RULES
ADMISSION OF PERSONS TO WORK WITH DRUGS AND PSYCHOTROPIC SUBSTANCES, AS WELL AS TO ACTIVITIES RELATED TO TRAFFIC OF PRECURSORS OF DRUGS AND PSYCHOTROPIC SUBSTANCES
(as amended by Resolutions of the Government of the Russian Federation dated 02/06/2004 N 51, dated 12/22/2009 N 1065, dated 10/30/2010 N 881, dated 12/08/2011 N 1023, dated 12/24/2014 N 1469, dated 05/25/2017 N 631)
1. These Rules determine the procedure for admitting persons to work with narcotic drugs and psychotropic substances, as well as to activities related to the circulation of precursors of narcotic drugs and psychotropic substances included in List I and Table I of List IV of the List of Narcotic Drugs, Psychotropic Substances and Their Precursors , subject to control in the Russian Federation, approved by Decree of the Government of the Russian Federation of June 30, 1998 N 681 (hereinafter referred to as precursors). (as amended by Resolutions of the Government of the Russian Federation dated December 22, 2009 N 1065, dated December 8, 2011 N 1023)
2. Admission of persons to work with narcotic drugs and psychotropic substances is carried out by the heads of organizations, institutions and enterprises, regardless of their organizational and legal form (hereinafter referred to as organizations) or by persons replacing them, and for activities related to the circulation of precursors - also by individual entrepreneurs. 3. The admission of persons to work with narcotic drugs and psychotropic substances, as well as to activities related to the circulation of precursors, provides for familiarization of these persons with the legislation of the Russian Federation on narcotic drugs, psychotropic substances, precursors and the inclusion in the employment contract of mutual obligations of the organization (individual entrepreneur ) and persons associated with the trafficking of narcotic drugs, psychotropic substances and (or) precursors. 4. Persons under 18 years of age and persons for whom there are no certificates and conclusions provided for in paragraphs four and five of paragraph, respectively, are not allowed to work with narcotic drugs and psychotropic substances, as well as activities related to the circulation of precursors. 3 of Article 10 and paragraphs two and three of paragraph 7 of Article 30 of the Federal Law “On Narcotic Drugs and Psychotropic Substances”. 5. Preparation of materials for persons registered to work with narcotic drugs, psychotropic substances, as well as for carrying out activities related to the circulation of precursors, is carried out by personnel departments (departments), and in their absence - by the employee conducting personnel work in the organization (individual entrepreneur). 6. To obtain the certificates provided for in paragraph four of paragraph 3 of Article 10 and (or) paragraph two of paragraph 7 of Article 30 of the Federal Law "On Narcotic Drugs and Psychotropic Substances", the head of the organization (the person replacing him) or an individual entrepreneur issues it to the person registered for work with narcotic drugs, psychotropic substances, as well as for carrying out activities related to the circulation of precursors, referrals to medical organizations to undergo a preliminary (periodic) medical examination (examination) and mandatory psychiatric examination in accordance with the established procedure. To obtain the conclusions provided for in paragraph five of paragraph 3 of Article 10 and (or) paragraph three of paragraph 7 of Article 30 of the Federal Law "On Narcotic Drugs and Psychotropic Substances", the head of the organization (the person replacing him) or an individual entrepreneur sends it to the internal affairs bodies of the Russian Federation a request with the attachment of a questionnaire of the specified person in the forms and in the manner established by the Ministry of Internal Affairs of the Russian Federation. Sending these persons to the internal affairs bodies of the Russian Federation to obtain such conclusions is not permitted. (as amended by Resolutions of the Government of the Russian Federation dated December 22, 2009 N 1065, dated May 25, 2017 N 631)
7. If there are no grounds preventing a person from being allowed to work with narcotic drugs, psychotropic substances, as well as activities related to the circulation of precursors, the head of the organization (the person replacing him) or an individual entrepreneur issues an appropriate order and concludes an employment contract with the specified person. The validity period of a person’s permission to work with narcotic drugs, psychotropic substances, as well as to activities related to the circulation of precursors, is limited to the duration of the employment contract. 8. A citizen has the right to appeal in the prescribed manner the refusal of access to work with narcotic drugs and psychotropic substances, as well as to activities related to the circulation of precursors.
10. Students of organizations carrying out educational activities in educational programs of secondary vocational education and higher education are allowed to work with narcotic drugs, psychotropic substances and (or) precursors during the educational process only in the presence of persons authorized to work with them in the prescribed manner. 11. Persons guilty of violating these Rules are liable in accordance with the legislation of the Russian Federation.

