In accordance with the letter from the director of the department of state policy in the field of training workers and additional vocational education “On the organization of the All-Russian Olympiad in 2018” dated December 28, 2017 No. 06-2068, the schedule for the All-Russian Olympiad of professional skills of students in secondary vocational education specialties dated February 27, 2018 of the year, the venue for the final stage of the All-Russian Olympiad of professional excellence of students in the specialties of secondary vocational education in UGS 44.00.00 Education and Pedagogical Sciences has been determined - Yaroslavl region, the city of Rybinsk, GPOAU YAO Rybinsk Vocational Pedagogical College, dates May 15–17, 2018.

The final stage of the All-Russian Olympiad will be held in two specialties: 02/44/01 Preschool Education and 02/44/02 Teaching in Primary Schools.

We invite you to take part in the final stage of the All-Russian Olympiad of students of educational organizations who are citizens of the Russian Federation, studying in the specialties of secondary vocational education, included in the list of the All-Russian Olympiad UGS Education and Pedagogical Sciences 02/44/01 Preschool education, 02/44/02 Teaching in primary grades, which are the winners of the regional stages All-Russian Olympiad, sent for participation by government authorities of the constituent entities of the Russian Federation.

Applications for participation in the final stage of the All-Russian Olympiad are accepted until May 2, 2018. Please send applications completed in accordance with the requirements of the Regulations of the All-Russian Olympiad, together with an application to the application and an agreement signed by the Customer (scanned copy), to the following email address: [email protected] or by fax: (4855) 280–240 with the note “All-Russian Olympiad, for E.A. Belyaeva.” Participants of the All-Russian Olympiad provide the original applications to the organizer of the stage upon registration on the first day of the Olympiad.

After submitting an application and concluding an agreement to participate in the final stage of the All-Russian Olympiad, an organizational fee in the amount of 15,000 rubles per participant is paid. Payment must be made no later than May 10, 2018.

GPOAU YAO Rybinsk Vocational Pedagogical College, which is the organizer of the final stage of the All-Russian Olympiad, ensures the safety of the events: protection of public order, duty of medical personnel, fire and other necessary services. Food, cultural program, medical and transport services for participants of the All-Russian Olympiad during the final stage are provided by the Rybinsk Vocational Pedagogical College, at the expense of organizational fees transferred to educational organizations whose students are participants in the All-Russian Olympiad, and other sources, and their accompanying persons - at the expense of travel funds.

I. General provisions

1. This regulation on the federal educational and methodological association in the higher education system for enlarged groups of specialties and areas of training 44.00.00 Education and pedagogical sciences determines the procedure for carrying out the activities of the federal educational and methodological association in the higher education system for enlarged groups of specialties and areas of training 44.00. 00 Education and pedagogical sciences (hereinafter referred to as the Federal Educational Institution, enlarged groups).

2. The Federal Educational Institution was created by order of the Ministry of Education and Science of the Russian Federation dated September 8, 2015 N 987 “On the creation of federal educational and methodological associations in the higher education system” as amended by order of the Ministry of Education and Science of the Russian Federation dated June 27, 2016. N 752, for the purpose of the participation of pedagogical, scientific workers, representatives of employers in the development of federal state educational standards of higher education in specialties and areas of training within enlarged groups (hereinafter referred to as federal state educational standards), exemplary educational programs of higher education in specialties and areas of training, included in enlarged groups (hereinafter referred to as sample programs), coordinating the actions of organizations carrying out educational activities in educational programs of higher education in specialties and areas of training included in enlarged groups (hereinafter referred to as educational programs), in ensuring the quality and development of the content of higher education in specialties and areas of training included in enlarged groups.

3. In its activities, the federal UMO is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation, regulatory legal acts of the Ministry of Education and Science of the Russian Federation and these regulations.

II. Organization of the activities of the federal UMO and its management

4. The management of the activities of the federal UMO is carried out by the chairman of the federal UMO.

The chairman of the federal educational institution is determined by order of the Ministry of Education and Science of the Russian Federation dated October 27, 2015 N 1220 “On the chairmen of federal educational and methodological associations in the higher education system” as amended by order of the Ministry of Education and Science of the Russian Federation dated June 27, 2016 N 752.

5. The composition of the Federal Educational Institution on a voluntary basis includes teaching staff, researchers and other employees of organizations carrying out educational activities and other organizations operating in the education system, including representatives of employers.

6. If necessary, the Federal UMO creates scientific, methodological, expert and other councils, sections, working groups, departments:

by level of higher education;

by areas (profiles) of educational programs;

in specialties and areas of training included in enlarged groups;

to ensure the activities of the federal UMO in certain constituent entities of the Russian Federation.

The Federal Educational Institution creates a specialized council for educational programs that contain information constituting state secrets or official information of limited distribution, if enlarged groups of specialties and areas of training contain specialties or areas of training of higher education, implemented under educational programs of higher education containing information constituting state secrets or official information of limited distribution.

