Algorithm for processing documents by applicants

The algorithm for processing documents is presented in Chapter III "Instructions on the procedure and conditions for admission of citizens of the Russian Federation to educational organizations of the FSB of Russia", approved by Order of the FSB of Russia dated May 20, 2014 No. 277.

III. The procedure and conditions for admission of citizens of the Russian Federation to educational organizations of the FSB of Russia for training in professional educational programs

24. Educational organizations of the FSB of Russia accept candidates for training in professional educational programs who have the level of education and age established by paragraphs 25, 26 of this Instruction, and who have been selected in accordance with paragraph 29 of this Instruction.

25. Candidates with at least secondary general education are accepted for training in professional educational programs. The presence of education is confirmed by documents on education (certificate of secondary general (secondary (complete) general) education, diploma of secondary vocational education or diploma of primary vocational education, if it contains a record of the bearer receiving secondary (complete) general education). Admission of candidates for training streams in educational programs of higher education from among those studying in educational organizations of the FSB of Russia in training streams in secondary vocational education programs is allowed in educational organizations of the FSB of Russia upon completion of training in secondary vocational education programs on a general basis.

26. Accepted for training*(6): citizens of the Russian Federation who have not undergone military service - aged 16 to 22 years inclusive; citizens of the Russian Federation who have completed military service, and military personnel undergoing military service by conscription or under contract - until they reach the age of 24 years. The age of citizens of the Russian Federation entering educational organizations of the FSB of Russia is calculated on the date of their enrollment in training.

27. Applications (reports) for admission to study at educational organizations of the FSB of Russia are submitted no later than March 1 of the year of admission: by citizens of the Russian Federation, including those who have completed military service, to the security authority at the place of residence or place of stay; citizens of the Russian Federation living on the territory of closed military camps, closed administrative-territorial entities - to the security authority in the troops; for military personnel performing military service under a contract in security agencies - to the head, head of the security agency; military personnel undergoing military service by conscription or under contract in other federal executive authorities - to the security authority in the troops at the place of military service. The application (report) indicates the names of the educational organization of the FSB of Russia and the training stream to which the candidate has expressed a desire to enroll.

28. Attached to the application (report):

a) a completed and signed application form;

b) an autobiography written by the candidate by hand in any form;

c) copies of birth certificates, marriage (divorce) and educational documents of the candidate, certified in the prescribed manner;

d) copies of certificates of birth, marriage (divorce), death of close relatives of the candidate, certified in the prescribed manner;

e) certificate of current academic performance at the time of submission of documents (for students);

f) reference from the place of study (service or work), certified by the seal of the relevant organization;

g) six photographs measuring 4.5 x 6 cm (on matte paper without a corner);

h) a copy of the compulsory health insurance policy;

i) a copy of the financial and personal account and an extract from the house (apartment) register from the place of residence;

j) copies of documents confirming the special rights * (7) of the candidate upon admission to the educational organization of the FSB of Russia.

29. The selection of candidates for educational organizations of the FSB of Russia is carried out by security authorities and corresponds to the procedure for selecting candidates for military service under a contract in security authorities * (8). Security authorities study candidates, conduct their medical examination, professional psychological selection, check the level of physical fitness, the procedure for obtaining access to information constituting state secrets, checks related to ensuring the security authorities’ own security, allowing to determine the suitability of candidates for military service under a contract in security authorities, the possibility and feasibility of sending them for training to educational organizations of the FSB of Russia. If the security agency does not have a need for specialists in the profile of the training stream or orders for the corresponding stream in which the candidate has expressed a desire to study, a candidate is refused a referral to the educational organization of the FSB of Russia for this stream. The decision to refuse a referral is made by the director, head of the security agency or his deputy. The selection of candidates for educational organizations of the FSB of Russia by other federal executive authorities in their own interests is carried out in accordance with interdepartmental agreements.

