At the SCRF meeting held on April 16, 2014 (Minutes No. 14-23), decisions were considered and decisions were made on the following issues:

on the results of work on the conversion of the radio frequency spectrum in 2013 and the tasks of increasing the efficiency of use of the radio frequency spectrum in 2014-2015;

on the allocation of radio frequency bands 2935-2965 MHz and 9550-9650 MHz for new generation weather radar stations;

on the progress of implementation of the SCRF decision No. 13-20-04 dated September 3, 2013 “On the organization of work on the preparation of proposals for amending the Plan for the long-term use of the radio frequency spectrum by radio-electronic means and the Table for the distribution of radio frequency bands between radio services of the Russian Federation”;

on amendments to the Procedure for conducting an examination of the possibility of using declared radio-electronic equipment and their electromagnetic compatibility with existing and planned radio-electronic equipment, reviewing materials and making decisions on the assignment (assignment) of radio frequencies or radio frequency channels within the allocated radio frequency bands, approved by the decision of the State Commission for radio frequencies dated December 20, 2011 No. 11-13-02;

on the use of radio frequency bands 890-915 MHz and 935-960 GSM;

on the allocation of radio frequency bands, amendments to the decisions of the SCRF and extension of the validity period of the decisions of the SCRF;

on termination of the SCRF decision;

on making additions to the List of radio-electronic equipment and high-frequency devices permitted for import into the territory of the Russian Federation;

(secret);

on the allocation of radio frequency bands to radio-electronic equipment of the space complex(secret).

Appropriate decisions were made on the last two issues.

In addition, the following questions were heard: “on the development of a procedure for verifying compliance with the conditions for the allocation of radio frequency bands”, “on the use of radio frequency bands for the development and use of radio-electronic means of the highly elliptical hydrometeorological space system (VGKS) “Arktika-M” and « on establishing the validity period of permits for the use of radio frequencies issued by the State Telecommunications Inspectorate of the Ministry of Communications of the USSR and the Main Directorate of State Supervision of Communications in the Russian Federation” for which the corresponding protocol records have been adopted.

On the results of work on the conversion of the radio frequency spectrum in 2013 and the tasks of increasing the efficiency of use of the radio frequency spectrum in 2014-2015

Having heard reports from representatives of the Ministry of Telecom and Mass Communications of Russia, OJSC Concern PVO Almaz-Antey and the Union of LTE Mobile Communications Operators on the results of work on the conversion of the radio frequency spectrum in 2013 and the tasks of increasing the efficiency of use of the radio frequency spectrum in 2014-2015, SCRF notes.

In 2013, the Ministry of Telecom and Mass Communications of Russia, together with interested federal executive authorities, developed a work schedule for the development or modernization of radio electronic equipment and ensuring the transfer of radio frequencies operating in the band
790-862 MHz of radio-electronic means of air radio navigation and landing, incompatible with radio-electronic means of mobile radio communications of the LTE standard, to other radio frequency bands, ensuring the release of the radio frequency band 790-862 MHz within the framework of the State Defense Order within 7 years. However, in connection with the appeal of the Union of Mobile Communications Operators LTE, the submission of the specified Schedule to the Government of the Russian Federation was postponed in order to optimize it, taking into account the results of the work carried out by telecom operators to develop organizational and technical measures for the joint use of the radio frequency spectrum of distribution zones for various purposes.

At the same time, control of the topic by the Government of the Russian Federation was assigned to the Ministry of Telecom and Mass Communications of Russia.

Pursuant to the decision of the SCRF of September 3, 2013 No. 13-20-01, in 2013 the open joint-stock company "Concern Air Defense
Almaz-Antey, by order of the Russian Ministry of Communications, carried out work on the conversion of the radio frequency spectrum in the interests of ensuring the introduction and development of terrestrial digital television broadcasting. The work performed made it possible to lift the restrictions of the Russian Ministry of Defense and the Federal Air Transport Agency on the use of 56 radio frequency channels for repeaters of terrestrial digital television broadcasting in certain regions of Russia. In addition, in 2013, by order of the Union of Mobile Communications Operators LTE, work was carried out on the conversion of the radio frequency spectrum related to the development and implementation of organizational and technical measures to ensure the sharing of the radio frequency spectrum between existing distribution zones, as well as distribution zones of LTE standard networks.

