Applying for certification

To carry out certification, the applicant sends an application to the Certification Body (ANO DPO "MCITO") in one of two ways:

Making a decision on the application

The applicant receives a response on the decision on the received application within no more than one month after receipt of the application. The Government and expert communities are discussing the addition of the national project “Education”. It is not known whether officials will agree to such a proposal, but now another experiment is taking place in the Russian Federation - a new model for teacher certification is being tested within the framework of the same national project “Education”. Its main difference is that teachers must undergo an independent qualification assessment based on the use of unified federal assessment materials. No portfolio, certificates or other materials proving that a specialist teaches children well will be needed. It is planned that certification will begin in 2020 using the new model. At the same time, the division into mandatory and voluntary will remain, and the frequency of inspections will not change.

What is the current time frame for certification?

Certification for compliance with the position held in a preschool educational institution of a teacher (2019) is carried out, depending on its type, in the following terms:

  1. Certification of teaching staff in order to confirm compliance with the position held. It is mandatory and takes place within the time limits determined by the legislation of the Russian Federation. It must be carried out at least once every 5 years. This type is a test of professional suitability for the position held.
  2. Certification of teaching staff to establish a qualification category is voluntary and is carried out at the request of the employee. This type is a test of professional suitability for promotion.

If the category is valid for 5 years, you can be re-tested after 2 years from the date of receipt of the previous category. If an applicant is denied re-examination, he or she may reapply 1 year after the denial.

According to the regulations on the planned certification of teachers, the period for confirming compliance with the position held is 5 years. Consequently, in 2019, teaching staff certified in 2014 will be sent to it.

To undergo verification of suitability for the position held, the employee is sent by the head of the educational institution.

If the category is not confirmed on time, it will be cancelled.

  • an employee who has the first category must apply for certification to receive the first category and go through the general procedure;
  • if a teaching worker had the highest category, then it will be demoted to the first, and there is no need to wait two years to apply for the highest category (this means if the person has already held this position for two years).

At the same time, qualification categories assigned before 01/01/2011 remain valid for the period for which they were assigned. However, the rule according to which a teacher who has worked in the profession for 20 years was assigned the second category “for life” is cancelled. These teachers must also be certified every five years.

Mandatory

Testing for the professional suitability of preschool teachers is carried out every five years. Exceptions are made for persons who are excused from taking the test for valid reasons. These include:

  • pregnant women. For them, the test is carried out no earlier than two years after the teacher returns to work from maternity leave;
  • employees with less than 2 years of work experience;
  • employees who have spent more than 4 months on continuous sick leave. It is recommended that they undergo testing within 12 months of their return to work.

The knowledge testing procedure consists of several stages:

  1. Formation of the certification commission.
  2. Preparing a list of those being certified and drawing up a schedule for the inspection.
  3. Formation of an idea for each subject.
  4. The procedure itself.
  5. Estimation and presentation of results.

If in previous years teaching experience of 20 years or more was a guarantor of lifelong retention of the second category, today there is no such relaxation. Certification of educators is also required to confirm qualifications.

Currently, the Ministry of Education of the Russian Federation is developing new criteria for assessing the professional suitability of teaching staff:

  1. Upon successful completion of the certification, the commission issues a conclusion on suitability for the position held.
  2. If the test is unsuccessful, the commission makes a decision on inadequacy for the position held.

According to this decision, the employment contract with the teacher may be terminated on the basis of clause 3, part 1, art. 81 Labor Code of the Russian Federation. However, a verdict of inadequacy for the position held does not require the mandatory dismissal of the teacher. An employer can send an employee who has not passed the certification to advanced training courses, so that after completion he can take it again.

But a teacher cannot be fired if there is a possibility of his transfer with his written consent to another, lower position or lower paid job. It is also impossible to dismiss a teaching employee if he is included in the list of persons specified in Art. 261 Labor Code of the Russian Federation.

Voluntary

Any educator can take the test to improve their level and submit an application independently.