30. Candidates undergo an initial*(9) and final medical examination*(10). For candidates from among citizens of the Russian Federation who have not served in the military or have completed military service, the initial medical examination is carried out by the military medical commission of the security agency at the candidate’s place of residence or the Central Military Commission of the FSB of Russia. For candidates from among the military personnel undergoing military service under conscription or contract, the initial medical examination is carried out by the military medical commission of the security agency at the candidate’s place of service or the Central Military Medical Commission of the FSB of Russia. The final medical examination is carried out upon the arrival of candidates to educational organizations of the FSB of Russia by non-staff temporary military medical commissions of educational organizations of the FSB of Russia or the Central Military Medical Commission of the FSB of Russia. For candidates who have passed the initial medical examination of the Central Medical Examination Committee of the FSB of Russia, this medical examination is final. Candidates who, based on the results of a final medical examination, are recognized as unfit for admission to an educational organization of the FSB of Russia are not enrolled in training and are sent to their place of residence (to the place of military service).

31. Based on the results of the medical examination, a conclusion is made on the candidate’s suitability for military service and admission to the educational organization of the FSB of Russia; based on the results of professional psychological selection - a conclusion on professional suitability. A certificate of the results of a medical examination and a conclusion on professional suitability are attached to the candidate’s personal file.

32. The level of physical fitness of candidates is determined by the results of meeting physical fitness standards and is assessed according to the “pass” or “fail” grading system. Candidates pass physical training standards at the security agency or its unit. Candidates who received a “failed” rating when passing physical training standards are not sent to educational organizations of the FSB of Russia.

33. Checking the level of physical fitness of candidates sent to an educational organization of the FSB of Russia by the security agency located at the location of this educational organization of the FSB of Russia is carried out by this educational organization together with the security agency (division of the security agency). Documents confirming the passing of physical training standards (with results for each exercise) are attached to the candidate’s personal file.

34. Granting candidates access to information constituting state secrets and verification related to ensuring the security authorities’ own security are carried out in the manner established by the Law of the Russian Federation of July 21, 1993 N 5485-1 “On State Secrets” * (11) , Federal Law of April 3, 1995 N 40-FZ “On the Federal Security Service” and other regulatory legal acts of the Russian Federation.

35. The materials of the candidate’s personal file are considered at a meeting of the certification commission of the security agency. The decision to send a candidate to an educational organization of the FSB of Russia is made by the head, head of the security agency or the person replacing him, taking into account the conclusion of the certification commission. If there is a positive decision to send a candidate to an educational organization of the FSB of Russia, a conclusion is prepared, which additionally indicates the name of the training stream and the foreign language recommended for study (only for training streams that provide for in-depth study of a foreign language). The conclusion is approved by the director, head of the security agency or his deputy. The decision to send (refuse to send) to an educational organization of the FSB of Russia is communicated to the candidate.

36. Personal files of candidates are sent to educational organizations of the FSB of Russia by the deadline established in the admission rules. Personal files of candidates received by educational organizations of the FSB of Russia later than the established deadlines, as well as those completed in violation of established requirements, are returned to the security agencies that sent them and other federal executive authorities.

37. If the personal files of candidates comply with the established requirements, educational organizations of the FSB of Russia send calls to security agencies and other federal executive bodies *(12), signed by the management of the educational organization of the FSB of Russia, for the admission of candidates to entrance examinations, indicating the time of arrival at the educational organizations of the FSB Russia.

38. Candidates from among the citizens of the Russian Federation who have not served or have completed military service, sent to educational organizations of the FSB of Russia to take entrance examinations, must have with them: an order from a security authority, a birth certificate, a passport of a citizen of the Russian Federation, a certificate of a citizen subject to conscription for military service, or a military ID card, a certificate of preventive vaccinations, a compulsory health insurance policy, a document on the appropriate level of education (original), a certificate of the results of the Unified State Exam (hereinafter referred to as the Unified State Exam), as well as sportswear.

39. Candidates from among the military personnel sent to educational organizations of the FSB of Russia to pass entrance examinations must have with them: an order from a military unit * (13), a food certificate (for military personnel undergoing military service upon conscription), an identity card of a military personnel of the Russian Federation or military ID, document on the appropriate level of education (original), certificate of Unified State Examination results, passport of a citizen of the Russian Federation. Candidates from among the military personnel must have a full set of military uniforms (according to the season) and arrive at the educational organization of the FSB of Russia in everyday military uniform.