To resolve current organizational issues, the federal UMO can create a presidium, secretariat or bureau, the procedure for the formation and powers of which are determined by the federal UMO independently.

7. The chairman of the federal UMO forms and approves its composition, exercises general management of the activities of the federal UMO and represents it on issues related to the scope of activity of the federal UMO.

The chairman of the federal UMO may have a deputy (deputies).

The chairman of the federal UMO, if necessary, can contact organizations regarding issues of ensuring the activities of the federal UMO.

8. In cases of voluntary resignation of the chairman of the federal educational institution, the inability to exercise the powers of the chairman of the federal educational institution due to incapacity, as well as loss of confidence in the chairman of the federal educational institution as established by the Model Regulations on educational and methodological associations in the higher education system, approved by order of the Ministry of Education and Science Russian Federation dated May 18, 2015 N 505 (registered by the Ministry of Justice of the Russian Federation on June 9, 2015, registration N 37604), as amended by order of the Ministry of Education and Science of the Russian Federation dated May 17, 2016 N 578 (registered by the Ministry of Justice Russian Federation May 31, 2016, registration N 42361), the order is determined instead of the previous one, a new chairman of the federal UMO.

9. The Federal UMO makes decisions at its meetings, which are held at least once every six months. A meeting of the federal UMO is valid if more than half of its members participate in its work. Decisions are made by a simple majority of votes of the members of the federal UMO participating in the meeting.

10. Invited representatives of government bodies, legal entities and individuals, as well as foreign legal entities and foreign citizens can take part in the work of the federal UMO.

III. Main activities and rights of the federal UMO

11. The Federal Educational Institution holds conferences, seminars, meetings and other events on improving the higher education system, participates in the organization and conduct of Olympiads and other competitive events.

12. The main areas of activity of the federal UMO are:

preparation of proposals to the Ministry of Education and Science of the Russian Federation on draft federal state educational standards;

participation in the development of draft federal state educational standards;

organizing work to update federal state educational standards taking into account the provisions of the relevant professional standards;

providing methodological support for the implementation of federal state educational standards;

preparation of proposals for optimizing the list of specialties and areas of training included in the enlarged groups;

organizing the development and examination of draft sample programs;

providing scientific, methodological and educational support for the development and implementation of educational programs;

monitoring the implementation of federal state educational standards based on the results of state accreditation of educational activities, state control (supervision) in the field of education;

participation in the development and (or) examination of a fund of assessment tools for intermediate certification of students and for final (state final) certification;

participation in the examination of the content and funds of evaluation tools of open online courses and the formation of recommendations for their use in the implementation of educational programs;

participation in independent assessment of the quality of education, public and professional-public accreditation;

participation in the development of advanced training and professional retraining programs;

participation in the development of professional standards.

The Federal UMO may carry out activities in other areas in accordance with the purposes of its creation.

13. The Federal UMO has the right, in accordance with the legislation of the Russian Federation:

disseminate information about your activities;

make proposals to government bodies on issues of state policy and legal regulation in the field of education, content of education, personnel, educational, methodological and logistical support of educational activities;

participate in the development of decisions of government bodies on the functioning of the higher education system;

participate in the preparation of draft regulatory legal acts and other documents on higher education issues;

provide information, consulting and expert services in the field of their activities.

14. The Federal Educational Institution sends annually, no later than March 1, a report on its activities for the previous calendar year to the Ministry of Education and Science of the Russian Federation and the coordinating council for the field of education "Education and Pedagogical Sciences", and also sends other information about its activities upon request the specified coordination council or the Ministry of Education and Science of the Russian Federation.

The future of the industry

Pedagogy works for the future. Its main task is to form a person who will build this future, actively live and work in it. The economy of any state is constantly being transformed following the achievements of scientific and technological progress, and young people must leave school ready to master and improve the new technological world.

A modern teacher is a sum of specializations. He must be a good subject specialist, a psychologist, and a social worker. It is impossible to imagine our daily life without computer technology, so the teacher of the future must be competent in this area.

The most likely future of pedagogy is the widespread introduction of a heuristic pedagogical system, the basis of which is the education of a creative and constructive personality. The pedagogy of the future will be aimed at preparing generalists who know and can do almost everything (design, calculate, draw, create a layout in a computer program, calculate the cost, defend the project, take part in execution, that is, bring the idea to a result). The teacher must possess all these competencies himself and be able to pass them on to his students.

The theoretical part of training will increasingly be devoted to independent development. A home computer is as part of education and the ability to self-monitor acquired knowledge.

The educational function is returned to the teacher. Pedagogy will again unite two hypostases - teaching and educating. Along with technological progress, not only the quality of life of people changes, but also relationships in family and society.