The stages of voluntary verification include:

  1. Verification of the submitted application.
  2. Determining the deadline for passing the test. The inspection period cannot exceed 60 days from the start of the inspection until the decision is made.
  3. Written notification to the applicant of the time and place of the inspection. Notification is sent within 30 days.
  4. Subject's assessment.
  5. Registration of inspection results.

The category is valid for 5 years. You can submit a request to test your professional knowledge after 2 years have passed after receiving the previous level. If a candidate has been refused certification, a repeated request can be sent no earlier than one year after the refusal.

If the teacher successfully passes the certification, the commission makes a decision on the teacher’s compliance with the requirements for the first (highest) category. The qualification is assigned on the same day, and the salary at the new rate is paid from the day the qualification is assigned. An entry is made in the work book about the corresponding category without mentioning the subject taught.

If the teacher was unable to pass certification, the commission makes a decision on non-compliance with the requirements. Those who passed for the first category remain without a category and are required to undergo testing for suitability for the position held.

If the teacher passed the test for the highest category, then in case of failure he will have the first one until its expiration date. After the end of the term, you will need to either confirm the first category or be certified for the highest.

The decision of the certification commission can be appealed in accordance with the “Procedure for certification of teaching staff.” An application for appeal can be submitted to the labor dispute commission at the regional education authority or to the court. An application to the court must be filed before the expiration of 3 months from the day the employee learned of a violation of his right.

Currently, both the state, employers, and employees at all levels are interested in the personnel certification procedure. Every working person must be aware of their potential, continuously update their existing competencies and receive official confirmation of their presence as their main property, ensuring professional success and increasing the level of social security.

Certification is a procedure during which the competent authority confirms the level of competence and qualifications of an employee. The basis of the certification procedure is a professional standard, which contains qualification requirements for knowledge, skills and abilities according to the type of professional activity of a specialist, as well as the level of his education and professional training.

In 2012, Federal Law No. 236-F3 dated December 3, 2012 amended Article 195.1 of the Labor Code of the Russian Federation, which legislated the concepts of qualifications and professional standards on which certification is based.

A professional standard is a characteristic of the qualifications necessary for an employee to carry out a certain type of professional activity. Qualifications - demonstration of personal qualities, education, training and work experience.

The main tasks solved during the voluntary certification procedure:

Periodic verification of professional qualifications for compliance with accepted criteria;

Confirmation of the professional and social status of the teacher, his level of qualifications in a certain field;

Stimulating the professional development of teaching staff, creating a system of moral and material incentives in accordance with the existing remuneration system;

Using certification as a means of increasing management efficiency in education: selecting participants in professional competitions, forming a reserve for positions of heads of educational organizations.

Managers and teaching staff of educational organizations (regardless of their organizational and legal form) can take part in certification. Applicants for certification must pass certification, have higher education and experience

work for at least three years, as well as perform job duties efficiently and fully and have certain professional achievements.

Voluntary certification of heads of professional educational organizations in the Kemerovo region began on 09/01/2014, and teaching staff - on 01/01/2015. Order of the Department of Education and Science of the Kemerovo Region dated 05.05.2014 No. 815 approved the prepared changes and additions to the previously developed Regulations on the procedure for voluntary certification of management and teaching staff of the education system of the Kemerovo Region, in accordance with which scientific, methodological, information and organizational and technical support certification procedures for employees of educational organizations of secondary vocational education, the preparation of information and analytical materials for the certification commission of the Department of Education and Science of the Kemerovo Region is provided by the State Budgetary Institution of Further Professional Education "Kuzbass Regional Institute for the Development of Vocational Education" (laboratory for certification of teaching staff of educational institutions of vocational education, now - certification and certification laboratory employees of professional educational organizations).

In the process of preparing for this procedure, the State Budgetary Institution of Further Professional Education "KRIRPO" developed and approved rules for passing computer testing, a memo for the test taker on working with the Sunrav WebClass system. The laboratory, together with the departments of management and economics, pedagogy and psychology of vocational education, prepared test material for computer testing for each category of workers.

