Scholarship payments are familiar to all students in the country without exception - every student of a higher or secondary educational institution received it at least during the first semester while he was an applicant. But in addition to the academic scholarship paid to students who receive “excellent” and “good” grades, there is also a social scholarship, which is a kind of social assistance measure for students in need of financial resources. The procedure for its payment has changed since January 1, 2017 - let’s figure out how to apply for a social scholarship in 2019.

What is a social scholarship?

A social scholarship is a student payment provided to full-time students under a budget program financed from the state treasury that meets the requirements of applicants for this scholarship.

The social scholarship is intended to alleviate the difficult financial situation of low-income university students and is paid in a fixed amount every month for one year, without affecting the student’s right to receive other types of scholarships - academic, gubernatorial, presidential, and so on.

Who is eligible to receive a social scholarship?

A special university commission is responsible for compiling lists of applicants for social scholarships. The decision to award a payment or to refuse a scholarship is based on the degree of social vulnerability of the student.

The main conditions for providing a social scholarship are:

  • completing a full-time educational program;
  • admission to an educational institution in a free department financed from the country’s budget;
  • receiving any type of social assistance from the state.

The list of persons entitled to receive a social scholarship includes:

  • orphans;
  • children without parental care;
  • students who lost their only parent or both parents during their studies;
  • children who were assigned a disability group after birth;
  • disabled people of groups I and II;
  • disabled people who received a disabled group after participating in hostilities or liquidating the consequences of the Chernobyl accident;
  • students from low-income families.

Features of assigning a social scholarship

The list of students who have the right to apply for social benefits from the university is closed, however, the assignment of a social scholarship has its own characteristics, according to which this financial assistance can be awarded in excess of the established norm.

Thus, full-time 1st and 2nd year students whose education is financed from the budget and who are going to receive a bachelor’s or specialist’s degree can apply for payment. Such students, subject to passing exams with “4” and “5”, will receive an increased social scholarship in the amount of 6,307 rubles (or more if a regional increasing coefficient is in effect in the given region).

A scholarship awarded under such conditions can be awarded based on the results of an interim assessment and only if there is documentary evidence of the student’s difficult financial situation. The possibility of receiving funds does not depend on the student’s place of registration - both city residents and nonresident students apply for scholarships on equal terms.

Another advantage of this type of payment is that it is accrued not only directly during the period of study (as in the case of an academic scholarship), but also while the student is on academic leave, on maternity leave for a child under 3 years old, or on sick leave due to pregnancy and childbirth.

Social scholarship amount in 2019

The amount of the social scholarship is approved by the management of the educational institution after agreeing on its size with the trade union organization and the student council of the university.

The amount of social benefits within the university cannot be lower than the amount approved by the Government of the country for the current year, taking into account the current level of inflation, the level of professional education and the category of students when making a decision. The university has the right to increase the amount of payments at its discretion, but at its own expense - the funds should not be allocated from money allocated from the country’s budget.

The minimum amount of the scholarship payment can also be increased by a regional coefficient, taking into account the educational process in one of the educational institutions of the Far North or equivalent territories (for example, a scholarship at Altai universities will be increased by a coefficient of 1.4).

How to apply for a social scholarship in 2019

In order to receive a social scholarship, you need to contact the social protection authorities with a request to provide a list of required documents and a certificate of eligibility for payment of a social scholarship.

Next, you need to go to the dean’s office to see the university administration, taking with you your student ID and the required set of documents, including a certificate from the SZN authorities. How are social scholarships calculated and paid?

When the university administration receives from a student an application for a scholarship and a certificate from the SZN authorities, the commission examines the provided papers for authenticity and registers the application. The rector draws up a local act (Order) on the appointment of monthly payments. The order is transmitted to the accounting department of the university.

The scholarship accrual period is 1 year, after which you will have to obtain a certificate again and submit a new application if there are legal grounds to continue receiving the payment.

If a student is expelled or voluntarily leaves the educational institution, or if the student is subject to systematic violation of discipline, the scholarship will be canceled and payments will cease.