The results of these works were reviewed at meetings of the working group on radio frequency spectrum conversion.

By decision of the SCRF dated December 11, 2013 No. 13-22-04, a list of works on radio frequency spectrum conversion for 2014-2015 was approved, which included work not completed in 2013.

In order to increase the efficiency of the use of the radio frequency spectrum in 2014-2015 in the interests of ensuring the possibility of introducing promising radio technologies and standards for radio-electronic equipment for civilian use on the territory of the Russian Federation, SCRF decided:

1. Approve the results of the work carried out by JSC Air Defense Concern Almaz-Antey to modernize radar controls for air traffic and aviation flights, aimed at ensuring the timely implementation of terrestrial digital television broadcasting networks on the territory of the Russian Federation.

2. Recommend that the Russian Ministry of Defense and the Federal Air Transport Agency use the results of the work performed when agreeing on the conditions for the use of radio frequency channels for terrestrial digital television broadcasting repeaters.

3. Take note of the message from the Union of Mobile Communications Operators LTE on the results of the work performed on the conversion of the radio frequency spectrum.

To recommend that the Union of Mobile Communications Operators LTE continue to carry out work on the conversion of the radio frequency spectrum related to the development and implementation of organizational and technical measures to ensure the sharing of the radio frequency spectrum by existing distribution zones, as well as distribution zones of LTE standard networks.

4. The Ministry of Telecom and Mass Communications of Russia, together with the Ministry of Defense of Russia, the Federal Security Service of Russia and other interested federal executive authorities, will finalize the schedule for the implementation of work on the development or modernization of radio-electronic means and ensuring the transfer of radio-electronic means of air navigation and landing operating in the radio frequency band 790-862 MHz, incompatible with radio-electronic means of mobile radio communications of the LTE standard, to other radio frequency bands, taking into account the results of the radio frequency spectrum conversion work carried out in 2013, and present it for consideration at the next meeting of the Commission.

5. The Ministry of Telecom and Mass Communications of Russia, together with the Ministry of Defense of Russia, the FSO of Russia, Roscosmos and other interested federal executive authorities, will continue to organize the execution of work in accordance with the approved decision of the SCRF dated December 11, 2013 No. 13-22-04 on the list of works on the conversion of the radio frequency spectrum to
2014-2015.

6. Approve the composition of the working group on the conversion of the radio frequency spectrum, previously formed by the SCRF decision of February 26, 2008 No. 08-23-01-001 (appendix to this decision of the SCRF).

On the allocation of radio frequency bands 2935-2965 MHz and 9550-9650 MHz for new generation weather radar stations (SCRF decision No. 14-23-04)

Having heard a message from Roshydromet on the issue of allocating radio frequency bands 2935-2965 MHz and 9550-9650 MHz for new generation weather radar stations, SCRF notes the following.

Doppler weather radar stations (radars) are designed to obtain information about cloud fields, precipitation and associated hazardous weather phenomena (thunderstorm, hail, showers, etc.), intensity and accumulated amount of precipitation. In addition, they allow you to additionally obtain information about wind parameters and the turbulent state of the atmosphere and other geophysical phenomena and processes. SCRF decided:

1. Allocate the radio frequency bands 2935-2965 MHz and 9550-9650 MHz to an indefinite number of persons for the use of weather radar stations, subject to the following conditions:

compliance of the technical characteristics of meteorological radars with the main technical characteristics specified in Appendices No. 1 and No. 2 to this decision;

obtaining, in accordance with the established procedure, permission to use radio frequencies on the basis of an expert opinion on the possibility of using the proposed meteorological radars and their EMC with existing and planned for use electronic radio stations for civil purposes and electronic radio stations used for the needs of public authorities, the needs of national defense, state security and law enforcement ;

registration of meteorological radar stations must be carried out according to the procedure established in the Russian Federation.

