ABOUT EVENTS DEDICATED TO THE 100TH ANNIVERSARY OF THE BIRTH OF HERO OF THE SOVIET UNION A.P. MARESYEVA
In accordance with by resolution of the Volgograd Regional Duma of December 24, 2015 N 26/1622 “On declaring 2016 in the Volgograd Region as the Year of the Hero of the Soviet Union A.P. Maresyev”, in order to increase the level of patriotic education of citizens of the Volgograd region, I decree:
1. Form an organizing committee for the preparation and holding of events dedicated to the 100th anniversary of the birth of Hero of the Soviet Union A.P. Maresyev, and approve its composition in accordance with the appendix.
2. Approve the attached:
Regulations on the organizing committee for the preparation and holding of events dedicated to the 100th anniversary of the birth of Hero of the Soviet Union A.P. Maresyeva;
a comprehensive plan for preparing and holding events dedicated to the 100th anniversary of the birth of Hero of the Soviet Union A.P. Maresyeva.

3. To recommend that local governments of municipalities of the Volgograd region take part in the implementation of a comprehensive plan for preparing and holding events dedicated to the 100th anniversary of the birth of Hero of the Soviet Union A.P. Maresyeva.

4. This resolution comes into force from the date of its signing and is subject to official publication.

REGULATIONS ON THE ORGANIZING COMMITTEE FOR PREPARATION AND CONDUCT OF EVENTS DEDICATED TO THE 100TH ANNIVERSARY OF THE BIRTH OF HERO OF THE SOVIET UNION A.P. MARESYEVA
1. General Provisions
1.1. Organizing Committee for the preparation and holding of events dedicated to the 100th anniversary of the birth of Hero of the Soviet Union A.P. Maresyev (hereinafter referred to as the organizing committee) is a collegial body created to ensure the preparation and holding of events dedicated to the 100th anniversary of the birth of Hero of the Soviet Union A.P. Maresyev, on the territory of the Volgograd region (hereinafter referred to as events).
1.2. The Organizing Committee carries out its activities in accordance with the legislation of the Russian Federation, the Volgograd region, as well as these Regulations.
2. Powers of the organizing committee
Organising Committee:
2.1. Ensures interaction between territorial bodies of federal executive authorities, executive authorities of the Volgograd region, local government bodies of municipalities of the Volgograd region, military command and control bodies and organizations in the preparation and conduct of events.

2.2. Requests information in the prescribed manner from executive authorities of the Volgograd region, local government bodies of municipalities of the Volgograd region, organizations on issues within the competence of the organizing committee.
2.3. Involves experts (specialists) to consider issues within the competence of the organizing committee.
3. Organization of the activities of the organizing committee
3.1. The organizing committee is headed by the chairman of the organizing committee. In the absence of the chairman of the organizing committee, his duties are performed by the deputy chairman of the organizing committee.
3.2. Chairman of the organizing committee:
carries out general management of the activities of the organizing committee;
leads meetings of the organizing committee;
signs minutes of meetings, agendas and work plans of the organizing committee.
3.3. Secretary of the organizing committee:
draws up agendas for meetings of the organizing committee, organizes the preparation of materials for meetings of the organizing committee;
informs members of the organizing committee about the place, time and agenda of the meeting of the organizing committee, provides them with the necessary reference and information materials;
draws up minutes of meetings of the organizing committee.
3.4. Meetings of the organizing committee are held once a quarter and are considered valid if at least half of the total number of members of the organizing committee are present.
3.5. Decisions of the organizing committee are made by a simple majority of votes from the number of members of the organizing committee present at the meeting. In case of equality of votes, the vote of the person presiding at the meeting of the organizing committee is decisive.
3.6. Decisions of the organizing committee are documented in a protocol (in full or short form), which is drawn up within five working days from the date of the meeting of the organizing committee and signed by the chairman of the meeting of the organizing committee and the secretary of the organizing committee.
Drawing up a full or short protocol is carried out in accordance with the samples established by the Instructions for office work in the office of the Governor of the Volgograd Region.
3.7. The decisions of the organizing committee are sent to the relevant executive authorities of the Volgograd region, as well as other interested parties.
3.8. Organizational and technical support for the activities of the organizing committee is provided by.