According to Article 7 of the Federal Law of July 17, 1999 No. 178-FZ “On State Social Assistance”, recipients of state social assistance can be low-income families, low-income citizens living alone and other categories of citizens who, for reasons beyond their control, have an average per capita income below the subsistence level the minimum established in the relevant constituent entity of the Russian Federation. A social scholarship is a separate type of assistance to certain groups of students. This assistance is provided by the state, that is, on a budgetary basis. To process payments, you need to collect a basic package of documents. First of all, this is a passport. You will need to provide the original and a photocopy of this document. The second document is a certificate issued by the dean’s office of the university. It will be considered confirmation that the applicant is a student. Such assistance can only cease if an order is issued to expel the student from the institute. Payments may also be suspended. This can happen if the student has debts on exams and tests. As soon as he eliminates all debts, payments are resumed, taking into account the period until they were paid. That is, the student is refunded for the period of inactivity.

Social scholarship and how to apply for it correctly

State social scholarship is a monthly cash payment to provide targeted assistance to undergraduate and graduate students. Since money for this type of subsidy is allocated from the federal budget, only undergraduate and graduate students studying on a budgetary basis can count on receiving it.

1. Disabled people of groups I and II.
2. Orphans and children deprived of parental care (until they reach 23 years of age).
3. Disabled people and combat veterans.
4. Persons affected by radiation disasters.
5. Persons whose family income is below the subsistence level.

Payment of a social scholarship can only be terminated on the basis of an order to expel the student from the university.

To appoint a SHG, the applicant submits to the social protection body an application on behalf of the family, containing written consent to receive SHG of all adult family members, written consent to the processing of personal data of family members, and identification documents of family members.

When calculating the average per capita income, the composition of a low-income family includes persons related by kinship and (or) affinity. These include spouses living together and running a joint household, their children and parents, adoptive parents and adopted children, brothers and sisters, stepsons and stepdaughters.

For example, you can volunteer to help with a scientific conference - handing out badges to participants - and ask for a confirmation letter from the department. Other options: open a student debate or cross-stitch club, write about the Miss University competition in the student newspaper.

Scholarship for creativity

Creative achievements are considered victories in competitions, public exhibitions and performances, and organization of events. If you participated in an exhibition or performed at an evening of stand-up comedians, ask for certificates from the organizers. If these are not expected, prepare the document yourself and ask the organizer to sign and seal it.

Creative competitions can be searched on the websites “All competitions”, “Enti-inform”, “Grantist” and “Theories and Practices”, on the website and on social networks of your university. In St. Petersburg, GTO testing centers were opened in every district. In many universities, sports departments organize standards for students and staff. Enhanced Scholarship points for athletic achievements cannot be received at the same time as the President's Scholarship for athletes. Study well and publish scientific papers

Excellent students and young scientists can apply not only for PGAS. Such students are encouraged by many: the president, the Ministry of Education, regional authorities, and banks and charitable foundations. Some universities increase stipends for students immediately after an excellent exam. For example, at St. Petersburg State University, excellent students are paid 4,000 rubles, while good students are paid 2,000.

Increased academic scholarship

To receive PGAS points for excellent academic performance, there are three options:

  • pass two sessions in a row with excellent marks;
  • receive a prize for a project or development work;
  • win a thematic competition, such as the Olympics.

Achievements are taken into account only for the past year.

Scientific achievements are considered to be a prize for research work or a grant for it, publication in a scientific journal or a patent for an invention.

How to publish an article in a scientific journal

Almost all universities hold conferences for young scientists. Scientific competitions and conferences for students can also be searched on the websites “All competitions”, “Enti-inform”, “Grantist” and “Theories and Practices”, as well as on specialized ones - “Scientific conferences of Russia”, “All sciences”, on the site Directorate of Scientific Research of St. Petersburg State Institute of Technology and in the scientific calendar "Lomonosov".

Usually, for an application you need to write the abstract of a report that is supposed to be read at the conference, sometimes you need to send the entire article. The abstracts will then be published in the conference proceedings, and this can be submitted to the scholarship committee. For your speech you can receive a prize and an invitation to publish a full article in a scientific journal or an expanded collection.

As a result, they promised that the groups would be small - five or six children - and always with a teacher. I let them through to the next barrier.

At lunch, the thought of being constantly being evaluated did not allow me to sit quietly with my tray. What if this is a test, and they watch me and decide that I don’t get along well with people if I sit at an empty table?

The last test is the traditional game “What? Where? When?". My team didn't score many points, but I still got a scholarship. I always volunteered to present the results of teamwork, even if it was an ugly poster that made me ashamed.
