Today it is difficult to find at least one student who would not be affected in one way or another by reforms in the educational sphere. Having gotten a little used to such terms as GIA and Unified State Examination, I very quickly had to get used to the new Unified State Examination and State Examination. However, changing the abbreviations did not add clarity to the essence of these concepts.
Exam in 9th grade - GIA, OGE or GVE, what is the difference?
What is OGE?First of all, the OGE and GVE are parts of an integral system (State Final Certification) in accordance with the Order of the Ministry of Education and Science of the Russian Federation of December 25, 2013 and are carried out in the 9th graduating class. That is, the State Examination, as defined by law, can take place in two forms − GVE And OGE:
1) The OGE is carried out using CMM (control measuring materials) for all students in secondary educational institutions of the country and persons with foreign citizenship, stateless people, refugees, migrants who have independently mastered the entire required volume of the educational program and have access to the State Examination.
2) GVE is carried out through a written and oral examination - texts, topics, assignments, tickets, tests - for all students of closed special secondary educational institutions, including those serving a sentence of imprisonment, and people with disabilities.
As for the definitions themselves, the decoding of the OGE is as follows - “Main state exam”. Accordingly, the GVE is the “State Final Exam”. They are mandatory for all students completing 9th grade and consist of two compulsory subjects (mathematics and Russian language) and two elective disciplines.
What is GVE?
This format of the unified state exam is taken by all ninth and eleventh graders who have any limitations due to their health or are studying in specialized closed institutions. The rest, who do not have health problems, undergo GIA in the form of OGE according to standard tests (KIMam).
However, in the coming year, the education department has already envisaged some changes in the state examination system. For example, GIA (OGE) 2015 will begin no earlier than May 25 for all compulsory subjects and no earlier than April 20 for the rest. All information regarding the OGE will be published in the media and on the official websites of educational authorities until April 1.
Changes in State Examination 2015 (OGE)
In the OGE 2015, changes will also affect the issuance of a matriculation certificate. Now, to obtain it, you must pass at least four exams (two mandatory and two optional) with a grade of at least “satisfactory.” In addition, mathematics and Russian language, as before, remain unchanged for the test. The remaining academic subjects are individually selective for each student and make up a list of twelve disciplines, including the OGE in English: physics, chemistry, computer science, geography, social studies, literature, history, biology, German, Spanish and French. As for the content and procedure for conducting the State Examination, the structure of the measuring materials and the duration of the exam itself remain unchanged.
Thus, OGE and GVE are, in essence, two names for one general process of passing final exams, the difference of which lies only in minor positions.
The OGE and GVE schedule for 9th grade graduates for 2020 has been published
The USE and GVE schedule for 11th grade graduates for 2020 was published on the official website of the regional information processing center of the city of Moscow.
Examinations are held in early, main and additional periods, each of which has reserve periods.
Early period
During the early period, exams are held optionally for all categories of participants in the Unified State Examination and the State Examination, but not earlier than March 1. For participants in the OGE and GVE, exams are held no earlier than April 20 if the participants have valid reasons, documented.
In 2020, the early period for graduates of the 11th grade will take place from March 20 to April 13, for graduates of the 9th grade - from April 21 to May 16.
Main period
During the main period, all categories of participants in the OGE, Unified State Exam and State State Examination can take exams. For graduates of previous years, the Unified State Exam and State Examination are held during the reserve periods of the main period.
In 2020, the main period for 11th grade graduates will be from May 25 to June 29, for 9th grade graduates - from May 22 to June 30.
Additional period (September terms)
At this stage, current year graduates are given the right to take the Unified State Examination in basic-level mathematics and the Russian language or the State Examination in mathematics and the Russian language if they received unsatisfactory results in these subjects, or received a repeated unsatisfactory result in one of these subjects during the reserve periods of the main period.
The OGE and GVE-9 are taken in the additional period by ninth-graders who received unsatisfactory results in more than two academic subjects, or who failed one or two subjects again in the reserve period of the main period.
In 2020, the additional period for graduates of the 11th grade will take place from September 4 to 22, for graduates of the 9th grade - from September 4 to 18.
