I carry out the pedagogical process in accordance with the main general educational program developed and implemented at the preschool educational institution, based on the main general educational program of preschool education “From birth to school” edited by N. I own and apply in practice modern pedagogical, health-preserving and developmental technologies, which contributes to the proper organization of the educational process and allows me to rationally plan my teaching activities.
I consider the main objectives of my work to implement the content of the general education program of preschool educational institutions to be the preservation and strengthening of the health of preschool children, the formation of a general culture of children, ethical standards, prerequisites for educational activities, the development of physical, intellectual and personal qualities that ensure social success.

I achieve the goals of protecting children’s health and forming the foundations of a culture of health through the use of a set of health-improving measures:

Life does not stand still and constantly makes new demands on the level of training and work suitability of workers. Any specialist must periodically be prepared to test his own professional skills. Teachers, educators and other workers in the education system are no exception.

Since January 1, 2011, the procedure in which the certification of kindergarten and school teachers took place has changed.

What happened?

As you know, there is mandatory and voluntary certification. The first task is to confirm the teacher’s suitability for the position he occupies. The second occurs when it comes to raising the qualification category.

According to the rules in force earlier, if a teacher wanted to increase his salary, he, on his own initiative, submitted an application requesting assignment to one of the categories - highest, first or second. This was done by the management of the child care institution or the educational management body.

Later, the second category was canceled as such. Certification began to be managed by educational authorities at the level of the constituent entity of the Russian Federation. The main thing: this procedure is now mandatory. Once every five years, absolutely all teachers, regardless of their work experience, regardless of their own desire, must take it to confirm their suitability for the position they occupy.

Who needs a category

Certification of a kindergarten teacher for the first category (or the highest) is optional. Those who want to receive it have the right to submit an application. Its purpose is for them to be certified. That is, they established the correspondence of the professional level of the categories. Any of them is assigned for a period of 5 years, then requires renewal in a similar manner.

If the teacher’s qualification is not confirmed in a timely manner, it is automatically reduced. What then?

A former employee of the first category will have to reapply for certification (in order to restore it).

What if he doesn't do this? In this case, among others, be certified to confirm compliance.

Anyone who has lost the highest will have to “go through” everything again. First, you will need certification of a teacher for category 1. And no earlier than after two years he will have the right to take the higher level.

Categories received before the specified date (01/01/2011) are valid until the end of the assignment period. But the old provision - after 20 years the second category remains forever - has now been abolished. These educators will also have to confirm their professional suitability every five years.

What is certification like?

Let's consider both of its types - mandatory and voluntary.

The first, as already mentioned, must take place once every five years. Its purpose is to confirm that the teacher is suitable for his position. All employees who do not have categories and have no desire to receive them are required to pass it.

Those holding a position for no more than 2 years, mothers on maternity leave and pregnant women are exempt from certification. The deadline for them will come no earlier than two years after the end of the leave granted to care for the child.

The employer submits the teacher for certification. If a teacher holds several positions in one institution at once, and is not certified in any of them, then it is possible for all of them at once.

If he works part-time in different places, then each employer is authorized to send him for certification.

How are documents submitted?

The application for a teacher is drawn up by the employer according to the established template. The document contains all the necessary certificates for the certification of a teacher, a detailed comprehensive assessment of the employee’s professional skills and the quality of his work in the position. In addition, there is information about all advanced training courses completed and the results of past certifications.

A month before the test, the teacher is introduced to the performance under signature. The documents are submitted by the employer to the certification commission of the relevant constituent entity of the Russian Federation, where its date, time and place are set. The duration of its completion should not be more than two months.

How does it go?

Certification of senior and other employees is carried out in accordance with the established procedure. During this process, to confirm their qualifications, subjects are subjected to written examinations or computer testing. Their goal is to identify the level of proficiency in professional methods of modern teaching, to confirm the valuable experience of working as a preschool teacher and the level of their own competence.

The decision made by the commission is drawn up in the form of a protocol and entered into the employee’s certification sheet. The latter is kept in the teacher’s personal file.