2. Import of meteorological radars into the territory of the Russian Federation must be carried out in accordance with the established procedure.

3. Set the validity period of this decision of the SCRF for ten years from the date of its adoption.

On the progress of implementation of the SCRF decision of September 3, 2013 No. 13-20-04

Having heard the message of the Ministry of Telecom and Mass Communications of Russia on the progress of implementation of the decision of the SCRF dated September 3, 2013 No. 13-20-04 “On the organization of work on the preparation of proposals for amending the Plan for the long-term use of the radio frequency spectrum by radio-electronic means and the Table of distribution of radio frequency bands between radio services of the Russian Federation”, SCRF decided:

1. Take note of the message of the Ministry of Communications and Mass Communications of the Russian Federation on the progress of implementation of the SCRF decision of September 3, 2013 No. 13-20-04 within the framework of the working group formed by the Commission for these purposes.

2. Determine the composition of the working group to develop proposals for amending the Plan for the long-term use of the radio frequency spectrum by radio-electronic means (hereinafter referred to as the Plan) and the Table of distribution of radio frequency bands between the radio services of the Russian Federation (hereinafter referred to as the Table) in accordance with the appendix to this decision of the SCRF.

3. When preparing proposals for revising the Plan, the Working Group should provide for the need to develop an extract from the Plan, intended for open publication, in the interests of ensuring transparency of long-term planning for the use of the radio frequency spectrum by promising radio technologies for civilian use, as well as providing incentives for their implementation on the territory of the Russian Federation.

4. In the fourth quarter of 2014, the Ministry of Telecom and Mass Communications of the Russian Federation should submit proposals to amend the Plan and Table for consideration at a meeting of the Commission.

On amendments to the Procedure for conducting an examination of the possibility of using declared radio-electronic equipment and their electromagnetic compatibility with existing and planned radio-electronic equipment, reviewing materials and making decisions on the assignment (assignment) of radio frequencies or radio frequency channels within the allocated radio frequency bands, approved by the decision of the State Commission for radio frequencies dated December 20, 2011 No. 11-13-02

Having heard the message from the Ministry of Telecom and Mass Communications of Russia on the approval of the List of works on the conversion of the radio frequency spectrum for 2014-2015, SCRF notes.

In pursuance of the decision of the SCRF dated May 24, 2013 No. 13-18-01, the working group on the conversion of the radio frequency spectrum developed a draft List of works on the conversion of the radio frequency spectrum for 2014-2015.

In order to timely plan budget funds for the implementation of work on the conversion of the radio frequency spectrum in the interests of ensuring the possibility of introducing promising radio technologies and standards of radio-electronic equipment for civilian use on the territory of the Russian Federation, SCRF decided:

1. Clause 8 of the Procedure should be supplemented with the following paragraph: “Address information about the locations of distribution zones is submitted in accordance with the address classifier of the Federal Information Address System (hereinafter referred to as FIAS)..”

2. State Appendix No. 2 to the Procedure as amended in accordance with Appendix No. 1 to this decision.

3. State Appendix No. 5 to the Procedure as amended in accordance with Appendix No. 2 to this decision.

4. Include Appendix No. 13 into the Procedure, as amended in accordance with Appendix No. 3 to this decision.

5. Change the numbering of appendices to the Order accordingly.

6. Paragraphs 4, 5 of this decision of the SCRF come into force from the date of its adoption, paragraphs 1, 2, 3 of this decision of the SCRF come into force after 3 months from the date of its adoption.