2. What is the difference between the Unified State Exam, OGE and GVE?
State final certification (FSA) is carried out in the form of the main state examination (OSE), the unified state examination (USE) and the state final examination (GVE).
GIA in the form of OGE(main state exam) is conducted for ninth-graders in two compulsory subjects (Russian language and mathematics) and two elective subjects: physics, chemistry, computer science and information and communication technologies (ICT), biology, history, geography, English, German, French, Spanish, literature, social studies. The results of the OGE, GVE-9 are assessed on a five-point scale. Successful completion of the OGE gives the right to receive a certificate of basic general education and continue studying at a school or secondary vocational education organization.
Participants with

Unified State Exam results are assessed on a 100-point scale (basic level mathematics - on a five-point scale). To obtain a certificate of secondary general education, it is enough to obtain a minimum number of points in Russian language and mathematics (basic or specialized level).
The results of the Unified State Examination are taken into account by higher educational institutions as the results of entrance tests (except for basic level mathematics).
GIA in the form of GVE(state final exam) participants with Persons with disabilities, disabled children, people with disabilities, as well as those studying at home due to health reasons, take the GIA in special conditions.
Based on the conclusion of the medical organization and on the recommendation of the psychological-medical-pedagogical commission, the exam can be organized at home or in a medical organization.

Since 2014, all graduates of ninth grades of Russian schools are required to pass the state final certification (GIA) in the format of the main state exam - OGE, which is why it is often called GIA 9. What is the difference between OGE and GIA
GIA is an annual control of the knowledge of graduates in basic state programs of secondary (grade 11) or basic (grade 9) general education, which is carried out to verify compliance of the level of mastery of educational programs with the requirements of federal standards.
The OGE is the main of the three forms of conducting the State Examination, provided for graduates of the 9th grade. In fact, this is an analogue of the Unified State Exam for eleventh graders. The abbreviation OGE stands for “main state exam,” that is, mandatory for all ninth-graders. As part of the certification, the knowledge of schoolchildren acquired throughout their studies in secondary school, starting from the fifth grade, is tested.
Additional forms GIA-9
GIA in 9th grade can also be held in the following format:
- GVE (state final exam), which is conducted as an oral or written test using tickets, texts, and various kinds of tasks for ninth-graders who studied:
- in closed correctional institutions;
- outside the Russian Federation;
- on the territory of Crimea in 2014-2018,
and for students with disabilities.
- a special form established by regional executive authorities - in this form, GIA 9 is carried out for those who, as part of the general education program, studied national literature and language and chose an exam in their native language and/or literature for the final certification.
How is the OGE conducted?
All GIA 9 exams are held in schools according to a single schedule drawn up by the Ministry of Education and Science, and each year begin no earlier than May 25 (except for the early period, which usually starts on April 20). The interval between mandatory examinations cannot be less than two days.
The OGE starts at 10 am, but you must arrive at the PPE (exam point) by 9. Participants are given sets of CMMs (control measuring materials - forms with tasks). This is followed by instructions to explain the general procedure for conducting the exam and the rules for preparing the work.
After all examinees fill out the registration fields and the organizers check the correctness of the entries, the start and end times of writing are announced - it is recorded on the information stand or simply on the board. Only after this does everyone start working.

On the OGE in Russian you can use spelling dictionaries, on the mathematics exam you can use reference books with formulas (these materials are contained in the KIM), but calculators are prohibited. To complete assignments in literature, you are allowed to refer to the full texts of works of fiction.
It takes no more than 10 days to check exam papers. The results in raw scores are then converted to a 5-point system.

In general, there is nothing supernatural or insurmountable in the OGE. The questions in the exam KIMs will be composed similarly to those offered by the Institute of Pedagogical Measurements for training and preparation, so there is an opportunity to improve your skills and eliminate gaps in knowledge. Early period
Participants of the GIA-9 who, for good reasons, confirmed by documents, are not able to pass the GIA within the main deadlines, can pass the GIA in an early period, but not earlier than April 20
Additional period
Participants of GIA-9 who did not pass the final certification or received unsatisfactory results are given the right to pass GIA-9 in the relevant academic subjects in an additional period, but not earlier than September 1.