If the certification is completed successfully, the commission’s verdict is “corresponding to the position held.” Otherwise - “does not correspond”.

If you're unlucky

In the latter case, the employer has the legal right to terminate the contract with the employee, but is not obliged to do so. He may suggest that he take advanced training courses and then re-pass the certification.

Instead of dismissal, an employee can and should be transferred, with his consent, to another position (lower), if there is a vacancy. They also do not have the right to deprive a temporarily disabled person of work, a pregnant woman, a woman with children under 3 years of age, or a single mother with a child under 14 years of age or a disabled child.

Voluntary certification

It is organized to assign the first (or highest) category at the initiative of the employee and on the basis of his application. Its purpose is to establish compliance of the teacher’s qualifications with the requirements of the declared category.

Employees who do not yet have any have the right to apply for the first one. Or those whose validity period for the previously received 1st category is coming to an end. For higher education - those who received their first two or more years ago, as well as those wishing to extend their existing one.

An application for teacher certification is submitted by the teacher independently at any time. To ensure that the previous application does not expire during the period of its consideration, it is recommended to submit it in advance - 3 months in advance.

How to properly prepare documents

Their complete package must include an application for certification according to the sample, a previous certification sheet (photocopy) - if available, a completed new sheet, and a portfolio of achievements. There are methodological recommendations for compiling the latter.

Documents submitted to the certification commission of a local constituent entity of the Russian Federation are usually reviewed for about a month, then a place and date are assigned. It should only take place for a certain period of time.

Certification of preschool teachers is carried out in strict accordance with existing rules and regulations. What are the requirements for each qualification category?

Certification of a kindergarten teacher for the first category

What then?

If the certification of a kindergarten teacher for the first category (or the highest) was successful, and a decision was made on compliance with the necessary requirements, the date of assignment of the corresponding category is considered the day the commission made the decision. From this moment on, teachers will also be paid at the new rate.

An entry indicating that a certain category has been assigned must be made in the work book.

In case of “failure” of certification, a decision “does not meet the requirements” is made. Then those applying for the first category are left without one and are required to be certified for suitability for the position they occupy.

Those who “did not pass” remain in the first category until the end of the current period. Then the teacher has the right to try again to “earn” the highest category, or he will have to confirm the first one.

Appealing the results of certification

The right to such an appeal is documented. This is done by submitting an application to the labor dispute commission or even to the court, and in the latter case it is important to do this within three months from the date of certification.

But in practice, such situations happen extremely rarely. As a rule, teachers submit documents for certification being thoroughly prepared - having thoroughly studied all the necessary requirements, preparing a competent and worthy portfolio and being completely confident in their own abilities.

Quite a familiar situation, I also came to my senses once when the rooster pecked.   2. Try to publish your methodological developments for classes, event scenarios, some of your thoughts and conclusions about working with children and their upbringing. I have already written where this can be done. You can also try to publish in pedagogical periodicals in your field.
  3. If possible, mentor a young teacher, become a member of the jury of a competition, or use modern teaching and educational technologies in your work.

Criteria in accordance with Federal State Educational Standards

I offer you a list of criteria, i.e. what exactly needs to be prepared for certification, I will focus on the most important points on which your overall result will depend:

  1. You must have an original educational program, which would preferably be approved at least at the municipal level, or at the regional level, which is even better. The presence of an adapted educational program for pupils with disabilities is welcomed and rewarded with additional points, and if it is implemented from 1 to 3 years, then the points increase for each year.
  2. Your students must participate in various competitions, festivals, exhibitions, tournaments and competitions. Points are given for victories and prizes, as well as for participation, depending on the status of the event. The higher the status, the higher the scores. An additional coefficient is applied for prize places.

