How much is (size)

Resolution No. 899 established the minimum amounts of social scholarships for students. Differentiation is carried out depending on the direction of the specialty received by a person.

Students of colleges (institutions of secondary specialized education) can make small payments - 730 rubles, on a certain date each month. For university students, this amount is slightly higher and amounts to 2,010 rubles.

Also, some educational institutions have their own non-state funds, but the scholarship is awarded for certain merits in education and is not social, that is, available to everyone who needs it.

  1. Children who were officially recognized as orphans and have not reached the age of 23, and have not graduated from college or institute.
  2. Children left without parental care for one reason or another.
  3. Citizens who, while studying at an educational institution, lost one or both parents.
  4. Children with disabilities, in particular those who have groups 1 and 2.
  5. Citizens injured during military service.
  6. Persons who, for a period of more than 3 years, were in military service in the National Guard or the Ministry of Internal Affairs, the Armed Forces of the Russian Federation.
  7. Persons officially recognized as poor.

Registration procedure for students

Students wonder what certificates need to be prepared, what is the procedure for processing documents. Often, the question of receiving a scholarship worries girls who became pregnant during their studies.

Please note that during pregnancy, as well as during the period before and after childbirth, payments are suspended.

In excess of the established norm, according to Federal Law No. 273, a scholarship may be awarded to students who are studying in the 1st or 2nd year and need financial assistance. At the same time, they must receive education under a bachelor's or specialist's program.

For the poor

Students whose families, or themselves, have been recognized by social protection authorities as low-income, have a priority right to receive financial assistance from the state during the period of study.

Who is entitled to a social scholarship?

Not all students are entitled to a social scholarship. To receive it you must meet the following criteria:

  • study full-time;
  • be on budget training;
  • have no academic debt.

In addition, the scholarship is provided only to certain categories of citizens.

  1. Orphans. These include students who have not had parents (due to the death of the latter) since birth or who have lost them before the age of 18.

  3. Disabled people of the first and second groups. The presence of disability must be documented by a medical certificate.
  4. Low-income citizens. The student’s family income (or his own) does not exceed the subsistence level established in the region.
  5. Students who suffered radiation exposure as a result of the accident at the Chernobyl nuclear power plant and other radioactive disasters.
  6. Students who have served under a contract for three or more years in the armed forces of the Russian Federation, the Ministry of Internal Affairs and other military structures.

Additional help from the university

Some universities provide assistance to state employees who find themselves in difficult living conditions or suffering from an incurable disease. In these cases, the administration of the educational institution can independently establish the types of scholarships available to needy students. This is not a government measure; it is an initiative of the university itself.

As a rule, financial support is provided:

  • low-income students;
  • student families with small children;
  • disabled people and other categories of citizens.

The assistance provided is always realized only in the form of cash payments - it can take the following forms:

  • free food in the canteen;
  • scholarship supplement;
  • preferential living conditions in a hostel;
  • survivor benefits;
  • one-time financial assistance for food, clothing and other necessary things;
  • provision of materials for training (notebooks, textbooks, stationery);
  • others at the discretion of the university.

Peculiarities

Social scholarships differ from regular (academic) scholarships and have their own characteristics.

  1. Providing payments for a period of one calendar year. Social benefits are assigned only for a full 12 months. After this time expires, you must re-apply to extend payments. If this is not done, the scholarship will no longer be awarded.
  2. Year-round coverage. These types of social assistance are continuously valid for a whole year. During the holiday period, the stipend continues to be paid. The same applies to maternity and academic leaves.
  3. Academic performance. Grades do not affect the receipt of this type of payment. Even if a student has unsatisfactory grades in his attestation book, this is not a reason to cancel the social scholarship.


Along with this, there are reasons on the basis of which payments are terminated.

  1. Change or cancellation of the basis that previously gave the right to receive a social scholarship. For example, for low-income students this is an increase in family income (above average). In this case, it is imperative to provide up-to-date information to the university, otherwise the payments received will be considered illegal.
  2. Repeated course. If the student leaves for a second year of study, the payment of the scholarship stops.
  3. Debts. Many people are interested in the question of whether the concept of “suspension of social scholarships” exists. Yes, if there are academic debts and an open session, payments will not be accrued. But if the student eliminates this reason, they will be renewed.
  4. Deduction. One of the significant reasons for canceling social assistance is the expulsion of a student from an educational institution. It does not matter whether he was expelled for poor academic performance or left the university of his own free will. But upon reinstatement, the student has the right to re-assignment of the scholarship.