A training seminar on the voluntary certification procedure was held for managers and specialists of methodological services of professional educational organizations in September 2014, at which participants received the necessary methodological recommendations on preparing for certification, the procedure for its implementation and execution of established documents. In order to prepare experts to participate in the certification commission, in October 2014, training was organized and conducted for 29 people under the additional professional development program “Theo-

ry and methodology of pedagogical examination of the activities of educational institutions of general and vocational education and monitoring of state educational standards.” During the course training in October 2014, trial testing was conducted for managers and teachers in order to test and refine the test material.

Certification in the form of computer testing is carried out in the following sections:

for executives:

Regulatory and legal foundations of management activities; theory and practice of pedagogical management; education quality management; psychology of management; financial and economic activities; administrative and economic activities; organization of additional education; clerical work in an educational organization; effectiveness of management activities.

for teaching staff:

Regulatory and legal foundations of pedagogical activity; psychological and pedagogical aspects of the educational sphere; theory and practice of the taught subject, educational field (subject competence, mastery of modern pedagogical technologies, tools and methods), ensuring the quality of education; interaction with subjects of society and socio-pedagogical activities, work with parents.

Currently, all professional educational organizations in the Kemerovo region have taken part in the voluntary certification procedure.

From 09/01/2014 to 12/31/2015, management employees submitted 268 applications for voluntary certification, pedagogical employees - 1202. 32 people did not appear for computer testing for a good reason for the entire designated period. 1,494 people successfully passed computer testing and received certificates of the level of professional competence, including 263 certificates of a high level of professional competence, ensuring the quality of leadership activities, 1,041 certificates of a high level of professional competence, ensuring the quality of teaching activities. Are there any problems today in carrying out the voluntary certification procedure? Certainly. And they are mainly related to the content and design of documents submitted by professional educational organizations. Application for the voluntary certification procedure

Submitted on the letterhead of the educational organization before the 5th day of each month of the academic year;

The list of employees is compiled in alphabetical order;

In the “Experience” column, only teaching experience is indicated for teaching staff, and managerial experience for managers, since managerial and teaching staff who have a full three years of managerial (teaching) experience are eligible for certification;

In the column “Certification results” the first, highest category or compliance with the position held is indicated. If the certification period expires and the documents are submitted to the State Institution “Regional Center for Monitoring the Quality of Education” (Kemerovo, Krasnaya St., 23), then this column indicates the registration number of the application and the date of registration of the application (for example: first, No. 4322 dated 22.05 .2015).

A copy of the certification sheet for teachers, industrial training masters and other categories of teaching staff (even if the validity period has expired) must be included in the package of documents.

In the upper right part of the application, the position of the pedagogical worker (teacher, social teacher...) is indicated in accordance with the Decree of the Government of the Russian Federation of 08.08.2013 No. 678 “On approval of the nomenclature of positions of teaching staff of organizations carrying out educational activities, positions of heads of educational organizations”; At the end of the application, a date and signature must be placed.

A petition for the head of an educational organization is signed by the head of the secondary vocational education department of the Department of Education and Science of the Kemerovo Region, for teaching staff - by the director of the educational organization and a representative of the collegial governing body of the educational organization (the chairman of the trade union committee, or the board of trustees, or the council of the labor collective).

If the surname on the diploma differs from the surname on all other documents, a copy of the marriage or divorce certificate must be attached.

A copy of the work record book is made in full and certified with the stamp “Copy is correct.” On the last page, in blue ink, there should be a handwritten note from the head of the HR department (or another authorized person) “Continues to work to this day.”

Copies of documents must be on blank sheets.

Documents are submitted in a folder, where the first page is the title page, which indicates the name of the educational organization in accordance with the charter.

The certification procedure can be completed an unlimited number of times, since the certificate is issued for a period of two years.