On the allocation of the radio frequency band 2570-2620 MHz for radio-electronic means of communication networks of the LTE standard and its subsequent modifications

Having heard the message on the issue, SCRF adopted the following protocol entry:

On the creation of an experimental zone for a communication network of advanced standards
and radio technologies in the Russian Federation in the radio frequency band
1785-1805 MHz (SCRF decision No. 14-23-07-2)

Having heard a message from the Federal State Unitary Enterprise NIIR on the creation of an experimental zone for a communication network of advanced standards and radio technologies in the Russian Federation in the radio frequency band 1785-1805 MHz, SCRF decided:

1. To allocate the radio frequency band 1785-1805 MHz to the federal state unitary enterprise of the Order of the Red Banner of Labor, the Radio Research Institute (FSUE NIIR), to create an experimental communication network of promising standards and radio technologies in the radio frequency bands 1785-1805 MHz on the territory of the Russian Federation for the purpose of practical research on the development of conditions for the joint use of RES of the land mobile service of communication networks of promising standards and radio technologies, including for the creation of a technological communication network in railway transport with the involvement of telecom operators and other interested organizations.

2. The use by FSUE NIIR of the radio frequency band allocated by this decision of SCRF to create an experimental communication network must be carried out subject to the following conditions:

compliance of the technical characteristics of the used RES with the main technical characteristics specified in the appendix to this decision of the SCRF;

obtaining permits to use radio frequencies in accordance with the established procedure;

registration of distribution zones in accordance with the procedure established in the Russian Federation;

the radio-electronic equipment used must not create harmful interference and cannot require protection from harmful interference from radio electronic zones operating in the radio frequency bands 1710-1785 MHz and 1805-1880 MHz.

3. FSUE NIIR no later than the first quarter of 2015 to submit to the SCRF the results of operating the pilot communication network for consideration at the next meeting of the SCRC.

4. Set the validity period of this decision of the SCRF to one year from the date of its adoption.

On the use of radio frequency bands 890-915 MHz and 935-960MHz radio electronic means standardGSM
(decision of SCRF No. 14-23-08)

Having heard a report from Roskomnadzor on the use of radio frequency bands 890-915 MHz and 935-960 MHz by radio-electronic means (RES) of the GSM standard, SCRF notes.

In accordance with the decision of the SCRF dated October 2, 2012 No. 12-15-03, Roskomnadzor carried out work to harmonize the use of radio frequency channels in the radio frequency bands 890-915 MHz and 935-960 MHz. SCRF decided:

1. Instruct the Federal Service for Supervision in the Sphere of Communications, Information Technologies and Mass Communications to carry out frequency assignments (assignments) of radio electronic zones of land mobile radio communications in the range of 900 MHz in the radio frequency bands specified in the appendix to this decision of the SCRF.

2. This decision of the SCRF comes into force from the date of its adoption.

On the use of the radio frequency band 5150-5350 MHz by radio-electronic means of wireless access
(decision of SCRF No. 14-23-09-1)

Having considered the application of a legal entity of the Russian Federation, SCRF decided:

1. To allocate to an indefinite circle of persons for use of the radio frequency band 5150-5350 MHz by radio-electronic means of wireless access on the territory of the State Unitary Enterprise “Moscow Metro”, intended to provide wireless broadband access (WBA) services to metro passengers.

2. The use of the allocated radio frequency band must be subject to the following conditions:

compliance of the technical characteristics of the RES with the main technical characteristics specified in the appendix to this decision of the SCRF and the current standards of the SCRC;

use of RES only for the purpose of providing BSB to metro passengers;

application of RES in underground structures (tunnels, stations)
State Unitary Enterprise "Moscow Metro" is carried out without obtaining permits for the use of radio frequencies or radio frequency channels;

use of RES in open areas of the territory
State Unitary Enterprise "Moscow Metro" is possible subject to an examination of the possibility of using the declared RES and their electromagnetic compatibility with existing and planned RES and obtaining, in the prescribed manner, permits for the use of radio frequencies or radio frequency channels;

registration of distribution zones in accordance with the procedure established in the Russian Federation.

3. Import of RES into the territory of the Russian Federation must be carried out in accordance with the established procedure.