Rules and procedure for conducting the OGE
General information
The mastery of educational programs of basic general education ends with mandatory state final certification (hereinafter referred to as GIA) in the Russian language and mathematics and two subjects of the students’ choice.
Elective exams are taken in the following subjects: literature, physics, chemistry, biology, geography, history, social studies, foreign languages (English, German, French and Spanish), computer science and information and communication technologies (ICT), as well as in the native language from among the languages of the peoples of the Russian Federation and literature of the peoples of the Russian Federation in their native language from among the languages of the peoples of the Russian Federation (for students in educational programs of basic general education who have studied their native language and native literature and have chosen to take an exam in their native language and (or) native literature to pass GIA).
If the organization of educational activities in educational programs of basic general education is based on differentiation of content taking into account the educational needs and interests of students, ensuring in-depth study of individual academic subjects, subject areas of the relevant educational program (specialized training), then the organization of individual selection for admission or transfer to state and municipal educational organizations to obtain secondary general education with in-depth study of individual academic subjects or for specialized training is permitted in cases and in the manner provided for by the legislation of the constituent entity of the Russian Federation.
In this case, the executive body of the constituent entity of the Russian Federation exercising public administration in the field of education has the right to issue regional regulatory legal acts regulating the procedure for admission to specialized classes. The specified regulatory legal acts may provide for the requirement to provide State Examination results in academic subjects to the relevant academic subjects of the selected profile. An educational organization does not have the right to independently establish this requirement.
The GIA is carried out in the forms of the main state exam (hereinafter - OGE) and the state final exam (hereinafter - GVE).
OGE is a form of state final certification for educational programs of basic general education. When conducting the OGE, control measuring materials of a standardized form are used.
GVE– GIA form in the form of written and oral exams using texts, topics, tasks, tickets.
OGE participants
Students who do not have academic debt and have completed the curriculum or individual curriculum in full (with annual grades in all academic subjects of the curriculum for grade IX not lower than satisfactory) are admitted to the State Academic Examination. The participants of the OGE are:
students of educational organizations, including foreign citizens, stateless persons, including compatriots abroad, refugees and internally displaced persons who have completed educational programs of basic general education in full-time, part-time or part-time forms, as well as persons who have completed educational programs of basic general education in the form of family education or self-education and admitted to the OGE this year.
Organization of submitting an application for participation in the State Examination
To participate in the OGE, students must submit an application with a list of selected educational subjects and consent to the processing of personal data (mandatory condition) to the educational organization before March 1 (inclusive) of the current year.
An application for participation in the OGE is submitted to the places of registration determined by the JIV and published on the official website of the JIV before December 31 of the current year.
The said application is submitted by students personally on the basis of an identification document, or by their parents (legal representatives) on the basis of an identification document, or by authorized persons on the basis of an identification document and a power of attorney executed in the prescribed manner.
The exam schedule and the necessary information about the procedure for conducting the OGE are published on the official website of the Federal Service for Supervision in Education and Science (obrnadzor.gov.ru) and the OIV of the constituent entity of the Russian Federation.
After March 1 of the current year, students have the right to change (add) the list of exams specified in the application only if they have valid reasons (illness or other circumstances confirmed by documents). In this case, students submit an application to the State Examination Committee indicating the amended list of academic subjects for which they plan to pass the State Examination, and the reasons for changing the previously declared list. This application must be submitted no later than one month before the start of the relevant exams.
A specific decision on whether the reason for changing (addition) by OGE participants to the list of educational subjects specified in applications is respectful or disrespectful is within the competence of the State Examination Committee of the constituent entities of the Russian Federation, which makes it for each OGE participant separately.
Students with disabilities, disabled children and people with disabilities, if desired, have the right to take the GIA in the form of the OGE.
When submitting an application, students with disabilities submit a copy of the recommendations of the psychological-medical-pedagogical commission, and students with disabilities and disabled children - the original or a duly certified copy of a certificate confirming the fact of disability, issued by the federal state institution of medical and social examination.