V The Volgograd region has officially named the centenary year of the legendary pilot - 2016.
At the initiative of front-line soldiers and members of veteran organizations, 2016 in the Volgograd region was declared the year of the legendary pilot, Hero of the Soviet Union Alexei Maresyev. The corresponding resolution was adopted on December 24, 2015. at a meeting of the Volgograd Regional Duma. On May 20, 2016, the 100th anniversary of the birth of the famous countryman, hero of the Great Patriotic War will be celebrated. Currently, the region is actively preparing for the celebration of this celebration, with support from the federal center. An extensive anniversary program has been developed, consisting of patriotic, educational, sports and cultural events. A comprehensive plan for preparing and holding events dedicated to the 100th anniversary of the birth of Hero of the Soviet Union A.P. Maresyev, approved by Decree of the Governor of the Volgograd Region dated December 24, 2015 No. 1135.
Governor of the Volgograd region Andrei Bocharov emphasized that the celebration of Alexei Maresyev’s anniversary is the most important part of large-scale events dedicated to the 75th anniversary of the Stalingrad victory, which will be celebrated in Russia in 2018.
The feat of Alexei Maresyev, the legendary Soviet pilot who lost both legs during World War II, is known to everyone today. The hero's willpower and desire for life managed to defeat first death and then disability. In defiance of the sentence that seemed handed down by fate itself, Maresyev managed to survive when it seemed impossible, to return to the front at the helm of a fighter and at the same time to a full life. Maresyev’s feat is hope and an example for many people who became victims of tragic circumstances not only in war, but also in peacetime. It reminds us what can be achieved by those who have not lost the strength to fight and faith in themselves.
Maresyev Alexey Petrovich: childhood and youth
The future hero was born on May 16, 1916 in the family of Peter and Ekaterina Maresyev, who lived in the city of Kamyshin (now Volgograd region).
This is evidenced by documents registering his birth, recorded in the Holy Trinity Church in Kamyshin. (Report No. 40 dated May 25, 1916)
Subsequently, mistakes were made in A.P. Maresyev’s documents, which he did not pay attention to.
After finishing seven classes, Alexey Maresyev went to work at a timber mill as an oil worker, and began studying at a factory apprenticeship (factory apprenticeship) and received the profession of a turner.
Worked as a 6th grade turner. In 1929 he joined the Komsomol and was elected secretary of the Komsomol organization at the plant. He was a pioneer leader and was delegated to a rally of pioneers in the city of Saratov. Until 1934, he worked at a timber mill in his native Kamyshin. Even then he had a desire to become a pilot. Twice he tried to enroll in flight schools, but doctors forbade him for health reasons: a severe form of malaria suffered in childhood seriously undermined his health, complicated by rheumatism. Few people believed then that Alexey would become a pilot - neither his mother nor his neighbors were an exception - but he stubbornly continued to strive for his goal.
In 1934, in the direction of the Kamyshinsky district committee of the Komsomol, Maresyev went to the Khabarovsk Territory to build Komsomolsk-on-Amur. Working first as a lumberjack and then as a diesel mechanic, he also attends a flying club, learning to fly. There, in Komsomolsk-on-Amur, his dream came true. He flew!
Three years later, when Maresyev was drafted into the army, he was sent to serve in the 12th air border detachment on Sakhalin Island. From there he received a referral to the Chita Aviation Pilot School. In 1939, cadets from the Chita Aviation School were transferred to the Bataysk Military Aviation School named after. A.K. Serova. He served in this city until the war.
The beginning of the war and the history of the feat
In August 1941, Alexei Maresyev was sent to the front. The first of his combat missions took place near Krivoy Rog. In December 1941, pilot Maresyev arrived in Saratov to buy new Yak-1 aircraft. He celebrated the New Year 1942 in a warm home environment with his older brother Nikolai, where his mother, Ekaterina Nikitichna, lived at that time. With new aircraft they arrived at the 580th Aviation Regiment. On April 5, 1942, during an air battle in the Staraya Russa area (Valdai district, Novgorod region), Maresyev’s fighter was shot down. For eighteen days, Alexey Maresyev desperately fought against death, making his way to the front line. After he was thrown out of the cockpit during a plane crash, he fell into trees and then injured his feet when he hit the ground. At first he walked slowly, leaning on the trees, and then crawled. He continued to crawl, with frostbitten feet, eating bark, berries, pine cones... Barely alive, he was discovered in the forest by residents from the village of Plav, Valdai region. The family of Mikhail Alekseevich Vikhrov (the chairman of the collective farm) provided first aid, but the consequences of the wound and frostbite of the legs were too severe. Three days later, the pilot was transported to a military field hospital in the village of Krasilovo, and then a pilot from his native regiment, Hero of the Soviet Union Andrei Dekhtyarenko, came to pick him up. On May 2, 1942, he was brought “home.” Then the pilot Maresyev was transported to Moscow to the military hospital named after N. N. Burdenko.
A merciless verdict from doctors and... a return to duty.