4. Set the validity period of this decision of the SCRF for ten years from the date of its adoption.

Allocate to the Ministry of Defense of the Russian Federation the radio frequency bands 219.9756-230 MHz, 300-300.525 MHz, 301.125-305.825 MHz, 307.025-308 MHz, 336-336.525 MHz, 337.125-341.825 MHz, 343.025-344 MHz, 390-400, 0003 MHz for RES PRIMA-UHF and 220-230 MHz, 300-300.525 MHz, 301.125-305.825 MHz, 307.025-308 MHz, 336-336.525 MHz, 337.125-341.825 MHz, 343 .025-344 MHz, 390-399.95 MHz for RES VYUGA 100/400РСТ on the territory of the Russian Federation on the conditions specified in Appendix No. 1

Refuse the Ministry of Defense of the Russian Federation to allocate radio frequency bands 307-307.025 MHz, 343-343.025 MHz for the PRIMA-DMV and VYUGA 100/400РСТ radio frequency bands on the territory of the Russian Federation on the basis of a negative conclusion about the possibility of allocating radio frequency bands.

2. To allocate to the open joint-stock company "Russian Space Systems" radio frequency bands 14403.42-14427.42 MHz (Earth-space) and 1563.42-1587.42 MHz, 10747.45-10747.55 MHz (space-Earth) for use by the earth station of the complex for laying and monitoring the ES “KZiK” as part of the geostationary segment of the Differential Correction and Monitoring System (SDCM), under the conditions specified in Appendix No. 2.

4. To allocate to the Ministry of Defense of the Russian Federation the radio frequency band 14320.9-14340.3 MHz (space-to-Earth) for the use of radio-electronic means of on-board equipment of the goniometric system (BAUS) - space stations "GLONASS-K-KS5" of the global radio navigation satellite system GLONASS for the purposes determining the location and course of aircraft and ships in the global service area, under the conditions specified in Appendix No. 3.

5. To allocate to the limited liability company "Geyser-Telecom" for the development of on-board and ground-based radio electronics of the satellite communication and broadcasting system (SSCB) "GT-SAT", created on the basis of spacecraft (SC) of the "GT-SAT" type with standing points on geostationary orbit 76.5ºE. and 93ºE. the following radio frequency bands:

6725-7025 MHz (Earth-to-space) and 4500-4800 MHz (space-to-Earth) for space stations (CS) “GT-SAT-30B-C”, planned for placement on spacecraft of the “GT-SAT” type in the specified orbital positions , earth stations of the service control channel (ZS SKU) "GT-SAT-SKU-S" and earth stations of satellite communication (central, subscriber) of the "GT-SAT-S" type, planned for deployment on the territory of the Russian Federation and intended to work with KS "GT-SAT-30B-C";

12750-13250 MHz (Earth-space) and 10700-10950 MHz, 11200-11450 MHz (space-Earth) for the “GT-SAT-30B-KU” CS, planned for deployment on the “GT-SAT” type spacecraft in the specified orbital positions, ZS IKU "GT-SAT-SKU-KU" and satellite communication earth stations (central, subscriber) of the "GT-SAT-KU" type, planned for deployment on the territory of the Russian Federation and intended to work with CS
"GT-SAT-30B-KU";

27500-31000 MHz (Earth-space) and 17700-21200 MHz, 21400-22000 MHz (space-Earth) for the GT-SAT-KA CS, planned for placement on GT-SAT type spacecraft in the specified orbital positions, and satellite communication earth stations (central, subscriber) of the “GT-SAT-KA” type, planned for deployment on the territory of the Russian Federation and intended to work with the “GT-SAT-KA” CS, under the conditions specified in Appendix No. 4.

6. Allocate the radio frequency bands 5741.4-5751.4 MHz (Earth-space) and
3446.7-3451.2 MHz (space-Earth) for use by earth stations of the service control channel ZS SKU (3.7 m) and ZS SKU (7 m), planned for placement in a reserve control point in the Primorsky Territory and intended for ensuring the stable functioning of the control channel of the Yamal-300K spacecraft with a position of 183º east. in geostationary orbit under the conditions specified in Appendix No. 5.