Conducting the OGE
On the day of the exam, the OGE participant arrives at the examination point (PPE) at least 45 minutes before the start.
A participant in the OGE is included in the PES only if he has an identification document and if he is on the distribution lists for this PES. If the participant does not have an identification document, his identity is confirmed by an accompanying person from the educational organization through which he was admitted to the State Examination.
On the day of the exam, the OGE participant must have a gel or capillary pen with black ink.
During the Russian language exam, an OGE participant is allowed to use spelling dictionary, issued by the organizers in the audience. Dictionaries are provided by an educational organization on the basis of which the PPE is organized, or by educational organizations whose students take the exam in the PPE. The use of personal spelling dictionaries by OGE participants is prohibited.
During the mathematics exam, the OGE participant is allowed to carry and use a ruler. Reference materials containing the basic formulas of the mathematics course of the educational program of basic general education (hereinafter referred to as reference materials) are received by the OGE participant along with the examination materials. The use of personal reference materials by OGE participants is prohibited.
During the chemistry exam, the OGE participant is allowed to carry and use a non-programmable calculator. The periodic system of chemical elements by D.I. Mendeleev, the table of solubility of salts, acids and bases in water and the electrochemical series of metal voltages, the necessary laboratory equipment, the OGE participant will receive along with the exam materials.
During the physics exam, the OGE participant is allowed to carry and use a non-programmable calculator. The OGE participant will receive the necessary laboratory equipment along with the exam materials.
During the geography exam, the OGE participant is allowed to carry and use a non-programmable calculator and ruler. Geographical atlases for grades 7, 8 and 9 are provided by the educational organization on the basis of which the PPE is organized, or by educational organizations whose students take the exam in the PPE. The use of personal geographic atlases by OGE participants is prohibited.
During the biology exam, the OGE participant is allowed to carry and use a ruler, pencil and non-programmable calculator.
During the literature exam, the OGE participant is allowed to use the texts of works of art and collections of lyrics.
On the day of the exam, the OGE participant is prohibited from carrying communications equipment, electronic computer equipment, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information.
The OGE participant approaches the information stand (or is directed by the organizer), where the distribution lists for audiences are posted, and determines the audience where he is assigned to the exam. The organizers provide assistance to OGE participants in accommodation in the classrooms in which the exam will be held.
At the entrance to the PES, law enforcement officers and (or) employees of internal affairs bodies (police), together with the organizers, check the presence of the specified documents on students, establish the correspondence of their identity with the submitted documents, and check the presence of the indicated persons on the distribution lists in this PES.
When entering the classroom, the OGE participant leaves personal belongings in a specially designated place in the classroom, except those permitted for use during the exam.
The OGE participant takes a workplace in the audience in accordance with the distribution. Changing the workplace is not allowed.
Before the start of the exam, the OGE participant undergoes instructions and listens to information about the procedure for conducting the exam, the rules for preparing the examination paper, the duration of the exam, the procedure for filing appeals about violation of the established procedure for conducting the OGE and about disagreement with the assigned points, about cases of removal from the exam, as well as the time and the place where you can get acquainted with the results of the OGE. The organizers inform students that entries on the KIM for the OGE, texts, topics, assignments, tickets for the GVE and drafts are not processed or checked.
The organizer in the audience gives exam materials to the OGE participants (CMM, forms for recording answers, drafts, reference materials permitted for use, laboratory equipment (if necessary)). The OGE participant checks the completeness and quality of printing of examination materials. If an OGE participant discovers that exam materials are defective or incomplete, he contacts the organizer to obtain a new set of exam materials.
At the direction of the organizer, the OGE participant fills out the registration fields of the forms. The organizers check that students have filled out the registration fields of the examination paper correctly. After this (upon completion of filling out the registration fields of the examination work by all students), the organizer announces the beginning of the exam and records its start time on the board (stand), then the OGE participant begins to perform the examination work.
If there is not enough space on the answer form for tasks with a detailed answer, the OGE participant requests an additional form from the organizer. An additional form is issued to the OGE participant provided that the main form is filled out on both sides. In this case, the organizer indicates the number of the additional form in the previous answer form for tasks with a detailed answer. A participant in the OGE can use drafts when performing work and make notes in the CMM.