  4. As for advanced training, courses lasting 16 hours or more give you 3 points (this also includes the webinars I recommend, the hours of which are summed up), for courses of 48 hours or more - 4 points, and specialized courses above 108 hours - 5 points.
  5. The use of modern educational technologies and methods is also very important. When using individual elements, depending on the level, you get 2 or 3 points, using in the system and applying effectively - 4 points, if you have your own system of techniques and methods - 5 points.
  6. The presence of a holistic generalized experience and its generalization at the institutional level gives 2 points, at the municipal level - 3 points, at the regional level - 4 points, at the All-Russian level - 5 points. I think that each of you has your own achievements, even with little work experience. All that remains is to properly prepare and protect it, or conduct a master class, open lesson, etc.

The government and expert communities are discussing the addition of the national project “Education”. It includes 9 major federal projects, including laying the foundations for a new approach to testing the professionalism of teachers. In particular, the All-Russian Popular Front proposes to abandon the current certification system and instead introduce a unified professional exam. And although the goals of testing the level of training of teachers will not change, the new exam will allow educators and teachers to build plans for their professional development, independent experts say.

The ONF emphasizes that the exam must meet the requirements of the professional standard of a teacher and the federal educational standards of general education.

It is unknown whether officials will agree to such a proposal, but now another experiment is taking place in the Russian Federation - a new model for teacher certification is being tested within the framework of the same national project “Education”. Its main difference is that teachers must undergo an independent qualification assessment based on the use of unified federal assessment materials. No portfolio, certificates or other materials proving that a specialist teaches children well will be needed. It is planned that certification will begin in 2020 using the new model. At the same time, the division into mandatory and voluntary will remain, and the frequency of inspections will not change.

What is the current time frame for certification?

The timing of the inspection depends on its type. Today, there are two types of testing for the qualifications of educators:

  1. Certification of teaching staff in order to confirm compliance with the position held. It is mandatory and takes place within the time limits determined by the legislation of the Russian Federation. It must be carried out at least once every 5 years. This type is a test of professional suitability for the position held. According to clause 22 of the Certification Procedure, there are exceptions for certain groups of teachers.
  2. Certification of teaching staff in order to establish a qualification category is voluntary and is carried out at the request of the employee himself in order to improve the existing category. This type is a test of professional suitability for promotion.

Please note that if the category is valid for 5 years, you can be re-tested after 2 years from the date of receipt of the previous category. In the event that an applicant is denied re-verification, he may apply again after 1 year from the date of the refusal.

It should be noted that, according to the regulations on the planned certification of teachers, the period for confirming compliance with the position held is 5 years. Consequently, in 2019, teaching staff certified in 2013 will be sent to it.

To undergo verification of suitability for the position held, the employee is sent by the head of the educational institution.

Please note that if the category is not confirmed on time, it will be cancelled.

  • an employee who has the first category must apply for certification to receive the first category and go through the general procedure;
  • if a teaching worker had the highest category, then he will first have to pass a test for the first category, and only after successful completion two years later will he be able to apply for the highest.

At the same time, qualification categories assigned before 01/01/2011 remain valid for the period for which they were assigned. However, the rule according to which a teacher who has worked in the profession for 20 years was assigned the second category “for life” is cancelled. From now on, these teachers will also have to be certified every five years.

An application for the highest category of preschool teacher (2019 according to the Federal State Educational Standard) must be completed on a special form.   • information about the applicant. Data on education, general teaching experience, work experience in the last place. If the teacher has diplomas or documents confirming completion of advanced training courses, this information must be reflected in the text of the application.

In some regions, multi-stage certification procedures are carried out. For example, the Ministry of Education of the Republic of Tatarstan included additional testing in the inspection of educators: the list of variable forms associated with the examination of the professional competence of the certified employee includes a computer test. Based on the test results, the employee is given a certificate indicating the number of points scored. To successfully pass the test, an applicant for the highest qualification category must score 90 points.

An analytical report is essentially a document showing the level of qualifications of a teacher based on conclusions about his professional activities.

  9. Communications of the teacher, his publications on the upbringing and teaching of children and other materials related to his professional activities.
  10. Documentation skills and other skills required for the position.
  11. Prospects for the applicant’s personal and professional development: plans for training, etc.