These are the main reasons on which the accrual of a social scholarship may be terminated. Its cancellation can also occur on the student’s personal initiative, but this exception is rare.

Size

The amount of social assistance is small. It is not enough to meet basic living needs for one month. The payments are only minor financial assistance.

The university sets the scholarship amount independently, but it cannot be less than the minimum established by law.

How to get a?

In order to receive a social scholarship, you need to perform a series of sequential actions. They involve collecting the necessary package of documents and submitting it to the government agency.

The procedure is as follows.

  1. Prepare the necessary documents.
  2. Contact the social security authority or MFC at your place of registration or residence. The procedure for issuing them is the same.
  3. To write an application. The staff will provide a sample.

Once the application is accepted, the student will be entered into a database and the information provided will be verified. Based on this, a certificate will be issued stating that the student has the right to receive a social scholarship. The document production period is no more than 14 days. What it is?

This type of scholarship is one of the payment options available to full-time students only. In addition, social scholarships are issued only to those students who study with funds provided from the federal and/or regional and/or local budgets.

The procedure for issuing it regulated, first of all, by Federal Law No. 273-FZ “On Education in the Russian Federation” dated December 29, 2012. (hereinafter referred to as Law No. 273-FZ) paragraph 5 of Art. 36. The procedure for providing these payments in more detail was approved by the Ministry of Education and Science of the Russian Federation in Order No. 1000 dated August 28, 2013.

In this regulatory document, in particular, it is said that:

  • the amount of the scholarship is assigned by the educational institution, but taking into account the opinion of the trade union of this institution (if there is one) and the opinion expressed by the student council of the same institution;
  • in this case, the amount of the scholarship cannot be less than those established by the Government of the Russian Federation. These standards are set taking into account the current inflation level for each category of students and their level of professional education.

Payment amounts

State regulations in 2019 plan gradation of social scholarship accruals, based on the success rate of completing the training process with reference to the grounds for its accrual:

  1. Social academic scholarship– is due to all first-year students who entered the budget and continue to study successfully. For the 2018-2019 academic years, the amount will be 1,482 rubles. This value is fixed and does not require the provision of additional documents and certificates.

  3. Social– for students whose grades in all subjects are only “4” and “5”. Its value is determined by the educational institution independently, based on internal documentation and the powers of the university within the framework of regional legislative acts in this area. However, it cannot be less than the basic scholarship.
  4. Increased social- This is the privilege of excellent students. As a rule, its size is equal to the minimum subsistence level in the region where the student is studying.

Thus, academic social benefits are guaranteed to the student in any case, even if the grades are not very good. But the possibility of increasing this amount will need to be confirmed namely, worthy academic results.

Those categories of citizens who are brought up in a single-parent family, or one of the parents is a disabled person of group 1, are entitled to an increased scholarship.

At the end of each semester, academic performance is assessed, and if its result allows the scholarship to be increased without supporting certificates, this is done in automatic mode. All documents - about income, benefits - are relevant throughout the year. If a student takes an academic leave, accruals are suspended and will resume when he returns to study.

As for secondary specialized educational institutions, there have been no significant changes in the procedure for calculating scholarship payments and their amount. As before, in 2019 this amount will be 730 rubles monthly. This applies to those who are undergoing training as part of the training of mid-level specialists, qualified workers and office personnel. 2010 rubles for students in higher education institutions.

Who is eligible to receive

Clause 5 of Article 36 of Law No. 273-FZ provides a large list of those persons who are entitled to this scholarship. These persons include, in particular:

This list is closed. But in addition to this list there are also two conditions, which determine the right to receive a social scholarship and must be observed at the same time:

  • full-time training;
  • and at the budget department.

If the above-mentioned persons study in a paid department and (or) have an evening or correspondence course of study, then they do not have the right to count on a social scholarship. However, when assigning a social scholarship to students, there are some nuances.