40. For candidates from among military personnel undergoing military service by conscription or contract, educational organizations of the FSB of Russia conduct preparatory training for up to ten days. The candidate’s arrival date for preparatory training is determined in a call sent by the educational organization of the FSB of Russia to the security agency and other federal executive body.

41. Admission to educational organizations of the FSB of Russia for training in higher education educational programs is carried out on a competitive basis based on the results of entrance examinations, unless otherwise provided by the legislation of the Russian Federation on education * (14).

42. Admission to educational organizations of the FSB of Russia for training in educational programs of secondary vocational education is carried out based on the results of additional entrance tests, if they are established, in accordance with paragraph 44 of this Instruction. If the number of candidates for training in such streams exceeds the number of allocated places, admission to training is carried out taking into account the results of the candidates' mastery of the educational program of secondary general education, indicated in the educational documents they submitted.

43. The list of entrance tests for admission to educational programs of higher education is established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of education * (15).

44. Additional entrance tests for admission to educational organizations of the FSB of Russia (hereinafter referred to as additional entrance tests) are carried out in accordance with the list approved by the regulatory legal act of the FSB of Russia * (16). Additional entrance tests for candidates are conducted by educational organizations of the FSB of Russia. At the same time, the educational organization of the FSB of Russia may transfer the authority to conduct these tests for certain categories of candidates to other educational organizations of the FSB of Russia in agreement with the Personnel Directorate of the Organizational and Personnel Work Service of the FSB of Russia.

45. Additional entrance tests are assessed on a 100-point scale and are taken into account along with the Unified State Exam results during the competition.

46. ​​The right to admission to educational organizations of the FSB of Russia without entrance examinations and the preferential right to enrollment in educational organizations of the FSB of Russia, subject to successful completion of entrance examinations and other things being equal, to candidates who meet the established requirements, are granted in accordance with the legislation of the Russian Federation *(17 ). Other special rights for admission to educational organizations of the FSB of Russia are granted to candidates who are among the winners or prize-winners of school Olympiads and who meet the established requirements, in accordance with the legislation of the Russian Federation * (18). The specified rights of candidates must be confirmed by documents of the established form * (19).

47. Candidates who did not pass the competition for the declared training stream have the right to participate in the competition for another training stream in this educational organization of the FSB of Russia or another educational organization of the FSB of Russia in training streams for secondary vocational education programs. The referral of these candidates to other educational organizations of the FSB of Russia is carried out at the expense of funds allocated for sending candidates for training to a permanent place of residence.

48. The decision to enroll candidates for training in the educational organization of the FSB of Russia is made at a meeting of the admissions committee. The decision to enroll is documented in a protocol, on the basis of which an order is issued by the head of the educational organization of the FSB of Russia. Candidates who are not enrolled in training are sent to their permanent place of residence (place of military service) in accordance with the established procedure.

49. Deadlines for sending personal files of candidates to educational organizations of the FSB of Russia, the minimum number of Unified State Examination points in general education subjects corresponding to the field of study (specialty), a list of standards for physical training and criteria for assessing the level of physical fitness, timing, form and criteria for assessing additional entrance tests , the procedure for filing and consideration of appeals, the procedure for conducting the competition are determined by the admission rules.

50. Educational organizations of the FSB of Russia, no later than ten days after the issuance of the order of the head of the educational organization of the FSB of Russia on enrollment in training, send to the security authorities and other federal executive authorities extracts from the order of the head of the educational organization of the FSB of Russia for candidates enrolled in training * (20) .

Benefits for applicants to the Institute

Preemptive right

1. Citizens of the Russian Federation under the age of 20 who have only one disabled parent of group 1, if the average per capita family income is below the subsistence level established in the corresponding constituent entity of the Russian Federation.

2. Citizens of the Russian Federation, discharged from military service and entering the Institute on the recommendation of the heads of security agencies (commanders of military units).

3. Participants in hostilities.

4. Military personnel who perform military service under a contract and the continuous duration of military service under a contract is at least 3 years.