The completed document is affixed with the seal of the educational institution in which the applicant currently works and the signature of the head of the institution.

Certification procedure

Mandatory

Testing for the professional suitability of preschool teachers is carried out every five years. Exceptions are made for persons who are excused from taking the test for valid reasons. These include:

  • women who are pregnant. In this case, the test is carried out no earlier than two years after the teacher returns to work from maternity leave;
  • employees with less than 2 years of work experience;
  • employees who have spent more than 4 months on continuous sick leave. In this case, testing is recommended for them after 12 months after their return to the workplace.

The knowledge testing procedure consists of several stages:

  1. Formation of the certification commission.
  2. Preparing a list of those being certified and drawing up a schedule for the inspection.
  3. Formation of an idea for each subject.
  4. The procedure itself.
  5. Estimation and presentation of results.

It is important to note that in previous years, teaching experience of 20 years or more was a guarantee of lifelong retention of the second category. Today this is not relevant. Certification of educators is also required to confirm qualifications.

Currently, the Ministry of Education of the Russian Federation is developing new criteria for assessing the professional suitability of teaching staff:

  1. Upon successful completion of the certification, the commission issues a conclusion on suitability for the position held.
  2. If the test is unsuccessful, the commission makes a decision on inadequacy for the position held.

According to this decision, the employment contract with the teacher may be terminated on the basis of clause 3, part 1, art. 81 Labor Code of the Russian Federation. However, we note that a verdict of inadequacy for the position held does not require the mandatory dismissal of the teacher. An employer, for example, can send an employee who has not passed the certification to advanced training courses so that after completion he can take it again.

Also, a teacher cannot be fired in the case where there is a possibility of his transfer with his written consent to another, lower position or lower paid job. It will also not be possible to dismiss a teaching employee if he is included in the list of persons specified in Art. 261 Labor Code of the Russian Federation.

Voluntary

Any educator can express a desire to take the test to improve their level and submit an application independently.

The stages of voluntary verification include:

  1. Verification of the submitted application.
  2. Determining the deadline for passing the test. Please note that the inspection period cannot exceed 60 days from the start of the inspection until the decision is made.
  3. Written notification to the applicant of the time and place of the inspection. Notification is sent within 30 days.
  4. Subject's assessment.
  5. Registration of inspection results.

It is important to note that the validity period of the category is 5 years. You can submit a request to test your professional knowledge after 2 years have passed after receiving the previous level. In the event that a candidate has been refused certification, a repeated request can be sent no earlier than one year after the refusal.

If the teacher successfully passes the certification, the commission makes a decision on the teacher’s compliance with the requirements for the first (highest) category. The qualification is assigned on the same day and the salary at the new rate is paid from the day the qualification is assigned. An entry is made in the work book about the corresponding category without mentioning the subject taught.

If the teacher was unable to pass certification, the commission makes a decision on non-compliance with the requirements. Those who passed for the first category remain without a category and are required to undergo testing for suitability for the position held.

If the teacher passed the test for the highest category, then in case of failure he will have the first one until its expiration date. After the end of the term, you will need to either confirm the first category or be certified for the highest.

The decision of the certification commission can be appealed in accordance with the “Procedure for certification of teaching staff.” An application for appeal can be submitted to the labor dispute commission at the regional education authority or to the court. An application to the court must be submitted before the expiration of 3 months when the employee learned of a violation of his right.

The priority direction of my work is strengthening the health of children. In my teaching activities I use modern health-saving technologies: I organize optimal motor activity for children, various types of hardening, acupressure, breathing exercises, articulation exercises, finger exercises, physical education, dynamic breaks, corrective exercises after sleep, play stretching, music therapy, fairy tale therapy, aromatherapy. I provide health improvement for children using modern technical means: I use ionizers and air humidifiers. From January 2010 to January 28, 2013, MADOU No. 215 was a regional experimental site in the direction of “Health-saving support of the educational process, as a condition for the implementation of the priority national project “Education”.