Nuances of assigning a social scholarship

Law No. 273-FZ provides for a case when a social scholarship can be paid in excess of the established standards. This case includes needy 1st and 2nd year students who study full-time, on a budget basis and receive higher education in bachelor's and specialty programs. In this case, these persons must have grades in their academic performance of at least “good and excellent”. The social scholarship for such students is increased to 10,329 rubles (excluding the regional coefficient). And it is appointed based on the results of the interim certification.

But to receive this scholarship, you need documented prove financial position student's family.

If a student falls into pregnancy (before the child reaches the age of three), or takes an academic leave, then the payment of the social scholarship does not stop for this period. This is established in clause 16 of the Order of the Ministry of Education and Science of the Russian Federation No. 1000 dated 08.28.13.

Regarding receiving a scholarship nonresident students, then Law No. 273-FZ and other regulatory documents adopted in accordance with it do not establish a restriction on receiving a social scholarship based on the registration criterion. Therefore, the specified student receives a social scholarship on a general basis.

Design rules

First of all, a scholarship is awarded from the date when the student submitted a document to the educational institution that confirms his compliance with one of those categories of persons specified in Law No. 273-FZ in Article 36.   • passport (or other identification document);
  • a certificate indicating the form of study, course and other similar data. This document is issued by the educational institution where the student is studying;
  • a certificate of the amount of the scholarship for the last three months. It is issued by the accounting department of the educational organization.

For nonresident students Additionally you will need:

  • a copy of the registration certificate in the hostel, or a certificate in form No. 9. This form is a document confirming the local registration of a nonresident person. They receive it at the place of registration;
  • receipts confirming payment for accommodation in the hostel. Or you need to submit a certificate issued by the passport officer at the student’s place of residence, stating that he does not live in the dormitory.

For low-income citizens Additionally you should submit:

As soon as everything is collected, the social security authority issues a certificate for receiving a social scholarship, which is transferred by the student to his educational institution. It is worth noting that very often it is necessary to submit this certificate during September so that the student can quickly receive the necessary assistance. As soon as the certificate is submitted, the scholarship is assigned. The basis for the actual payment of this income is a local administrative act issued by the head of the educational institution. The stipend is paid every month. But the validity period of the certificate confirming the right to a social scholarship is only for one year. Therefore, for the next academic year you will have to apply for it again.

It is worth noting that the scholarship can be terminated if the student is expelled or there is no basis for receiving it (i.e. a certificate from the social security authority is not presented).

Surely many have heard that in addition to a regular scholarship, it is also called an academic scholarship, students can also receive a social one. But not everyone knows how to properly arrange it. Let's try to figure it out by answering the most important questions on this topic.

What is a social scholarship?

All types of scholarships established in our country are specified in the Federal Law “On Education in the Russian Federation” (Article 36). This law regulates the basic rules for the appointment and payment of scholarships, and other laws and regulations complement and specify them.

For students The following scholarships are established by law:

  • State Academic. It is offered to all students who successfully study (without “C” grades or academic debts) in state organizations of medium and higher professional level, necessarily full-time and on the so-called “budgetary basis”.
  • State social. It is intended only for certain categories of students who need social support measures from the state, but also those studying full-time and at the expense of the budget.
  • Targeted scholarships. They are most often paid to students by legal entities or individuals who sent them for training.
  • Personalized scholarships. Established by authorities, individuals or legal entities, as a rule, with the aim of supporting the most capable and gifted students. These also include scholarships established by the President and the Government of the country.

As stated in Article 36 of the Education Law - the scholarship is a monetary payment that is intended to stimulate and (or) support students’ mastery of relevant educational programs.

Unions and (or) in the design of this proposal indicate that scholarships can serve both as an incentive for successful study and as financial support for the student. However, in the case of a social scholarship, it is the second that prevails. This is confirmed by the law list of categories of citizens who may qualify for social scholarships.

Who is paid the social scholarship?