5. Children of persons who died or died as a result of injury or other damage to health received by them in connection with the performance of official duties.

6. Children of military citizens serving under contract and having a total duration of military service of 20 years or more, children of citizens discharged from military service upon reaching the age limit for military service, health reasons or in connection with organizational staff events , whose total duration of military service is 20 years or more.

Procedure for filing and consideration of appeals

Based on the results of additional entrance tests (entrance tests), the candidate has the right to submit a written appeal to the appeal commission of the Institute about a violation, in his opinion, of the established procedure for its conduct and (or) disagreement with his (their) results (hereinafter referred to as the appeal).

Reviewing an appeal is not a retake of the exam. During the appeal process, only the correctness of the assessment of the exam results is checked.

The appeal is submitted by the candidate personally the next day after the announcement of the exam grade. The Admissions Committee accepts appeals throughout the working day. Appeals are reviewed within one day of their submission. The candidate has the right to be present during the appeal hearing and to review his or her examination work.

One of the parents or legal representatives has the right to be present with a minor candidate (under 18 years of age).

After considering the appeal, the appeal committee makes a decision on the assessment of the exam.

If disagreements arise, a vote is held in the appeal commission, and the decision is approved by a majority vote. The decision of the appeal commission, documented in the protocol, is brought to the attention of the candidate (against signature).

Story

Based on the Resolution of the CPSU Central Committee, by order of the USSR Minister of Defense dated March 13, 1967, a Kurgan higher military political aviation school(KVVPAU). The higher education institution trained political officers for the aviation units of the Armed Forces of the USSR.

By order of the Minister of Defense of the Russian Federation No. 46 of June 26, 1992, KVVPAU was formed on the basis of Kurgan Military Aviation Technical School(KVATU). This secondary educational institution trained aviation technicians for the air forces of the Russian Federation and the CIS countries.

On December 26, 1995, by Decree of the Government of the Russian Federation No. 1259, the material base of KVATU and the main part of the personnel was transferred to the jurisdiction of the Federal Border Service of the Russian Federation and formed Kurgan Military Aviation Institute of the Federal Border Service of the Russian Federation. In August 1996, the educational institution was renamed Kurgan Military Institute of the Federal Border Guard Service of the Russian Federation. The educational institution trained aviation specialists with higher education in four engineering and three flight specialties. In June 2000, the first graduation of engineering officers took place, and in 2001 - pilot officers and navigators for the aviation units of the Federal Border Guard Service of Russia. In 2002, the institute graduated female officers in both flying and engineering specialties.

By Order of the Government of the Russian Federation of October 24, 2003 No. 1535-r, the Federal Border Guard Service of Russia was formed on the basis of the KVI Kurgan Border Institute of the FSB of Russia. Currently, the Kurgan Border Institute of the FSB of Russia is the only military educational institution in the Trans-Urals and the only border university between Moscow and Khabarovsk. Graduates of the Kurgan Border Institute serve today in all regional border departments from the Arctic to Kamchatka, despite the difficulties and everyday instability.

Over 32 graduations in the history of the functioning of the Kurgan Military Educational Institution, more than 12.5 thousand officers were trained. University graduates serve in all branches and branches of the Russian Armed Forces.

Kaliningrad Border Institute of the Federal Security Service of the Russian Federation- federal state government educational institution of higher professional education, one of the oldest military educational institutions of the Russian Border Service.

Story

Founded on the technical base of the Kaliningrad Higher Engineering Order of Lenin Red Banner School of Engineering Troops named after. A. A. Zhdanov (KVIUIV), which in 1995 was transferred to the city of Kstovo, Nizhny Novgorod region. The order to create the institute was signed in 1995, the first enrollment was carried out in 1996. Until 2003, the institute belonged to the Federal Border Service of the Russian Federation, which was an independent department, and was called the Kaliningrad Military Institute of the Federal Border Guard Service of the Russian Federation. At various times, from 500 to 2500 people were trained. A powerful teaching staff ensures a high level of presentation of material and instilling practical skills.