During the exam, on the OGE participant’s desktop, in addition to exam materials, there may only be:
· pen;
· identification document;
· tools approved for use in the exam in some subjects;
· medicines and food (if necessary);
· special technical means (for students with disabilities, disabled children, people with disabilities).
Students leave other things in a specially designated place in the classroom for personal belongings of students.
During the exam, OGE participants do not have the right to communicate with each other, move freely around the audience and PPE. During the exam, a participant in the OGE is allowed to leave the audience with the permission of the organizer, and move around the PES - accompanied by one of the organizers. When leaving the classroom, the OGE participant leaves exam materials and drafts on the desktop. It is prohibited to take examination materials out of classrooms and PPE or to photograph them.
Participants in the OGE who violate the established procedure for conducting the State Examination are removed from the exam. To do this, organizers or public observers invite an authorized representative of the State Examination Committee, who draws up an act of removal from the exam and removes persons
who violated the established procedure for conducting state inspection, from the PPE. The specified act is sent to the State Examination Office on the same day for recording when processing examination papers. If the violation of the exam procedure by the OGE participant is confirmed, the State Examination Committee makes a decision to cancel the results of the OGE participant in the relevant academic subject.
If a participant in the OGE cannot complete the examination work for health reasons or other objective reasons, he may leave the classroom. In this case, the organizers invite a medical worker and an authorized representative of the State Examination Committee, who draws up a report on the early completion of the exam for objective reasons. In the future, the OGE participant, if desired, will be able to take the exam in this subject on reserve days provided for by the schedule.
30 minutes and 5 minutes before the end of the exam, the organizers inform OGE participants about the imminent completion of the exam and remind them of the need to transfer answers from drafts to sheets (forms).
After the exam time has expired, the organizers announce the end of the exam and collect the exam materials.
OGE participants who have completed the examination work before the announcement of the end of the exam have the right to hand it over to the organizers and leave the PET.
Who takes the GIA
All schoolchildren who have completed 9 grades must take the State Final Certification. Based on passing the GIA, a ninth-grader can move to grade 10 or enter a secondary vocational education institution (college or technical school).
Students whose annual grades in all subjects are not lower than three are allowed to take the State Exam. Schoolchildren who have a grade of “2” in one (but not more) subject can take the GIA, provided that one of the exams is the subject in which the student received a D in the year.
Those students who have not received a certificate for one reason or another can also take the GIA.
How to pass State Examination Test
The format of the State Exam is very similar to the format of the Unified State Exam. Schoolchildren take 2 compulsory subjects (Russian language and mathematics) and 2 elective subjects. In addition, regional education authorities may introduce a mandatory fifth exam in a school-related subject. For example, for a school with in-depth study of the English language, a mandatory English exam may be introduced.
There are two ways to take the GIA:
With tickets in the traditional way;
According to the GIA-9 form.
At the same time, mandatory exams can be taken only in the GIA-9 form, which implies the use of CMMs (control and measuring materials), usually called tests. The exact method in which schoolchildren will take the exam is determined by the regional education authority independently. In addition, the regions themselves prepare forms for passing the State Examination - there are no universal forms, as for passing the Unified State Exam, in this case.
If a student receives a bad mark in one or two GIA subjects, he will be able to retake the subjects in additional terms. If the student fails to pass the exam even within the additional timeframe, then he has two options for the development of events: either instead of a certificate, he will be issued a certificate of completion indicating those subjects in which he has bad marks, or he will be sent to the second year.
If a student is not satisfied with the exam grade, he has the right to review his work, which was checked by members of the examination committee, and file an appeal within three days. In this case, a conflict commission is created, the terms and procedure of which are established in each region differently. The education management body discloses information about the work of the conflict commission no later than 2 weeks before the start of the State Examination.
State Examination Certificate
Those who successfully pass the exams receive a certificate of basic higher education. “Fivers” (those who have all exam and final grades of “5”) can receive a certificate of a special type.
If a student has passed the GIA in the GIA-9 form, he can receive an addition to the certificate - a certificate or certificate confirming the results of the exams.
