A new transport interchange scheme at the exit from Yekaterinburg to Chelyabinsk has been agreed upon.

On November 1 (), a new one-level interchange on the Chelyabinsk Highway at the intersection with the EKAD begins operating. It will replace a traffic light at this location, presumably reducing congestion and allowing trucks and cars to easily change directions.

True, the disadvantages of such a scheme were also mentioned. Against that. In his opinion, interchanges of this type give rise to accidents, and in addition, as part of the construction of the third stage of the EKAD, a “full clover” interchange will be built in the same place. At least it looks like a complete clover in the last diagram of the third stage, that is, it’s kind of temporary.

And yet, despite the dissatisfaction of the traffic police, work on the construction of such a long interchange has already been completed by 70%. Uralupravtodor invited journalists to see how the facility was being completed.


On the road near the gardens they built a ring like this (the traffic light behind which Yuri Demin stood seemed to be in front of us, but from here it is almost invisible). There will be a similar half-ring-loop on the other side of the traffic light. For now, only workers are here - transport is not allowed.

The bus must demonstrate how heavy trucks, buses or other large vehicles will pass here - how safe it will be for them and for those traveling along the highway.

The head of the Uralupravtodor, Alexey Borisov, says: the population will soon begin to inform the population that from Chelyabinsk the turn that goes to the EKAD will be one-way, only to the right. The rebuilding zone will be 780 meters.


The total length of the interchange is 2.7 km (and if “stretched in one line, then about 6 km) and it costs all 280 million rubles. According to Borisov, the guarantee that there will be no accidents is full compliance with the standards (by radius , if possible, change lanes smoothly, and so on).



280 million is not only asphalt and road work, but also lighting, and passages with elevators above the highway - at the 191st and 193rd kilometers, behind the "semi-rings", as well as new stops and a new exit to the gardens.


This is what is behind the "semi-ring". Approximately where the yellow sign is visible, an overpass with a lift for people with disabilities (or wheelchairs) will appear. They will start collecting it soon (collection period is 15-20 days). The stop will also be moved there from the traffic light. All this should be ready by November 1 - according to Uralupravtodor, the contractor is working on schedule (that is, there is only a month and a half left - we will check).

There was an unexpected situation on the bypass: right during the visit of the director of Uralupravtodor, the road block limiting the construction site of the interchange was blown away by the wind onto a BMW!




We ask Alexey Borisov: what about the argument that such an interchange is a temporary solution before the reconstruction of the 3rd stage of the EKAD? Was it worth spending 280 million to immediately build a “clover” in 3-5 years?


– Indeed, which will be fulfilled. But there are no waste jobs. The two projects have been fully agreed upon. And for the new transport interchange you will only have to rearrange 18 lighting poles. That's it, nothing more. One will not interfere with the other,” notes Borisov.


In general, judge for yourself. The future “clover” interchange of the Chelyabinsk Highway - EKAD in this place is the far right on the diagram of the third stage of the EKAD. It will probably be built in 2020-2022.

We go to look at the other pole of the interchange. Here is its approximate middle: the same traffic light regulation that they want to send to the past.


– The scheme will start operating in 20 days, we will do a “test run” because the State Traffic Inspectorate in the person of its head, Yuri Demin, had doubts. We agreed that from October 10 we will close the intersection that exists - adjacent to the EKAD - with water-filling blocks and start trial traffic. Let's see, we will show such an organization of movement. Unfortunately, he is not familiar with it yet, there is no such practice, but such interchanges have been operating in the Russian Federation for more than 30 years. I don’t see any problems in this - the interchange will completely satisfy all the traffic intensity and capacity here,” says Borisov.


This stop will not be here - it will be moved behind the traffic lights, to the gardens. More precisely, they will simply remove it and build a new one there.



By the way, the second overpass with an elevator - after the loop - will be approximately in this place.

The Yekaterinburg Transport Council today agreed on a “four-leaf clover” scheme for the construction of an interchange connecting the Yekaterinburg Ring Road (EKAD) and the Chelyabinsk Highway. During the meeting, it turned out that the site, located on the territory of one of the “leaves” (turns), is leased from the Ventor company, which planned to build an outlet on it for 4 billion rubles. The authorities of Yekaterinburg intend to seize the plot with payment of compensation, but the tenant does not yet agree to the proposed conditions.


At a meeting of the Yekaterinburg Transport Council, two options were proposed for the construction of a “clover” interchange on the territory of the M5 Ural highway at the junction of the Yekaterinburg Ring Road (EKAD) and the Chelyabinsk Highway. The designer in both cases was the Uraldortekhnologii company.

According to the first option, by 2020 a “four-leaf clover” interchange will appear on a site with a total area of ​​51.5 hectares. The second option for the interchange involves the construction of a “three-leaf” interchange. The fact is that the territory that the fourth “sheet” may occupy has been leased to NSK-Development (a subsidiary of Ventor LLC) since 2010 for the construction of a multifunctional shopping center. The director of Uraldortekhnologiya, Dmitry Bakhirev, advised the transport council to agree on the option of building a “quatrefoil”. “The construction of both options will cost 2.5 billion rubles, the length of the ramps will be 4 km, but the second option will be 100 m shorter. In addition, the second option, due to the detour of the leased area, will reduce the speed limit and capacity of the road,” explained Mr. Bakhirev.