In accordance with paragraph 3 of Article 10 of the Federal Law of January 8, 1998 N 3-FZ "On Narcotic Drugs and Psychotropic Substances" (Collection of Legislation of the Russian Federation, 1998, N 2, Art. 219; paragraph 5 of the Regulations on licensing activities related to with the circulation of narcotic drugs and psychotropic substances included in Lists II and III, approved by Decree of the Government of the Russian Federation of June 21, 2002 N 454 “On licensing activities related to the trafficking of narcotic drugs and psychotropic substances” (Collected Legislation of the Russian Federation, 2002, N 26, Art. 2597), paragraph 4 of the Rules for the admission of persons to work with narcotic drugs and psychotropic substances, approved by Decree of the Government of the Russian Federation of August 6, 1998 N 892 “On approval of the Rules for the admission of persons to work with narcotic drugs and psychotropic substances” (Collection of Legislation of the Russian Federation, 1998, No. 33, Art. 4009), I order.

DRUGS AND PSYCHOTROPIC SUBSTANCES
1. These Rules determine the procedure for admitting persons to work with narcotic drugs and psychotropic substances, as well as to activities related to the circulation of precursors of narcotic drugs and psychotropic substances included in List I and Table I of List IV of the List of Narcotic Drugs, Psychotropic Substances and Their Precursors , subject to control in the Russian Federation, approved by Decree of the Government of the Russian Federation of June 30, 1998 N 681 (hereinafter referred to as precursors).
2. Admission of persons to work with narcotic drugs and psychotropic substances is carried out by the heads of organizations, institutions and enterprises, regardless of their organizational and legal form (hereinafter referred to as organizations) or by persons replacing them, and for activities related to the circulation of precursors - also by individual entrepreneurs.
3. The admission of persons to work with narcotic drugs and psychotropic substances, as well as to activities related to the circulation of precursors, provides for familiarization of these persons with the legislation of the Russian Federation on narcotic drugs, psychotropic substances, precursors and the inclusion in the employment contract of mutual obligations of the organization (individual entrepreneur ) and persons associated with the trafficking of narcotic drugs, psychotropic substances and (or) precursors.
4. Persons under 18 years of age and persons for whom there are no certificates and conclusions provided for in paragraphs four and five of paragraph, respectively, are not allowed to work with narcotic drugs and psychotropic substances, as well as activities related to the circulation of precursors. 3 of Article 10 and paragraphs two and three of paragraph 7 of Article 30 of the Federal Law “On Narcotic Drugs and Psychotropic Substances”.
5. Preparation of materials for persons registered to work with narcotic drugs, psychotropic substances, as well as for carrying out activities related to the circulation of precursors, is carried out by personnel departments (departments), and in their absence - by the employee conducting personnel work in the organization (individual entrepreneur).
6. To obtain the certificates provided for in paragraph four of paragraph 3 of Article 10 and (or) paragraph two of paragraph 7 of Article 30 of the Federal Law "On Narcotic Drugs and Psychotropic Substances", the head of the organization (the person replacing him) or an individual entrepreneur issues it to the person registered for work with narcotic drugs, psychotropic substances, as well as for carrying out activities related to the circulation of precursors, referrals to medical organizations to undergo a preliminary (periodic) medical examination (examination) and mandatory psychiatric examination in accordance with the established procedure.
To obtain the conclusions provided for in paragraph five of paragraph 3 of Article 10 and (or) paragraph three of paragraph 7 of Article 30 of the Federal Law "On Narcotic Drugs and Psychotropic Substances", the head of the organization (the person replacing him) or an individual entrepreneur sends it to the internal affairs bodies of the Russian Federation a request with the attachment of a questionnaire of the specified person in the forms and in the manner established by the Ministry of Internal Affairs of the Russian Federation.
Sending these persons to the internal affairs bodies of the Russian Federation to obtain such conclusions is not permitted.
7. If there are no grounds preventing a person from being allowed to work with narcotic drugs, psychotropic substances, as well as activities related to the circulation of precursors, the head of the organization (the person replacing him) or an individual entrepreneur issues an appropriate order and concludes an employment contract with the specified person.
The validity period of a person’s permission to work with narcotic drugs, psychotropic substances, as well as to activities related to the circulation of precursors, is limited to the duration of the employment contract.
8. A citizen has the right to appeal in the prescribed manner the refusal of access to work with narcotic drugs and psychotropic substances, as well as to activities related to the circulation of precursors.
9. A person’s permission to work with narcotic drugs and psychotropic substances, as well as to activities related to the circulation of precursors, is terminated upon detection of those provided for, respectively, in paragraphs four and five of paragraph 3 of Article 10 and paragraphs two and three of paragraph 7 of Article 30 of the Federal Law “On Narcotic Drugs.” drugs and psychotropic substances" circumstances preventing the issuance of relevant certificates and conclusions.
10. Students of organizations carrying out educational activities in educational programs of secondary vocational education and higher education are allowed to work with narcotic drugs, psychotropic substances and (or) precursors during the educational process only in the presence of persons authorized to work with them in the prescribed manner.
11. Persons guilty of violating these Rules are liable in accordance with the legislation of the Russian Federation.
