can receive from the state.


Increased social scholarship

Sum: no less than an increase to the subsistence level.
Payouts: once a month for a year.
Innings: at the beginning of the semester.

First- and second-year specialists and bachelors can apply for an increased social scholarship if they already receive a regular social scholarship, and also if they have only one parent who is disabled in the first group. This scholarship is paid only to good and excellent students.

The size of the increased scholarship is set by the university, but it must increase the student’s income to the subsistence level per capita. This standard is set by the government. The cost of living is taken for the fourth quarter of the year before the formation of the scholarship fund. For example, in the fourth quarter of 2016, the cost of living per capita was 9,691 rubles. That is, if a St. Petersburg State University student receiving an academic and social scholarship of 1,485 and 2,228 rubles wins a competition for an increased social scholarship, it must be at least 5,978 rubles.

The exact amount of the increased scholarship is determined by the university, taking into account the educational program, course and size of the scholarship fund. At St. Petersburg State University, a competition for such a scholarship is held once a semester. It may be different at other universities, so it is better to check with the dean’s office or academic department.

Material aid

Sum: no more than 12 social scholarships.
Payouts: once a month during the semester.
Innings: announces the university.

The criteria for receiving financial assistance are much broader than for social scholarships. The university pays it from its budget once a quarter, and the minimum amount is not fixed anywhere. Payments are often based on how many students needed assistance that quarter.

You can ask the university for financial assistance if your parents are divorced, if you have children, or if you got sick and bought expensive drugs. The university will need to provide the child’s birth certificate, treatment contracts and receipts for medications.

St. Petersburg State University pays for tickets for students from other cities and countries from St. Petersburg home and back for the holidays, and St. Petersburg State Economic University “donates” money for students’ weddings.


Scholarship program "A+"

If you study without C grades, then a low-income student can apply for the “A+ Plus” scholarship from the “Creation” charity foundation. Students no older than 21 years old can participate in the competition. Advantage is given to excellent students and winners of Olympiads, competitions, and sports competitions. Achievements are taken into account over the past two years.

Documents for the “Five Plus” program:

  1. Application.
  2. Certificate of academic performance with the university seal.
  3. Copy of the passport.
  4. Documents confirming that the student is under guardianship and trusteeship, and other documents providing benefits (for members of foster families, disabled people, refugees, etc.).
  5. Certificate of income of all family members in form 2-NDFL or certificate of recognition of the family as low-income.
  6. An extract from the house register about the composition of the family, certified by the original seal.
  7. Certificates, diplomas, student award certificates for the last two years of study.
  8. Photo (any photo, not a passport photo).
  9. Motivation letter.

Play on the football team or drama club

State universities pay increased scholarships to successful students. Achievements are taken into account in five areas: studies, science, sports, social activities and creativity.

At St. Petersburg State University, achievements are assessed with points. The more areas covered, the higher the chances of receiving a scholarship. A student with a GTO badge who wins an environmental poster competition will receive more points than a student who wins five competitions in one subject. In this case, grades are only one of many criteria; it is not necessary to study with excellent marks to participate in the competition.

An increased state academic scholarship (PGAS) is about 10,000 rubles at St. Petersburg State University, from 5,000 to 30,000 rubles at HSE. In most universities, the amount of the scholarship changes every semester: it depends on the size of the fund, the number of students and their achievements. There are universities where the size is fixed. For example, at St. Petersburg State University active students are paid 8,000 rubles. PGAS is paid once a month during the semester. Documents for PGAS must be submitted at the beginning of the semester.

Community Service Scholarship

In order for the university to take into account your achievements in social activities, you need to participate in organizing university events or cover them on social networks and student newspapers. A student who helped organize KVN and covered an event in the KVN group on VKontakte will receive more competitive points than a student who organized KVN and “What? Where? When?".

For example, you can volunteer to help with a scientific conference - handing out badges to participants - and ask for a confirmation letter from the department. Other options: open a student debate or cross-stitch club, write about the Miss University competition in the student newspaper.

It is worth checking with the commission what kind of documentary evidence is needed. At St. Petersburg State University, for example, a screenshot of a list of group administrators and a link to a page on Vkontakte were accepted as confirmation.


Scholarship for creativity

Creative achievements are considered victories in competitions, public exhibitions and performances, and organization of events. If you participated in an exhibition or performed at an evening of stand-up comedians, ask for certificates from the organizers. If these are not expected, prepare the document yourself and ask the organizer to sign and seal it.

Creative competitions can be searched on the websites “All competitions”, “Enti-inform”, “Grantist” and “Theories and Practices”, on the website and on social networks of your university. Many competitions themselves offer a cash prize. For example, for the best paper bag design you can get 1,100 euros, and for an essay on Ayn Rand's novel - $2,000.


Sports Achievement Scholarship

In order for the scholarship commission to award competitive points for sports success, you must either win competitions, or participate in “socially significant sporting events,” or pass the GTO standards for a gold badge. How significant the event is will be determined by the university.