The director of NKS-Development, Sergei Lekomtsev, who was present at the meeting, did not agree with this. “The lease agreement is concluded until 2021. Our plans include the construction of an American Hines outlet; investments in the project could amount to about 4 billion rubles. There is an agreement with the investor, but for now we had to postpone the implementation of the project due to sanctions,” said Mr. Lekomtsev. He explained to Kommersant that he categorically disagrees with the decision of the city administration, and he has not received any proposals to replace the site. According to him, the size of the outlet's retail space could be 45 thousand square meters. meters, and the company will cope with its construction by 2021.

Let us recall that in 2013 the city administration issued a permit for the construction of a multifunctional shopping center Ventor LLC at the intersection of the EKAD and the Chelyabinsk Highway. This decision was supported by the chairman of the architectural and urban planning council, Mikhail Vyatkin. In October 2015, the transport council approved the construction of a “three-leaf” interchange taking into account the interests of the tenant, but later changes occurred in the alignment of the EKAD - the road was moved south. Therefore, the project was again submitted to the transport council for consideration.

Deputy head of the city administration for urban development, transport and ecology Evgeniy Lipovich explained that in this case the city authorities cannot take into account the interests of business. “There are regulations, we must listen to them,” said Mr. Lipovich.

According to experts, legally the administration has grounds to seize the site for municipal needs. “The administration may terminate the contract unilaterally by notifying the tenant and paying possible damages due to emergency circumstances. In addition, the lease agreement contains a provision on the rights of the lessor to terminate the agreement unilaterally if the tenant violates certain conditions,” Artem Denisov, managing partner of the Genesis law firm, told Kommersant.

Roads should be for traffic, not for traffic jams. This is how we can outline the approach to the work of the new management of FKU Uralupravtodor. For the second year, the team under the leadership of Alexey Borisov has been putting things in order on highways in its area of ​​responsibility - 2,380 kilometers in four constituent entities of the Federation.

In order to report on the progress of the summer repair campaign, Yekaterinburg journalists were taken to show the fight against traffic jams. We didn't have to travel far. The merger of the EKAD with the Chelyabinsk Highway is the famous “traffic jam” at the exit from the metropolis. As they say, on “market day” there is no crowd there. You can stand there for more than half an hour.

The picture is set to change from 1 November when the new interchange scheme goes into operation. The traffic light, like the melon sellers in front of it, will become a thing of the past. The turnaround circles at kilometer 191 and kilometer 193 will replace the current T-junction.

The road workers had a difficult dispute with the leadership of the Sverdlovsk traffic police, who still claim that the road novel will not benefit motorists. The truth will be revealed even before November - testing of the interchange will begin on October 10, when the traffic light goes out.

According to Alexey Borisov, this type of interchange has been used in different regions of Russia for thirty years. And Yekaterinburg has only just gotten there.

Briefly, the essence of the reform can be explained as follows. Those traveling from the EKAD towards Chelyabinsk initially go along the one-way branch to Dimitrova Street and turn left in the direction they need in the area of ​​the Nizhneisetsky cemetery. Those coming from Chelyabinsk on the EKAD can freely turn right at the former traffic light intersection, where one-way traffic will also be organized.

Those who leave Dimitrova Street and need to exit to the EKAD must drive a couple of kilometers from the city, make a left turn at the semi-circle and also exit to the former traffic light.

An almost three-kilometer section of the M-5 highway is expanding on the sides. In fact, the old road will become a lawn. Its width will form the radius of the semi-rings, so that even a long vehicle or a tourist bus can turn around safely there.

To demonstrate this maneuver, a bus was used that brought journalists. He turned around quite comfortably and, without interfering with passing traffic participants, was ready to join the traffic flow.

Summer residents will receive tangible benefits from the modernization of this site. They had a local asphalt driveway built along the fence. And for pedestrians there will be two overpasses, including lifts for people with limited mobility. There will also be bus stops there. To top it all off, this entrance to the Ural capital will be properly illuminated.

During testing, the traffic light will remain in place, but road workers have no doubt that in the end, by November 1, it will be completely dismantled as unnecessary.

In the current repair season, FKU Uralupravtodor will bring a total of 240 kilometers of roads in the Sverdlovsk region to standard condition. As Alexey Borisov emphasizes, by January 1, 2016, only 53% of the 588 kilometers of federal highways in the region were regulated. By the upcoming New Year, this figure will increase to 87%!

One of the main tasks is to bring the entire section of the M-5 highway to the border of the Sverdlovsk and Chelyabinsk regions to the 1st technical category by 2019. In particular, a major overhaul of six kilometers of road leading to this border is planned next year. The cement-concrete coating had served its warranty for a quarter of a century back in 2005. Now it will have to undergo an update for about 600 million rubles.

No less important and problematic is the Yekaterinburg – Tyumen highway. Transit transport passages through Beloyarsky and Bogdanovich are considered bottlenecks there. How many epithets the railway crossing in Bogdanovich has earned! This is where traffic jams can take hours.

Road workers are designing bypasses for these two municipalities. Russian Transport Minister Maxim Sokolov gave his green light to the novel during a recent visit to the Sverdlovsk region. It is planned to begin implementation in 2019, and by 2022, the Yekaterinburg-Tyumen highway, if the state of the federal budget is favorable, can become four lanes - two in each direction.

Work is also progressing rapidly on the Yekaterinburg-Shadrinsk-Kurgan highway. The approach to the border with the Trans-Urals was completed several months ahead of schedule. The 75-kilometer section of the Yekaterinburg-Perm highway, which in the future will become part of the Yamal highway from Nizhnekamsk to Salekhard, is also being brought into standard condition.

Alexey Borisov notes that thanks to the efforts of road workers, 6 accidents were eliminated in the Sverdlovsk region. The cleared traffic jams have not yet been counted - we must wait until November, when the repair season ends.