Paragraph 10 of the same article lists in detail the categories of such persons, which can be divided into several large groups:

  1. and children left without parental care. Including those who are already 18 years old, but not yet 24.
  2. Citizens with disabilities. Namely: disabled children, disabled adults of groups 1 and 2, a separate category of disabled people since childhood, as well as citizens who became disabled as a result of or during military service.
  3. Persons affected by radiation. This is the accident at the Chernobyl nuclear power plant, tests at the Semipalatinsk test site and other radiation disasters.
  4. Combat veterans. Specifically, who belongs to this category is defined in the federal law “On Veterans”.
  5. Former military. Namely: those who have served for 3 years or more under a contract in enlisted positions in the Armed Forces of the Russian Federation, in the troops of the Ministry of Internal Affairs and other military formations. The list of the latter is quite long. But one of the essential conditions when assigning a social scholarship to persons in this category is the reasons for their leaving military service. So, if a serviceman is dismissed for health reasons or due to the end of a contract, then he will belong to the category of persons who are entitled to a social scholarship, but if due to deprivation of rank or loss of confidence, then not. Clause 5 of Article 36 of the Federal Law “On Education” contains a reference to these grounds provided for by the Federal Law “On Military Duty and Military Service” (Article 51).
  6. Citizens entitled to state social assistance. This category of persons is regulated by the Federal Laws “On State Social Assistance” and “On the Living Wage in the Russian Federation”. The first of them (Article 7) states that citizens have the right to social assistance from the state if their income is less than the subsistence level. This value is set quarterly in each subject of the Russian Federation, so it may be different at different times and in different regions.

All of the above categories of persons social scholarship is paid obligatory. Each educational institution creates a special scholarship fund for this purpose, from which payments may also be provided to other categories. For example, students from large, single-parent families, who have at least one disabled parent, and who have created their own young family with one or more children. All this is already determined by the rules of a particular educational institution.

What documents are required to assign a social scholarship?

These must be documents confirming that the student belongs to one or another category of persons who have the legal right to receive a social scholarship. Most often, the supporting document is a certificate obtained from the social protection authorities. It may take the longest to obtain a certificate confirming that a citizen belongs to the low-income category. To do this, the student must personally provide the following documents to the social security authority at the place of his permanent registration:

  • certificate from the place of study;
  • certificate of family composition;
  • family members, including all types of payments, including scholarships
  • the student himself over the past three months;
  • other documents that may be required.

A certificate confirming that the student belongs to the category of low-income citizens will be issued if the average per capita income in his family (the total amount of income divided by the number of family members) is less than the official subsistence level in the given region. This information is usually easy to find by visiting the official website of the authorities. The required certificate is issued for 1 year. Therefore, you will have to confirm your membership in this preferential category annually.

Adult nonresident students can try to apply for the appropriate certificate from the social security authorities at their place of study by writing a statement stating that they do not receive financial support from their parents. But for this they need, as a rule, not to have any other registration than a temporary one.

Where and when should I apply for a social scholarship?

University students usually write an application to the dean’s office and attach all the necessary documents to it. In secondary vocational educational organizations, as a rule, there are curators appointed by management who are responsible for this issue. As a general rule, you need to apply for a social scholarship at the beginning of the academic year. But, if a student belongs to the category of persons who are entitled to a social scholarship by law, they have no right to refuse to accept his application at any other time.

What is the amount of the social scholarship?

The amounts of social scholarships, as well as academic and some other types of government scholarships, are established by each educational organization independently within the established scholarship fund. But the minimum amount of scholarship payments cannot be lower than certain standards. These standards are established by Decree of the Government of the Russian Federation dated October 10, 2013 No. 899 (with the latest amendments dated April 4, 2014), according to which the amount of social scholarships in secondary vocational educational institutions cannot be lower than 730 rubles per month, and for university students - 2010 rubles per month.

However, it should be kept in mind that a social scholarship can be received simultaneously with other types of scholarships, for example, with a state academic one, and for good academic performance, according to the rules of the educational organization itself, it can be set at an increased rate.

Who can be denied the appointment and payment of a social scholarship?

If all the necessary documents are submitted, no one has the right to refuse her appointment. In some cases, social scholarships may not be paid to those categories of students who are additionally included in the list established by law by the university or college itself. But this should also be spelled out in the Regulations on the procedure for paying scholarships in a given educational institution.

If a student has academic debt after the examination session, the payment of a social scholarship to him is suspended. But only until the debt is repaid. After this, payments are resumed exactly from the day on which they were suspended.

A social scholarship on the grounds specified in the law can be paid throughout the student’s entire period of study and even during the period of officially registered academic leave, as well as maternity leave and childcare leave up to 3 years. But failure to pay the social scholarship required by law falls under Articles 145.1 and 285.1 of the Criminal Code of the Russian Federation.