In St. Petersburg, GTO testing centers were opened in every district. In many universities, sports departments organize standards for students and staff. At St. Petersburg State University, on February 26, 2017, cross-country skiing was taken, and on May 15, shot and ran. To receive a gold TRP badge, you need to pass eight out of eleven tests. Four tests are required: a hundred-meter run, a three-kilometer run, a 16-kilogram weight pull or snatch, and a standing forward bend on a gymnastics bench.

Enhanced Scholarship points for athletic achievements cannot be received at the same time as the President's Scholarship for athletes. Members of Russian teams in Olympic, Paralympic and Deaflympic sports, as well as candidates for them and coaches, are paid 32,000 rubles per month, regardless of whether they study at a university or not.

Study well and publish scientific papers

Excellent students and young scientists can apply not only for PGAS. Such students are encouraged by many: the president, the Ministry of Education, regional authorities, and banks and charitable foundations. Some universities increase stipends for students immediately after an excellent exam. For example, at St. Petersburg State University, excellent students are paid 4,000 rubles, while good students are paid 2,000.

Please check with universities, foundations or companies for deadlines for submitting documents for all these scholarships. Universities most often collect applications in the spring.

Increased academic scholarship

To receive PGAS points for excellent academic performance, there are three options:

  • pass two sessions in a row with excellent marks;
  • receive a prize for a project or development work;
  • win a thematic competition, such as the Olympics.

Achievements are taken into account only for the past year.

Scientific achievements are considered to be a prize for research work or a grant for it, publication in a scientific journal or a patent for an invention.

How to publish an article in a scientific journal

Almost all universities hold conferences for young scientists. Scientific competitions and conferences for students can also be searched on the websites “All competitions”, “Enti-inform”, “Grantist” and “Theories and Practices”, as well as on specialized ones - “Scientific conferences of Russia”, “All sciences”, on the site Directorate of Scientific Research of St. Petersburg State Institute of Technology and in the scientific calendar "Lomonosov".

Usually, for an application you need to write the abstract of a report that is supposed to be read at the conference, sometimes you need to send the entire article. The abstracts will then be published in the conference proceedings, and this can be submitted to the scholarship committee. For your speech you can receive a prize and an invitation to publish a full article in a scientific journal or an expanded collection.

In Russia, scientific journals are certified by the Higher Attestation Commission (Higher Attestation Commission), but publication in a journal included in the RSCI (Russian Science Citation Index) or the Elibrary.ru Scientific Electronic Library may also be suitable for a scholarship. Each journal has its own conditions for publication. For example, according to the rules for publication in the monthly magazine “Young Scientist” you need to pay 210 rubles for the first page and 168 rubles for the next. The article will be reviewed by the journal's editorial board within 3-5 days, it will be published in the next issue, and a certificate of publication will be sent immediately after payment.

For the competition, prepare the same diplomas, certificates and publications. The selection process is not as strict as for state scholarships for scientists, so performance at a conference can be considered as an achievement, not just victory.

Also prepare a resume and a motivation letter template. "BP" and "Ak Bars" invite students to interviews. Google asks for a letter of recommendation from a teacher, supervisor, or instructor.

Win the business game

Business games are an option for the charismatic and brave. The judges will look at leadership skills, teamwork and creativity. There are many such student competitions, but not all provide real scholarships. For example, the “Troika Dialogue Scholarship Program” is only called a scholarship: students are paid for transportation to Skolkovo and accommodation there, and finalists are invited to internships at partner companies of the program.

Potanin Foundation Scholarship Program

Sum: 15,000 rubles.
Payouts: once a month from February until the end of training.
Innings: in the fall.

The Potanin Foundation pays scholarships to full-time master's students. They don’t look at grades: I graduated from the specialty with C’s, but that didn’t stop me from winning.

The competition has two selection stages. In absentia, you need to fill out a form with personal data, the topic of your master's thesis, work and volunteer experience. You will have to prepare three essays: a popular science essay on the topic of your dissertation, a motivation letter, and an essay about five memorable and significant events in your life.


Documents for the Potanin Foundation scholarship:

  1. Copy of higher education diploma (bachelor, specialist).
  2. Recommendation from a supervisor (director of the master's program, head of the department).

The second round is a business game. From morning to evening - tests for teamwork, leadership qualities, creativity. Every year there are new competitions. I took part in the competition in 2015. In one competition, you had to write five associations to the word “blue”; in another, you had to distribute the budget of a charitable foundation together with a group of students.

The most difficult task was multitasking. It was necessary to lead the company and distribute vacations, hold meetings, and calculate profits during the working day. The sheet with the profit calculation was stuck to my folder. I noticed this when the 40 minutes for the task were up. I had to quickly “delegate” the task to one of the “employees”.


The ability to negotiate with people was tested using the role-playing game “Barriers.” Two students had to coordinate their project in three instances. The “barriers” were other students. For example, children's excursions to the Peter and Paul Fortress had to be approved by the head of the excursions department, the PR specialist and the director of the museum. The authors of the project had to understand why their project “does not allow” the barrier and offer a compromise.