Everything that happens next is nothing more than one long, continuous feat of Maresyev. Doctors miraculously saved the life of the pilot, who was hospitalized with gangrene and blood poisoning, but they had to amputate both legs. While still in a hospital bed, Alexey begins grueling training. He is preparing not just to stand on prostheses and learn to move on them. His plans are to master them so completely that he will be able to return to aviation. He continued to train in 1942 at a sanatorium, making stunning progress, which was the result of his iron will and courage. At the beginning of next year, Maresyev was sent for a medical examination, after which he received a referral to the Ibresinsky flight school in Chuvashia. In February 1943, he successfully carried out his first test flight after being wounded. All this time, with remarkable tenacity, he sought to be sent to the front.
And again in battle!
The pilot's request was granted in July 1943. But the commander of the 63rd Guards Fighter Aviation Regiment was at first afraid to let him go on missions. However, after the commander of his squadron, Alexander Chislov, who sympathized with Maresyev, began taking him with him on combat missions, which turned out to be successful, confidence in the pilot’s capabilities increased. After Maresyev took off in the air on prosthetics, before the end of the war he shot down seven more enemy planes. Soon the fame of Maresyev’s feat spread throughout the entire front. On July 21, 1943, Alexei Petrovich’s first meeting took place with Boris Polev, a front-line correspondent for the Pravda newspaper. The feat of the pilot Maresyev inspired Polevoy to create his famous book “The Tale of a Real Man.” In it, Maresyev acted as the prototype of the main character.
End of the war. Life after it is another feat of Maresyev
In order to train personnel for the air army in educational institutions, experienced pilots are removed from the front and sent to teaching work. On May 17, 1944, Captain A.P. was also sent to the Main Directorate for Training Air Force formations. Maresyev. For two years (July 1944 - July 1946) he served as an inspector-pilot of the First Department. By this time, he had eighty-seven combat missions and eleven downed enemy aircraft. On July 22, 1946, Captain Aleksey Petrovich Maresyev was dismissed from the Red Army under Article 4 (due to illness) with the rank of major.
A.P. Maresyev constantly continued to maintain excellent physical shape. He skated, skied, swam and rode a bike. He set his personal record near Kuibyshev, when he swam across the Volga (2200 meters) in fifty-five minutes.
Maresyev was very famous in the post-war years, was repeatedly invited to various festive events, and participated in meetings with schoolchildren. Maresyev devoted a lot of time to social work. From 1956 (until the end of his life) he was a member of the Committee of War Veterans, was elected as a deputy to the Supreme Soviet of the USSR, and in addition, headed the All-Russian Fund for Disabled Persons of the Great Patriotic War. In 1960, the book “On the Kursk Bulge” was published, authored by Alexei Maresyev. Maresyev's military and labor merits were awarded many awards.
Alexey Petrovich Maresyev was married. Galina Viktorovna Maresyeva (Tretyakova), his wife, was an employee of the Air Force General Staff. They had two sons. The eldest, Victor (1946), currently runs the Maresyev Foundation. The youngest, Alexey (1958), who was disabled since childhood, died in 2001.
Two days before the official birthday of the great pilot, on May 18, 2001, a concert was to take place at the Russian Army Theater on the occasion of Maresyev’s eighty-fifth anniversary. Some time before the start of the event, Alexei Petrovich had a heart attack, after which he died.
Alexey Maresyev was buried at the Novodevichy cemetery in Moscow.
The memory of Alexei Maresyev, his willpower, love of life and courage, which rightfully brought him the glory of a legendary man, will forever remain in people's hearts, serving as an example for the education of subsequent generations.
Alexey Petrovich Maresyev is an honorary citizen of the cities of Komsomolsk-on-Amur, Orel, Bataysk, Kamyshin, and the Bulgarian city of Staro Zagora. Schools in Moscow, Orel, and Lyceum No. 15 in Kamyshin are named after him. In many cities streets are named after Maresyev.
On May 20, 2016, in the small homeland of Alexei Petrovich Maresyev in the city of Kamyshin, federal-level events will be held to celebrate the 100th anniversary of his birth. The Volgograd-TRV creative group, consisting of author Alexey Bespalov, cameraman Yuri Komochkov and director Irina Kolesnichenko, worked on the film for several months. The study of archives was interspersed with trips to historical sites. The film touched even the youngest viewers.

17. On August 24, 1943, Maresyev was awarded the title of Hero of the Soviet Union. In total, during the war he made 86 combat missions and shot down 11 enemy aircraft. The feat of A.P. Maresyev was repeated by several more pilots who, after being seriously wounded, returned to their regiments and continued to fly. A feature film about Maresyev was made about the pilot’s feat based on the book by Boris Polevoy.
18. In 1944, Maresyev became an inspector-pilot and moved from the combat regiment to the management of the Air Force Universities. On May 18, 2001, a gala evening was planned at the Russian Army Theater to mark Maresyev’s 85th birthday, but literally an hour before the concert, Alexei Petrovich had a heart attack, after which he died. Alexey Petrovich Maresyev is buried in Moscow at the Novodevichy cemetery. Minor planet 2173 was named in honor of Maresyev.