7. To allocate the following radio frequency bands to the Ministry of Defense of the Russian Federation for use by radio-electronic means with new navigation signals with code division of the global radio navigation satellite system GLONASS based on non-geostationary spacecraft “GLONASS-K”:

1240.3-1255.8 MHz (space-Earth) for space stations “GLONASS-K-KS9”, earth and space stations “GLONASS-K-AP10”;

1593.3-1608.7 MHz (space-Earth) for the GLONASS-K-KS8 space stations, GLONASS-K-AP9 earth and space stations, under the conditions specified in Appendix No. 6.

8. To allocate to the federal state budgetary institution of science the Institute of Solar-Terrestrial Physics of the Siberian Branch of the Russian Academy of Sciences the radio frequency band 163.2-168.5 MHz for the RES NR-MST RADAR for the purpose of carrying out scientific, research, experimental, experimental and design work in the territory of Irkutsk region on the conditions specified in Appendix No. 7.

9. Allocate radio frequency bands 1710-1785 and 1805-1880 MHz to the open joint stock company Mobile TeleSystems to create an experimental zone in the Primorsky Territory using DBS3900 LTE RES for the purpose of experimental research and testing of LTE-Advanced technology for the period until June 1, 2015 on the conditions specified in Appendix No. 8.

10. Allocate the 223-230 MHz radio frequency band to the federal state unitary enterprise “Russian Television and Radio Broadcasting Network” to create an experimental zone for digital radio broadcasting of the DAB+ standard for the purpose of carrying out scientific, research, experimental, experimental and design work in the territory of Moscow and the Moscow region with using RES VAX1-3D, VAX2-3D, EDB300, EDB600, DAB-100, DAB-600, DAB-300, DAB-100, DAB-250 and DAB-500 under the conditions specified in Appendix No. 9.

11. To allocate to the open joint stock company “Concern Air Defense “Almaz-Antey” radio frequency bands 437-439 MHz for the Demonstrator-R RES for the purpose of carrying out scientific, research, experimental, experimental and design work on the territory of the research base “Big Volga” (city . Dubna, Moscow region) on the conditions specified in Appendix No. 10.

Refuse the open joint stock company Air Defense Concern Almaz-Antey to allocate radio frequency bands 430-437 MHz and 439-440 MHz for the Demonstrator-R RES for the purpose of carrying out scientific, research, experimental, experimental and design work on the territory of the research base " Bolshaya Volga" (Dubna, Moscow region) based on a negative conclusion on the possibility of allocating radio frequency bands.

12. Extend the validity of the SCRF decision No. 6267-OR dated July 26, 2002 (taking into account changes made by the SCRF decisions No. 6713-OR dated December 6, 2002, No. 06-12-05-061 dated February 27, 2006 , dated February 12, 2007 No. 07-19-05-321, paragraph 177 of the SCRF decision dated March 19, 2009 No. 09-02-09-2 and paragraph 15 of the SCRC decision dated October 24, 2013 No. 13-21- 08-4) until January 1, 2024

13. Extend the validity period of the SCRF decision No. 5787-OR dated February 15, 2002 (taking into account changes made by the decisions of the SCRF dated February 27, 2006 No. 06-12-05-097, dated October 23, 2006 No. 06-17 -05-304, paragraph 199 of the SCRF decision of March 19, 2009 No. 09-02-09-2 and paragraph 15 of the SCRC decision of October 24, 2013 No. 13-21-08-4) until January 1, 2024.

14. Extend the validity of the SCRF decision No. 7177-OR dated May 6, 2003 (taking into account the changes made by the SCRC decision dated February 27, 2006 No. 06-12-05-106, paragraph 176 of the SCRF decision dated March 19, 2009. No. 09-02-09-2 and paragraph 15 of the decision of the SCRF of October 24, 2013 No. 13-21-08-4) until January 1, 2024.

15. In paragraph 4 of Appendix 35 to the decision of the SCRF of March 19, 2009 No. 09-02-09-1, the words “for five years” are replaced with the words “for six years.”
